Bills filed regarding ICD-10
As expected, Rep. Poe (TX) reintroduced HR 2126, the Cutting Costly Codes Act. This is the same bill he introduced in the 113th Congress which would stop ICD-10 implementation. To-date it has 6 co-sponsors (one of whom is Rep. Roe, MD, Johnson City TN). There is obviously little support for this bill.
TN Rep. Diane Black, R.N. introduced HR 2247, the ICD-TEN Act. This bill would not delay ICD-10 implementation. It would require comprehensive CMS end to end testing, and an 18 month “safe harbor†period where claims could not be denied due to improper coding. JAHIMA has posted a great article here. CMS is already providing testing. The safe harbor provision may encourage fraud, so we are not supporting that as a contingency plan. Rather, we remain firm in asking CMS to commit to advance payments for small physician practices.
It is likely that other bills will be introduced.
That said, there is widespread support in Congress for ICD-10 implementation on October 1, 2015. THIMA members should be diligent and continue our efforts to help our legislators understand the importance of a modern-day classification system for diseases/procedures.
Please contact your Congressmen and do this:
1. Share the results of the January Medicare end-to-end testing with TN legislators: http://www.cms.gov/Medicare/Coding/ICD10/Downloads/2015-Jan-End-to-End-Testing.pdf These results show that Medicare was able to accommodate all volunteers who wanted to participate and also shows that only 3% of rejected claims were related to ICD-10 errors – thereby negating the need for a “transition period.†These results also showed that Medicare’s systems are able to successfully process ICD-10 claims.
2. Ask your legislators to contact us (THIMA) for physician training rather than seek any legislative “fixes.â€
3. Encourage full implementation of ICD-10 on October 1, 2015.

ICD-10: Preparing for implementation and New ICD-10- PCS Section X- Register Now

It’s not too late to get ready for ICD-10 implementation on October 1, 2015. During this MLN Connects National Provider Call, CMS subject matter experts will present strategies and resources to help you prepare. Also, learn about ICD-10-PCS Section X for new technologies, which will be used by hospitals. A question and answer session will follow the presentations.

IG Takes Center Stage at Conference
Much of the two-day National Conference on Managing Electronic Records in Chicago, IL focused on information governance (IG). The Journal of AHIMA website reports from the keynote presentation, "Making the Moonshot: Launching Your Information Governance Program," that panelists emphasized, while only a handful of stakeholders within any organization often sees the need for IG, successful implementation requires interdisciplinary collaboration. During the conference's second day, a steering committee simulation prepared attendees for managing the debates and culture change organizations are likely to face when entering into the IG process. Read the full article.
