Proposed Collection; 60-Day Comment Request: National Children's Study (NCS) Data Archive and Repository (NICHD)
A Notice by the National Institutes of Health on 04/22/2015
Comment Due Date: Comments regarding this information collection are best assured of having their full effect if received within 60 days of the date of this publication.
Proposed Collection: National Children's Study (NCS) Data Archive and Repository, 0925-NEW, National Institute of Child Health and Human Development (NICHD), National Institutes of Health (NIH).
Need and Use of Information Collection: The primary use of this data archive and repository is to facilitate, document, track, monitor, and evaluate the access of NCS Vanguard Study data previously collected. There are two planned levels of data access associated with NCS Vanguard Study data: (1) Through a de-identified dataset containing key variables. Access requirements for the de-identified dataset would be modest, requiring that the investigators, promise not to attempt to re-identify participants, agree to cite the NCS as the source of the data, and submit a copy of any paper submitted or published using the data; (2) through a secure, virtual data enclave wherein users could access and analyze data, provided that they describe their research plan, submit IRB approval documentation, complete a Data User Agreement (DUA) DUA, and agree to submit a copy of any paper submitted or published using the data.
Proposed Collection; 60-Day Comment Request; Prostate, Lung, Colorectal and Ovarian Cancer Screening Trial (PLCO) (NCI)
A Notice by the National Institutes of Health on 04/21/2015
Comment Due Date: Comments regarding this information collection are best assured of having their full effect if received within 60 days of the date of this publication.
Proposed Collection: Prostate, Lung, Colorectal, and Ovarian Cancer Screening Trial (PLCO), 0925-0407, Extension, National Cancer Institute (NCI), National Institutes of Health (NIH).
Need and Use of Information Collection: This is a request for a revision of the Prostate, Lung, Colorectal and Ovarian Cancer Screening Trial (PLCO). This trial was designed to determine if cancer screening for prostate, lung, colorectal, and ovarian cancer can reduce mortality from these cancers which caused an estimated 253,320 deaths in the U.S. in 2014. The design is a two-armed randomized trial of men and women aged 55 to 74 at entry. OMB first approved this study in 1993 and has approved it every 3 years since then. Recruitment was completed in 2001, baseline cancer screening was completed in 2006, and data collection continues on the current cohort of 77,281 participants who are actively being followed. The additional follow-up will provide data that will clarify further the long-term effects of the screening on cancer incidence and mortality for the four targeted cancers.
SUMMARY This proposed rule would change the Medicare and Medicaid Electronic Health Record (EHR) Incentive Program EHR reporting period in 2015 to a 90-day period aligned with the calendar year, and also would align the EHR reporting period in 2016 with the calendar year. In addition, this proposed rule would modify the patient action measures in the Stage 2 objectives related to patient engagement. Finally, it would streamline the program by removing reporting requirements on measures which have become redundant, duplicative, or topped out through advancements in EHR function and provider performance for Stage 1 and Stage 2 of the Medicare and Medicaid EHR Incentive Programs.

The agency has taken steps towards developing a standard methodology, but it has not established time frames for finalizing these efforts. GAO's work on assessing data reliability indicates that data should be consistent….
