The July edition of PSNC’s Community Pharmacy News features Pharmacy's IT future including summary care records, webinars EPS and more! In addition there is an update on the NMS - well worth a look!
EPS Business Change workshops
Before GP practices go live with Electronic Prescription Service Release 2 (EPS R2), local pharmacy teams can attend a Business Change session along with the GP practice so that all involved can get to grips with EPS before the practice ‘goes live’ with the system.
PSNC, in collaboration with HSCIC, has published a factsheet on EPS R2 Business Change workshops which pharmacy teams may find useful. The factsheet is available from: dld.bz/dJtcT
 
EPS CD scripts
Although legislation came into force from 1st July 2015 allowing Schedule 2 and 3 Controlled Drugs to be prescribed and dispensed using the Electronic Prescription Service release 2 messages, the date at which pharmacy teams will start to receive such prescriptions has yet to be confirmed.
Suppliers have been asked by the Health and Social Care Information Centre to consider when they will be able to implement the changes and until all suppliers provide this feedback, a decision can’t be made regarding implementation timescales.

Dorset LPC's role is to represent and support all community pharmacy contractors in Dorset.  Since 2005, funding in the pharmacy contract has been moving from “supply” towards structured patient support. We are sure that many members would like a better understanding of what the LPC will need to do to support contractors going forward.  To facilitate this, Dorset LPC members are planning to visit a selection of contractors in September and discuss the services you are delivering and advise about support the LPC can provide. This is an informal visit that we anticipate will last 20 – 30 minutes, allowing for the pharmacy business to continue as normal.

CPPE, working with NHS England and Health Education England will provide training for clinical pharmacists based in general practice following the announcement of a new £15m scheme by NHS England. General practice – the fundamentals of working with GPs is structured over 13 weeks and includes an introduction to general practice and the wider NHS context.

  Prescriptions for monitored dosage systems (MDS)

7 day prescriptions are required for patients where there is a clinical need and in these cases a weekly MDS should be supplied. For most patients however, such as where a carer supervises taking the medicine, a month's supply covered by a 28 day prescription is applicable. GPs can rightly refuse to provide 7 day prescriptions where there is no clinical reason for the patient not to receive a 28 day supply. Where a pharmacy considers 7 day prescribing to be appropriate they should provide supporting evidence e.g. erratic use of MDS devices supplied monthly, for the GP to consider.

Healthwatch Dorset has published its Annual Report 2014-2015.
Healthwatch Dorset won the 'Making a Difference through Volunteering' Award at the recent National Healthwatch Network Awards of Achievement, as well as being Highly Commended and shortlisted in two other categories as well.
Joyce Guest, Chair of Healthwatch Dorset, said: ‘In the last year, we’ve listened to the views of more than 5,000 people about their health and care services. Our Annual Review is a snapshot of the work and achievements of our hardworking and dedicated team of staff and volunteers. We are looking forward to achieving even more in the year ahead.’
Provision of Community Health Services – DPS Electronic Procurement Process is now LIVE
Dorset County Council have given notice that the electronic procurement process in Dorset is now live and any pharmacy wishing to deliver services must apply online to become an approved provider. Only those who have completed this process will be able to bid to provide services. The first Lots (services) will be opening after 1st September and if you wish to be included you MUST register as soon as possible. The Dorset LPC website has full details on how to do this.
  PSNC has reached agreement with the NHS on a community pharmacy funding settlement worth £2.8 billion for the 2015/16 financial year.
The agreement sees the introduction of a new Advanced Service - a flu vaccination service - along with some changes to the Community Pharmacy Contractual Framework (CPCF).
Detailed information, including a series of PSNC Briefings which have been written to help contractors to understand the agreement, new service and changes to the CPCF, are available on the PSNC website.
Training providers for the 2015-2016 Seasonal Influenza Service

Provision of Influenza Immunisation in Community Pharmacies for eligible Local Authority Staff and Contractors in Dorset.
Public Health Dorset are offering pharmacies the opportunity to sign up to provide influenza immunisation for eligible Local Authority Staff and Contractors for the period 1st September 2015 to 29th February 2016.  The Service Level Agreement, participation agreement document and covering letter from Public Health Dorset are on the Dorset LPC website.    If you wish to provide this service, complete and return the agreement for the attention of Barbara O’Reilly, Public Health Dorset Team, Princes House, Princes Street, Dorchester, DT1 1TP or via email b.oreilly@dorsetcc.gov.uk by Friday 14th August 2015.  The PGD is currently being revised and will be circulated by Public Health Dorset as soon as possible, however, if you are signed up to a private PGD then is this satisfactory to provide this service.
 Smartcards:-
Smartcard access cannot be granted unless a Care Identity Service (CIS) Form  has been completed and sponsored and submitted to smartcard.support@dorsetccg.nhs.uk.   It is essential to have sufficient sponsors within your organisation to ensure access can be granted at short notice if necessary.  The smartcard intranet site http://intranet.dorsetccg.nhs.uk/support/it-support/smartcards.htm has up to date instructions on how to do smartcard processes, including the process to become a Sponsor under the “Community Pharmacist Assistance” Section.  Contact Natalie Lahoud, Smartcard Support, Email: smartcard.support@dorsetccg.nhs.uk

Summary Care Record access is to be rolled out to community pharmacies across England following a proof of concept trial of community pharmacy access.
NHS England has commissioned the Health and Social Care Information Centre (HSCIC) to support all community pharmacies in England to implement access to the SCR.
More than 96% of the population have an SCR and it is already being used in  A&E departments, hospital pharmacies, NHS 111, GP out of hours services and walk in centres.

Direction of prescriptions
Is there anything that can be done if a large number of patients have stopped coming to your pharmacy, possibly as a consequence of a mailshot by other pharmacies?  PSNC have advice and FAQs on their website. They also have a template letter to send to patients who have stopped visiting a pharmacy, which can be modified locally.
 
 To avoid or remedy problems in your practice:
  • Be proactive and inform patients about local services, explain EPS, obtain consent and set nomination and help them undo mistakes! If they have stopped using the pharmacy find out why, is it poor service or a mistake?
  • Help patients to understand when they may have unwittingly signed for a distance selling pharmacy to supply their prescriptions.
  • Contact PSNC. It is using software to analyse scripts which should help identify how many items from each practice are going elsewhere.
  • Provide information about where patients are being misled, EPS or paper FP10s, to the PSNC.

Community Pharmacy Boxing Day Opening: 26 December 2015
 
NHS England considers community pharmacy to be an important part of its system resilience and have been promoting it to the public as a first stop for self-care and professional advice to people who are “feeling under the weather”. In order to support this they will be expecting all primary care contractors whose contracted hours include Saturdays, to open as usual on 26 December 2015 as it is not a bank holiday. Local arrangements will be put in place to ensure adequate pharmaceutical services are available on the Boxing Day Bank Holiday on 28th December 2015.
 
Therefore, for Saturday 26 December, changes to opening hours are as per the normal requirements:
  1. At least 90 days’ notice to change supplementary hours
  2. Application to change core hours – but please note that any such application needs to explain why the pharmaceutical needs of the population are different on that day. With the above statement in mind, it is very unlikely that any applications to change core hours will be approved.
