Highlights from April 21, 2015 City Council Meeting
5. Presentations/Proclamations/Recognitions
a. Update by Dana Cragg, Chairperson of the Quality Circle for a a Health Community, regarding the Quality Circle's activities and an announcement by Alice Freeman, of Healthy Hearts Plus II, regarding the City's Biggest Healthy Loser Campaign

b. Resolution commending the Virginia State University's Women's Basketball Team

c. Resolution commending the Richard Bland College Men's Basketball Team  No action required

d. Resolution commending the Central Virginia Waste Management Authority (CVWMA) on its 25th anniversary  No action required

e. Presentation by Kim Hynes, Executive Director of the Central Virginia Waste Management Authority, on the curbside trash and recycling program  No action required

f. Presentation by Jason Zhang, Project Manager for the Virginia Department of Transportation, on VDOT projects in the City of Petersburg  No action required

g. Update by J. Howard Hines, Building Official, on the procedure for proving notice of violation for tall weeds and grass  No action required

a. Minutes of the City Council meeting held on April 7, 2015 Approved
7. Public Hearing 

a. A public hearing on an amended Ordinance granting to the City Manager the authority to sign a Deed of Easement with Verizon Wireless ("Verizon") to provide a non-exclusive easement on City property located at 255 East South Boulevard Approved

b. A public hearing on the proposed deposition of publicly-owned properties addressed as 1206 Hinton Street, 1162 Hinton Street, 1203 W. Washington Street and 1157 W. Washington Street 
Approved

c. A public hearing on a proposed Ordinance amending Sec. 114-136 and Sec. 114-236 of the Code of the City of Petersburg, changing the method of measurement of water from cubic feet to gallons Approved

d. A public hearing on the proposed Operating Budgets for Fiscal Year 2015-2016 Budget will be voted on during a May City Council session
8. Public Information Period
1. Please address the invoice I received from March 31, 2014 for the production of public records. You may have to pay for the records that you request from City of Petersburg. FOIA allows the City to charge for the actual costs of responding to FOIA requests. This includes items like personnel time spent searching for the requested records, copying costs, or any other costs directly related to supplying the requested records

2. Disposition of 1842 Powhatan: The City has regular contact with the owner of 1842 Powhatan Avenue. He still has a couple of corrections to do, but has asked for an extension in writing which was granted. 

Disposition of 1751 Sherwood Road: A certified letter was sent to the property owner on April 9 to secure the property. The property will be coming before council for spot blight.

3. Can 'In God We Trust' be on display in the council meeting venue? The Clerk of Council will begin to bring the "In God We Trust" proclamation to the council meetings.

4. Will the City correct the sell of the Fleet Street parcels on record? The issue with this property has been resolved. Parcels 530-32 Fleet Street and 538 Fleet St. and both are owned by Hansco-SS1, LP.

5.Any time authorization of City Manager is voted on, can it be brought back to Council for final approval? This is a policy issue that Mayor and City Council have to decide on.

6. When will there be a Ward 5 meeting? Mayor Myers is working on a date for his ward meeting.

7. Please address the Crater Rd and Rives Rd. bottleneck of traffic. The appropriate staff have been notified of these issues, will research and look to see what the issue is and what can be resolved.

8. Please address the easement of property at 652 Old Wagner Road. The appropriate staff have been notified of these issues, will research and look to see what the issue is and what can be resolved.
9. Business or reports for/from the Mayor or other members of City Council

a. Consideration of a Resolution establishing a projected Utility rate plan for the next 5 years Approved
Councilwoman Wilson-Smith:Motion to not carry out the FOIA statement by the City Clerk during the Public Information Period, Approved City Attorney will develop policy for FOIA request during Public Information period

Councilman Hart: Ward 7 Meeting - April 27th 6:30pm JEB Stuart School

Please address the drainage and standing water issue in Bramblewood. The appropriate staff have been notified of these issues, will research and look to see what the issue is and what can be resolved.

Councilman Coleman: Ward 6 Meeting - April 28th, AP Hill Elem at 6 p.m.

Councilman Hill: Ward 2 & Ward 3 Town hall Business Ward Meeting, Tuesday, May 26 at Plaza Mexico, 6:30 p.m.

Councilman Moore: Please address the panhandling and increase of enforcement. 
Panhandling enforcement has been increased.

Councilman Parham: Please address the permit process for the race
Permit Process for the race has been addressed by Mr. Brian Little prior to the recent race. Some of the issues were with the Health Department.  There was an after action meeting to address issues for all of Saturday’s events for future similar planned event.

Please address the loitering around the front of the library
Wayne Crocker, Director of the Public Library advised administration that as long as library patrons abide by the Library's code of conduct, they are allowed in the building. Library security have been tasked with roaming throughout the building during their shift to make sure that no one is loitering around the entrances of the building.

Battlefield Park Neighborhood Watch Reorganizational meeting will be Thursday, May 7 at Vernon Johns cafeteria at 6 p.m.
