CodeSMTX Think Tank Explores Proposed Regulating Plans


During the May 20th Think Tank Meeting the committee began exploring the regulatory framework proposed for the six City Established Intensity Zones in the Vision San Marcos Comprehensive Plan.  These Intensity Zones are intended to accommodate the City's growing population and provide options for new types of development and options for how people want to live.

What are Regulating Plans and Why are they Important?

Regulating Plans establish the development standards in both words and diagrams for a specific geographical location.  Regulating Plans contribute to creating a more predictable built environment based on community desires. The Draft Regulating Plan for the Midtown Intensity Zone is shown below. The Comprehensive Plan envisioned Midtown as: 

"A high-density mixed use area, possibly the densest area in San Marcos, with housing for many household types.  Midtown residents will have easy access to services, city facilities, the university, and the San Marcos River.  The area will complement, not compete with, Downtown.  Due to the lack of historically significant structures, more contemporary architecture will be appropriate.  This architecture will differentiate Midtown from Downtown."
Next Steps:
The process for establishing each of the six Intensity Zone Regulating Plans includes:
  • August 2015 - a series of Public Workshops targeted to property owners, business owners and residents
  • September 2015 - City Council Workshop
  • October 2015 - Zoning Notification to applicable properties
  • November 2015 - Planning Commission Recommendation
  • December 2015 - City Council Consideration
