Challenge to support ATRI

The Nebraska Trucking Association is challenging you, our members, to support the American Trucking Research Institute (ATRI) in a couple different ways.

First, Neb. Trucking is donating $1,000 to ATRI to support their goal of providing critical research for our industry, and we challenge you to match our donation or donate what you can. 

Second, we also encourage you to send your data in when they request it, so data it's putting out is as accurate as possible. 

We will have an "ATRI Donation" area on our conference registration and encourage you to consider giving to the research organization that conducts transportation research with an emphasis on the trucking industry's essential role in a safe, efficient, and viable transportation system.

New tank endorsement requirement takes effect today, July 8

FMCSA’s new definition for a tank vehicle, and requirements for which drivers need tank endorsements, goes into effect on July 8, 2015. Under the new rule, any vehicle transporting bulk tanks with 1,000 or more gallons of total capacity is designated as a tank vehicle. To determine whether or not a vehicle qualifies, carriers should add up the total capacity of all bulk tanks on the vehicle. Bulk tanks are defined as those holding more than 119 gallons. These include portable tanks, intermediate bulk containers, cylinders, and other portable tanks that traditionally did not require a tank endorsement. Empty tanks and those containing only residue can be ignored. If the total capacity is 1,000 gallons or more, the vehicle is a tank vehicle and can be operated only by a driver with a tank endorsement. Although some states started enforcing this new definition as early as July 2011, all States must adhere to the new definition on July 8. ATA petitioned FMCSA to adopt a definition that would not cover portable tanks and FMCSA has an open rulemaking considering ATA’s proposal. Unfortunately, FMCSA is not expected to finalize that rule before the tank definition takes effect on July 8.

When motor carriers, brokers, freight forwarders and other regulated entities need to ask a question about registration, licensing or insurance functions, or make changes to their FMCSA records, or are thinking of submitting other applications or documentation, they may submit their requests through this new web form. The web form is located on the FMCSA Registration and Licensing Customer Service Portal at https://ask.fmcsa.dot.gov
 
The landing page at this site has plain English answers to many of the most frequent questions. For carriers that want to submit questions, they can simply click on “Email” at the top of the page. In addition, when questions are submitted via the web form, the system suggests FAQs that may address the customer’s question right away. This includes FAQs describing what information needs to be supplied for name and address changes, reinstatements and other data entry requests to be processed.
 
The benefits of using the new web form to submit requests:
  • Generates a confirmation email back to the customer with an incident number. If the customer wants to check on the status of that incident later, they can call 800-832-5660 and request that information by supplying their incident number
  • Allows customers to upload and attach supporting documents directly through the web form
  • Enables customers to submit their requests with their full contact and company information (DOT, MC number, etc.) attached, which allows customer service staff to easily track and retrieve the request
  • Establishes an electronic (email) relationship with the motor carrier community thereby reducing telephone calls and improving call center efficiency and customer satisfaction

ATA invites fleets to participate in Safety Expenditure Study 

ATA invites all for-hire and private motor carriers to take part in the 2015 Safety Expenditure Study.  The purpose of this project is to quantify the industry’s annual investment in safety practices.  The results of the study will also be used to develop a safety cost benchmark toolkit for carriers to evaluate company expenditures with their peer groups.
 
The 2015 study is the first of its kind and addresses cost concerns such as driver drug testing, driver safety incentives, employee driver safety training, on-board safety technology, safety staff compensation & consultant fees.
 
They need your participation to ensure an accurate representation of today’s trucking industry!  In return for your participation in the study, you will receive:
  • A complimentary copy of the cost benchmark toolkit to be published later this year; and
  • An invitation to a participant-only, free of charge webinar to discuss the results of the study and answer your questions.

EPA issues final rule to phase-out use of certain refrigerants, coolants, and insulation foams

EPA has finalized a rule to phase-out the use of hydrofluorocarbons for air conditioning and refrigeration, including the use of certain foam insulates for refrigerated trailers. The rule, undertaken as part of the President’s Climate Action Plan, is directed at reducing greenhouse gas emissions and the use of other climate-forcing chemicals within the cooling sector. At the strong urging of ATA and other industry stakeholders, the agency afforded a 3-year time extension until January 2020 to phase-out a popularly-used polyurethane foam typically blown with HFC 245fa to insulate refrigerated trailers. In discussions with EPA, ATA argued that foam alternatives will not likely be widely available to the foaming industry as a whole by 2017 and that trailer manufacturers need sufficient time to conduct practical, real-world product evaluation of viable alternatives. Nebraska’s Surface Transportation Program announced for Fiscal Year 2016

Neb. Dept. of Roads’ (NDOR) released the fiscal year 2016 Surface Transportation Program. This publication details how the Dept. plans to use the taxpayer’s highway user dollars to provide the best state highway system possible for all Nebraskans and the traveling public.
 
The 2016 State Highway System Program is published at $505 million and is funded from state and federal highway user taxes and fees. The Local System Program for city streets and county roads totals $334 million and is funded with state, federal and local highway user revenues.
 
One hundred and ten projects will be let to contract on the State Highway System during fiscal year 2016 (July 1, 2015 through June 30, 2016). Projects throughout the state will range in size and scope from small intersection improvements involving lighting and traffic signals to pavement and bridge preservation projects to large resurfacing and reconstruction projects.
