Ontario Section Praise from A&WMA Sections and Chapters Council

A&WMA Fall Workshop

The Ontario Section is pleased to announce our selection for the Menasian Award 2104. 

The award went to only three of 35 Sections, is based on superior performance in providing services to the members and recognizes the contributions of volunteers who work to improve ourselves, our profession and our commumities. 

Kudos to the Executive, the Board and the Committee chairs and members, with special recognition to Sarah McQuaig, our current President.

A&WMA Ontario Section - OPPI Joint Land Use Compatibility Workshop

The Ontario Section of the Air & Waste Management Association (A&WMA) and Ontario Professional Planners Institute (OPPI) held a successful one day workshop on May 14, 2015 in Toronto discussing the issues of land use compatibility with sensitive land uses and nuisance sources.  It was the first (and not the last) joint meeting held between the two association to bring together both planners and air/noise practitioners to discuss a broad range of topics and case studies dealing with the challenges of putting industries and sensitive uses in close proximity;  especially with the current planning trend of densification.  About 80 attendees came to the meeting in downtown Toronto.

New Executive Director for the Association

After almost three years as our Executive Director, Jim Powell tendered his resignation for personal reasons, effective March 27, 2015.  His strong performance as the Executive Director was greatly appreciated and A&WMA looks forward to Jim’s continued contributions to the organization as we transition to the new Executive Director and beyond.
 
Stephanie Glyptis, previously the Deputy Executive Director of A&WMA, agreed to assume the Executive Director position on a full time basis effective March 28, 2015.  Ms. Glyptis has been an employee of the organization for over 15 years and has held numerous leadership roles both within the Association and with external organizations prior to joining A&WMA.  Her knowledge of the organization, relationships with members and external partners, and exceptional qualifications are the key reasons for her selection. 
 
In Stephanie's words, “It is an honor and privilege for me to work with the loyal members and staff of A&WMA in this new capacity.  While we have many challenges ahead of us, we also have the ability to build on the fine tradition of this historic organization.  I am dedicated to an exciting future for all of us.  Thank you for your support.”

Member News:

Ontario Section Secretary and National Board Director, Diane Freeman has secured the NDP nomination in the Federal riding of Waterloo.  The Federal election is expected to occur on October 19, 2015.

MOECC O.Reg. 419/05 Initiatives

In addition to the announcement of two new Technical Standards (one for Foundries and one for Metal Finishers), the MOECC Standards Development Branch has announced updates to Guideline A-10 the ESDM Procedure; Guideline A-11, the Air Dispersion Modelling Guideline for Ontario (ADMGO); Guideline A-12, the Guideline for implementation of Air Standards in Ontario; and the renamed Guide to Requesting Site-Specific Standards. Drafts of the proposed documents are available now.   In addition, it was announced the MOECC are updating several of the Technical Bulletins related to O. Reg. 419/05 and may update the Guide To Applying For Registration To The Technical Standards Registry – Air Pollution.


The A&WMA Ontario Section is in the process of scheduling breakfast sessions in September to discuss the proposed changes.  You can make comments directly to the MOECC, bring them up at the breakfast sessions and/or submit them to be incorporated into the proposed Air Practitioners comments by sending them to pcomplin@ortech.ca.

Amending the Transportation of Dangerous Goods Regulations (Lithium Metal Batteries, ERAPs and Updates to Schedules)

The Transportation and Dangerous Good Regulations are constantly being updated.  Generators and transporters of dangerous goods must always be up to date with the amendments.  On December 31, 2014 an amendment was published in the Canada Gazette Part II, Vol. 148, No. 27 as SOR/2014-306SOR/2014-306.  This amendment was made to align the TDGR with the UN Recommendations which will facilitate the transport of dangerous goods and will make the process of importing and exporting dangerous goods more efficient and less time consuming.

Some of the key changes in this amendment include the following:
  • UN number / shipping name must be presented first in a shipping document
  • Some UN numbers will be eliminated from Schedule 1 that were repealed in the UN Recommendations between 1999 and 2013.
  • New UN numbers will be added to update Schedule 1 with Chapter 3 of the 18th edition of the UN Recommendations.
    • Example UN3234 POLYCHLORINATED BIPHENYLS, SOLID
  • The addition of Emergency Response Assistance Plan (ERAP) requirements
  • New UN Numbers such as UN3494, PETROLEUM SOUR CRUDE OIL, FLAMMABLE, TOXIC and generic shipping names such as "organo metallic" compounds and "adsorbed gases";
  • Clarification of the difference between lithium "metal" and lithium "ion" batteries;
  • Relaxation for the transport of small quantities of dangerous goods under the Excepted Quantity Exemption
  • New classification criteria to facilitate the classification of aerosols;
  • Requirement for an Emergency Response Assistance Plan (ERAP) to transport petroleum products and ethanol.

Greenhouse Gases

On April 13th, 2015, the Ministry of the Environment and Climate Change announced that Ontario will adopt a cap-and-trade system to limit and control greenhouse gas emissions. Ontario will join the cap-and-trade market with Quebec and California as part of the Western Climate Initiative. Details of the plan have yet to be revealed. It is expected that Ontario’s system will closely mirror Quebec’s. 

One significant unknown is the percentage of emission allowances that companies will received free of charge compared to the percentage to be purchased. It is estimated that Ontario could generate significant revenue, as much as $2 billion a year, by requiring companies to purchase allowances. However, Ontario’s industries are advocating for free allowances or exemptions. Companies worry that the allowance costs will undermine their competitiveness. Ontario officials are currently consulting with industry representatives and other stakeholders.

Premier Kathleen Wynne has promised to provide details of the plan by fall 2015, just ahead of the United Nations Climate Change Conference in Paris. Despite the unknowns, polls suggest that about two-thirds of Ontarians support the cap-and-trade plan.

2015 Waste Conference

The Air & Waste Management Association Ontario Section and the Ontario Environmental Industry Association have partnered to host their 2015 Waste Conference on October 7, 2015.


The event is being held at the International Plaza Conference Centre, Mississauga. Municipal and Private Waste Engineers, Waste Management Professionals, Regulatory Professionals, Equipment Manufacturers and Consultants will hear about Waste Management and GHG Reduction at four (4) sessions about the Waste Industry in Ontario, Waste Diversion, Energy from Waste, and How to Measure and Make Money from Landfill Gas Programs. Exhibitors and sponsors are also invited to get involved, but spots are limited.

The preliminary program will be announced in July – stay tuned!
