NQF Endorses 2 Quality Measures Jointly Developed by NASL & AHCA
NASL is proud to report that the National Quality Foundation (NQF) just endorsed the two quality measures jointly developed by NASL and the American Health Care Association (AHCA). These measures are the only publicly available, standard measures to assess improvement in self-care and mobility outcomes for patients receiving therapy services in a skilled nursing facility. CMS Releases FY16 SNF PPS Final Rule
Late on July 30, CMS released its final rule for the SNF Prospective Payment System for FY2016. NASL is reviewing the rule and will provide analysis in the near future. Read CMS' Fact Sheet. Read the final rule.

Medicare & Medicaid Turn 50
This week marks the 50th anniversary of the Medicare and Medicaid programs. NASL Executive Vice President Cynthia Morton attended the special celebration with Secretary of Health & Human Services Sylvia Burwell (photo at right) and CMS Acting Director Andy Slavitt. The event featured a panel of distinguished speakers discussing the past and future of these programs.

Senate Hearing on Interoperability & More
On July 23, 2015, the US Senate Health, Education, Labor & Pensions (HELP) Committee held a hearing on information blocking in health IT. Issues covered during the hearing are at the heart of the interoperability provision included in the 21st Century Cures Act (H.R. 6), which was passed by the US House of Representatives on July 10, 2015, NASL has updated its summary of this key provision in the House-passed bill. We will raise these issues with staff involved in developing a Senate bill over the summer. Read more.

Senate Bill Requires Patients Under Observation Be Notified
On July 27, 2015, the U.S. Senate passed the Notice of Observation Treatment & Implication for Care Eligibility Act (S. 1349), which is commonly referred to as the NOTICE Act. The legislation would require a hospital (or critical access hospital) to notify Medicare beneficiaries when they are placed under observation rather than admitted to the hospital. Read more.
