TOWARDS INTEGRATED, SUSTAINABLE AND EQUITABLE WATER MANAGEMENT

 

The Water Action for Sustainable Cities and Regions was endorsed at the 7 World Water Forum during the Local and Regional Authorities Conference

Building on the Istanbul Water Consensus, the Local and Regional Authorities conference culminated in the endorsement of the Daegu-Gyeongbuk Water Action for Sustainable Cities and Regions. The Action calls on local governments to spearhead local sustainable water management by hastening the adoption of appropriate local solutions and entering into targeted alliances with local stakeholders. The Action also calls on national governments to embrace local innovation and leadership by creating enabling environments for sound local-level water management.

The endorsement, which was backed by over 250 local governments representatives and experts from over 26 countries, was a major step forward towards more integrated, sustainable and equitable urban water management.  In the year leading up to the Forum, GWOPA worked extensively with international partners ICLEI, United Cities and Local Governments (UCLG), the World Water Council (WWC) and the Daegu-Gyeongbuk Development Institute to develop this 2-day long political programme and to draft an Action road map that reflected the ambitions of its members to play a more proactive role in sustainable water management at city and regional levels. Highlights from the Local and Regional Authorities Conference

PEER-TO-PEER SESSION AT THE 7 WORLD WATER FORUM:
BRINGING NEW ACTORS TO THE WOPS MOVEMENT

A dedicated session on WOPs took place within the Local and Regional Authorities conference to showcase a diverse sampling of WOPs practice within the Global WOPs Alliance. Committed partners such as Eau de Paris, the utility in the French capital, and eThekwini from Durban, South Africa talked about WOPs in which their local governments played prominent roles.

Donors also shared their views on where peer support was working to transfer and adapt local solutions to other locations. The main messages of the session reinforced the Water Action for Sustainable Cities and Regions’ call for more exchange between cities to speed up the adoption of innovative practice. [+}
 

WOP FACTSHEET: 
Aguas del Norte and CAESB on Energy Effiency

This factsheet (English / Spanish) features a WOP between two South American operators (Argentina and Brasil) that began with a focus on energy efficiency in 2009 and has since widened to include Metering, Tariffs, Wastewater Treatment and IT Systems. Service levels of the operators were similar however both partners identified capacity that the other could offer them. As a result, energy savings have been substantial.

This factsheet is a part of a series within the BEWOP project, a collaboration between UNESCO-IHE and GWOPA to draw lessons and guide better practice. More information about the project and further case studies and factsheets can be found at www.bewop.org

INTER-REGIONAL COOPERATION BETWEEN WOP PLATFORMS

An Inter-regional session between water associations in the Pacific and Caribbean resulted in the signing of a Memorandum of Understanding to increase collaboration and formalize the exchange of information, good practices and support between both regions.

Identifying the many similar challenges faced in sustainably providing water and sanitation services in both Pacific and Caribbean small-island states, GWOPA supported this partnership which provides a framework for the associations and their member operators to exchange tools and approaches.[+]

OPERATOR FROM NKANA ATTRIBUTES SUCCESS TO WOP 

The National Water Supply and Sanitation Council of Zambia held its National Awards Ceremony on 10th April 2015 at the launch of the Urban and Peri Urban Water Supply and Sanitation Sector Report. The awards recognize outstanding achievements and performance in the wash sector. 

The biggest winner of this year's edition was the Nkana Water & Sewerage Company (NWSC) picking up 5 awards. The Managing Director, Ms Diana Makwaba, reached number three on the list of best performing CEOs in the country.

​Speaking on the award, Mutinta Mwale of NWSC commented that the WOP had been critical in "helping NWSC position itself to achieving its vision of being a symbol of excellence in the water and sanitation industry."

