Highlights from July 21, 2015 City Council Meeting
5. Presentations/Proclamations/Recognitions
a. Proclamation designating Farmer's Market Week August 2-8 No action required

b. Proclamation designating August 1st, as Petersburg Health Awareness Day No action required

c. Update City Council, the Metropolitan Planning Organization (MPO) and interested citizens on upcoming operation changes that are being recommended for Petersburg Area Transit Approved

6. Consent Agenda
a. Minutes of July 7, 2015 Approved


b. Request to hold a public hearing on the September 1st Council Meeting to permit the purchase of 357 Canal Street Approved to hold hearing on September 1, with change to 357 University Blvd
7. Public Hearing
a. A public hearing to receive citizen comment on an appeal of the Architectural Review Board's decision for 530 Grove Avenue Approved
The motion denied the appeal and (Upheld the ARB approval to issue a COA contingent upon the applicant providing the appropriate documentation showing compliance with the setbacks. In the meantime the stop work order remains in place. 
 
b. A public hearing on the proposed disposition of publicly-owned property addressed 245 East Bank Street Approved

c. A public hearing to consider an Ordinance to move the Sixth Ward Polling Place from Westview Early Childhood Education Center to A.P. Hill Elementary School Approved

d. A public hearing for the adoption of a Resolution Authorizing the Issuance and Sale of Tax and Revenue Anticipation Note in the Maximum Principal Amount of $4,500,000 Approved
8. Public Information Period
a. Traffic light at Rives Road and Crater Road needs to be followed up on.
The City’s consultant synchronized (retimed) the traffic signal on S. Crater Road last fall to optimize traffic flow. Staff has reviewed the traffic light and in addition asked the traffic engineer consultant to monitor the intersection and adjust timing based on field observation.
b. Please advise on how often City properties are maintained with grass cutting.
Staff is responsible for maintaining 189 acres at Blandford Cemetery, 8.173 acres at People’s Cemetery, and over 300 city owned parcels totaling over 3,000 acres. In addition, they respond to sight distance problems, tree maintenance, parks and playgrounds, leaf collection and sweeping activities. Grass cutting and grounds maintenance are performed daily citywide.

c. Please advise on the maintenance and infrastructure of 460 East. 
Route 460 is a $3.2M pavement project.  The contractor will complete the first phase of the pavement project by the end of August that includes removing the old asphalt and placing the first layer of asphalt. Phase II will be completed by spring 2016 with the final surface of asphalt and new pavement markings.


d. Please advise on the water bill at 402 High Street.
In reviewing the usage and the dollar amount it has gone down compared to the bi-monthly bill. This customer is a great example of the bills being lower than their bi-monthly bill. The meter readings are correct. On June 18, 2015 the meters were check for leak and no leaks found were found.  We have met with the Utility Customer and explained their utility bill.  Should any Utility Customer have any billing concerns or questions please call 804-733-2349 from 8:30a-4:30p.
e. Questions on the sale of 245 East Bank Street:
Will the Police Detective Unit be moving? Yes, they will be moving.
Will the property be sold at market value? The property has an assessed value which is provided by the City Assessor.  It has also been appraised through the City’s Real Estate Services Contractor. As with all property, the sale will be negotiated.  The intent is to sell the property at or above the appraised market value, which would be an amount that is most advantageous to the City of Petersburg.
9. Business or reports for/from the Mayor or other members of City Council

a. To allocate funds to hire a Program Coordinator for the Healthy Living and Learning Center located in the Petersburg Public Library Approved

b. To appropriate grant funds awarded to the City of Petersburg for the Chesapeake Bay Regulatory and Accountability Program (CBRAP) Historical Data Cleanup Approved

c. To amend the Community Development Block Grant (CDBG) Annual Plan to reallocate CDBG funds in the amount of $11,300 from the 2014-2015 Center Hill Mansion project and allocate it to 2015-2016 Siege Museum Approved

d. To amend the Special Fund by $15,000.00 to record activities related to Public-Private Education Facilities Infrastructure Act (PPEA) 
Approved

e. To reappropriate the 2014 FEMA Assistance to Firefighters Grant (AFG) funds received by the Department of Fire, Rescue and Emergency Services Approved
Councilwoman Wilson-Smith: 
Community Meetings will be continuing through August in Ward 1. Apartments will be the location for July and each apartment will have two community meetings. 
On August 13th, there will be a meeting held with the Ward 1 churches and ministers.


Councilman Hart:
Trees need to be trimmed on Banister Road and paved as well.
Tree branches on Banister Road will be trimmed in August. Staff will monitor pot holes but is not on the City’s pavement schedule. 

Squirrel Level Road (85 Interchange, right at the bridge) needs to be paved. 
Squirrel Level Road is tentatively scheduled to be paved spring 2016.

Seaborne Street pot holes are still an issue from the winter and needs to be paved.
Staff has fixed potholes. 

Councilman Hill:
Traffic light at Rives Road and Crater Road needs to be followed up on.
Staff is working with the City’s traffic engineer consultant to monitor and adjust the traffic signal.

Town hall meeting in October, more information to come.

Councilman Coleman:
Ward 6 meeting - August 31, AP Hill Elementary School, more information to come.

Vice Mayor Parham:
During the Council Advance in August, Council will be research the disproportionate LITEC development in Petersburg and work to have that all future development will have to come before City Council before moving forward with construction.

Mayor Myers:
Back to School and Healthy Petersburg event - August 1, 2015 at the Petersburg Sports Complex from 10 a.m. to 1 p.m.
