Exceptions for education threaten local publishers and creators


The IPA has released its position paper on "Copyright Exceptions in Education" in advance of next week's WIPO Standing Commitee on Copyright and Related Rights.

The IPA believes that "the fundamental objective of a progressive copyright policy must be to support sustainable, high-quality educational content, which is sourced locally and which is adapted to fit a strong national or regional curriculum."

"Great education always requires local content. Educational exceptions that are too broad jeopardise this." 

"Where there is already a functioning commercial market for educational resources and where licensing solutions exist, educational exceptions are not only unneccessary, they can be seriously counter-productive by harming local publishers and creators."


"Copyright exceptions must be limited to specific institutions, quanities and purposes. Each country needs to formulate its own response accordingly, not follow a prescriptive, one-size-fits-all formula."