NWSC, a public operator, provides water and sewerage services in the urban and peri-urban areas of Kitwe, Kalulushi and Chambishi in Zambia and is currently engaged in a WOP with Swaziwater of Swaziland. [Français]
 

NON-REVENUE WATER MANAGEMENT 

Waterlinks, the WOPs platform for Asia, together with the Indonesian national WOPs platform, PERPAMSI are pleased to announce its 3rd WaterLinks Non-Revenue Water (NRW) Management Master Class on June 3 to 5, 2015 in Bali, Indonesia.

This NRW Master Class introduces an advanced program that seeks to raise in-depth knowledge and understanding of NRW reduction techniques, tools and concepts to the next level. For more information, contact the WaterLinks Secretariat. [+]

PARTNERSHIP TO REINFORCE THE CAPACITY OF OPERATORS IN THE MENA REGION

​The first technical visit took place between operators in Sudan and Morocco as part of WOP activities between the two countries. The study trip took place from the 30 March to the 3rd April around the theme: "Management and Treatment of Drinking Water" with 12 managers and heads of departments from the Sudanese Water Company (SWC).

This partnerships is part of the cooperation programme to support countries in the Middle East North Africa (MENA) region, and to share the expertise from Moroccan water management in Sudan, The Institut International de l'Eau et de l'Assainissement (IEA), in partnership with the Japanese Cooperation Agency (JICA - Projects in Sudan).

PERPAMSI: 
12 NEW NATIONAL WOPS


Indonesia is one of the leading countries for domestic WOPs, with over 34 WOPs to date. According to the workplans laid out together by partners, the implementation of 12 new WOPs will take roughly 16 months. A number of initial activities including matchmaking and diagnostic visits had been conducted since October 2014.

Ten WOPs are now ongoing with the implementation of pilot projects at mentees' working site. The other two WOPs arrangement were just formalized by the signing of Letter of Intent in April in Jakarta, during the Indonesia Water and Wastewater Expo and Forum (IWWEF) 2015 organized by PERPAMSI. [+

ORGANISATIONAL BEHAVIOUR AROUND APPARENT LOSSES REDUCTION 

RESEARCH FOR OPERATIONAL GUIDANCE

​As part of the BEWOP project's efforts to suppor WOP partners to better understand th​e bottlenecks t​hey face in​ achieving more effective operational and managerial practices, a MSc thesis on the topic of diagnosis tools was completed in March 2015. William O. Mboya, Master's student in Water Services Management at UNESCO-IHE completed this thesis on, "The Analysis of Organisational Behaviour in relation to Apparent Water Losses (AWL)", focussing on the case of Kisumu Water and Sewerage Company Ltd in Kenya.

The research analysed organisational changes positively or negatively affecting apparent water losses. The analytical approach and methodology applied merges technical knowledge on apparent losses and conceptual and methodological knowledge on organisational change and performance. [+]

STAKEHOLDER ENGAGEMENT FOR INCLUSIVE WATER GOVERNANCE (OECD)

This report assesses the current trends, drivers, obstacles, mechanisms, impacts, costs and benefits of stakeholder engagement in the water sector. It builds on empirical data collected through an extensive survey across 215 stakeholders, within and outside the water sector, and 69 case studies collected worldwide.

The chapter on Service Providers and their Networks presents a Survey of 26 largely European operators and networks to identify their key areas of interest - 78% responded 'Quality of water and sanitation services' compared to 17% who identified environmental protection. 

WOPS ARE COST-EFFECTIVE APPROACH TO ACHIEVING HUMAN RIGHT TO WATER AND SANITATION


"Public Public Partnership in the international struggle to implement the human right for water and sanitation," was the name of the session organized by GWOPA Steering Committee member, Aqua Publica Europea, in the framework 

of Wasser Berlin. This is one of the biggest trade fairs in Europe on Water Management, and during the sessoin, the potential for WOPs as a low-cost approach to working towards universal access was reinforced.

High-level participants such as Dr. Uschi Eid (Chair of UNSGAB), Paolo Ciccarelli, Head of the European Commission for Water and Energy and Christiane Franck of Vivaqua were among the panellists along with GWOPA Programme Manager, Faraj El-Awar.
