Next Stage - ISF Enforcement

Customs and Border Protection (CBP) announced that the next phase of Importer Security Filing (ISF) enforcement will begin on Thursday, May 14, 2015. At that time, CBP at the ports will face fewer impediments to penalize importers for improper ISF filings. CBP at the ports will be able to issue penalties without providing three notices to the Importer and without having the penalties approved by Headquarters. 

The following 10 data elements are required from the Importer for ISF Filings: Manufacturer, Seller, Buyer, Ship to Party, Container Stuffing Location, Consolidator, Importer of Record ID #, Consignee Number, Country of Origin & Commodity HTS code. 

ISF requirements, in Part 149 of Code of Federal Regulations Title 19, make the importer of ocean cargo responsible for presenting this information to CBP at least 24 hours before it is loaded onto the vessel. If freight is transshipped (and two vessels are used to carry a container from the origin to the destination), the ISF filing must be made 24 hours before cargo is loaded on the vessel traveling to the U.S.
