PLATINA 2 is a pan-European multidisciplinary project to promote inland waterway transport. It supports the implementation of the European Action Programme NAIADES 2 in the fields of “Markets & Awareness”, Innovation & Fleet”, “Qualifications” and “Infrastructure”, in close cooperation with the relevant stakeholders. 

Action Field: Markets & Awareness

Mission: analyses & tools to assist with increase of modal share
  • New markets: The analysis "Comparison of continental market potential" has been finalised. The shipping of maritime containers by IWT is changing from individual services to collective services. Opportunities for IWT are seen in bundling container trips to multiple inland terminals. An analysis of specific transport flows by truck indicated a potential of between 30 million tonnes and 207 million tonnes for IWT, taking into account transport costs and the amount of handlings and pre- and end-haulage. This would generate costs savings of €899 million per year, 10% of the total transport costs.
  • Modal shift: The analysis "Comparison of modal shift studies" is available. From the review of 12 practical cases examined, the total door-to-door transport costs have been identified as the most important modal shift criterion. When economic reasons were put forward, shippers were prepared to accept, for a certain period, a higher transport cost as their running contracts - as long as they were convinced of the economic advantage on mid or long term. When solely environmental reasons were put forward as a strategic driver, modal shift would only be implemented when there was also a direct economic advantage. Shippers claim a clear and direct advantage in the cost or quality of their logistic operations. Quality elements are reliability, transit time, flexibility and safety.
  • Decision support tools for funding: The European funding database celebrates 5 years. Let us know your feedback whether the Funding Database has been helpful in identifying grants and what suggestions for improvement you have. 
  • Decision support tools for logistics: There are different portals & tools available with logistics information for using waterway transport. A survey showed that there is no need for a single European portal, but that different user needs in different corridors require corridor-based platforms. Shippers seek information via locally established service providers. Those are easier to access and provide more accuracy of information. Furthermore, maintenance and financing of local services is more stable. A first quick overview of logistic information portals & tools is ready.   • Market mechanisms and transparency: The market transparency study is available. With the exception of the Danube market, the majority of cargo is moved by micro size companies in Western Europe. Ship owners heavily rely on brokers and more than half of assignments are traded on the spot market. This gives ship owners little insight in their own market and little flexibility to negotiate. The report looks into models of cooperation and logistics optimisation.

Action Field: Innovation & Fleet

Mission: analyses & tools to speed up the uptake of innovation
  • Tools for innovation uptake: The Greening Tool, which was announced in beta mode in January, will be officially launched on 2 June at the Maritime Industry Event in Gorinchem. Implementing emission reduction solutions for vessels causes significant additional investment costs without a clear payback time for vessel operators. With the Greening Tool, operators get an overview of the payback time on investments and other advantages from different or a combination of technologies. The aim of the Greening Tool is to help accelerate the uptake of innovation in the IWT sector. New, progressive and proven technologies will be included.The event in Gorinchem is free, but registration is required.
