      FY 2016 Recertification 

 
The annual CDPHE-CACFP recertification process for Fiscal Year 2016 (October 1, 2015 through September 30, 2016)  began August 3, 2015.  

Thank you to all CACFP participants who have completed their 2015-2016 application packets. 

If your 2015-2016 application status does not show as APPROVED (see example below), please contact the CACFP office for instructions and assistance in completing the FY 2016 application packet to avoid an interruption in claims.

 
The last claim date for October 2015 is December 30, 2015.
                 
If you need assistance with your recertification application, please contact the CACFP office at 303-692-2330. 

If your institution does not plan to continue CACFP participation, please notify the CACFP office by phone or email and indicate the last day the institution will submit a claim for reimbursement. 

USDA Foods (Commodities) Survey


Next month, all participating CDPHE-CACFP institutions will receive a survey from the CDPHE-CACFP office that determines if the institution would like to receive USDA Foods (commodities) or cash-in-lieu of USDA Foods (extra cash in addition to the regular reimbursement for lunches and suppers) for the next fiscal year (October 1, 2016 – September 30, 2017). 

The survey will be sent by email and will include a USDA Foods Program Determination form.  The form will only need to be completed and returned if you are making changes to the current selection in place for your institution.

CACFP Fiscal Update

 
Increase for Micro-Purchase Purchasing Method Threshold
 
Effective October 1, 2015, purchases of supplies and services that fall below $3,500 may be completed using micro-purchase purchasing methods (2 CFR 200.67). This threshold was raised from $3,000 to $3,500.

Micro-purchase methods allow institutions to buy supplies or services, in aggregate, that do not exceed the $3,500 without obtaining documented price quotes or bids. To the extent practicable, these purchases must be distributed equitably among qualified suppliers of the supplies and/or service.

Farm to Preschool
Coming Soon to Colorado CACFP


The United States Department of Agriculture has identified Farm to Preschool as a priority initiative in the Child and Adult Care Food Program.
 
The Farm to Preschool movement is growing throughout the country and recently in southwest Colorado.  Since Farm to Preschool is fairly new to Colorado, the Healthy Community Food Systems group from southwest Colorado developed a report that explains what Farm to Preschool is, why it is so important, and what they have learned.  To read the report and learn more, visit their website at

In recent months, the CDPHE-CACFP released two USDA policy memoranda related to purchasing local foods for use in the CACFP. The CDPHE-CACFP staff appreciates all CACFP participants who took the time to complete the Farm to Preschool survey in November. The CDPHE-CACFP will soon seek funding to support Farm to Preschool efforts in Colorado CACFP.

In each newsletter, the Colorado CACFP will recognize a child or adult day care center that exemplifies the goals of the CACFP by improving the health and well-being of children and adults in care.

Augustana Early Learning Center has been a model of excellence in early childhood education since 1971. The center is accredited by the National Association of Education for Young Children and is a member of the Denver Preschool Program.  Committed to providing assistance to economically challenged community members, Augustana strives to provide exceptional care and nurture the development of each child.  Emphasis is placed on relationship-based care between the teacher, child and parent.  Creative play and age-appropriate learning opportunities in an enriched environment provide the conduit for learning and growth.  

Augustana Early Learning Center appreciates the support it receives from the CACFP.   “One of the reasons we are able to offer superb meal choices and focus on the healthy meals initiative is the reimbursement funds from the CACFP,” states Christie Baroody, Executive Director at Augustana. “Our partnership ensures that we are able to offer the highest quality and most nutritious meals, serving primarily fresh fruits, veggies, dairy, whole grains and lean proteins.”

The CDPHE-CACFP is pleased to welcome the newest addition to the CACFP team - Jessica Jones. 

Jessica, a registered dietetic technician, is the Child and Adult Care Food Program’s new Nutrition Specialist.  Jessica graduated from Penn State University with a B.S. in Nutritional Science and received a Registered Dietetic Technician (DTR) credential shortly after.  Jessica has prior CACFP experience working with Head Start in Fairfax, Virginia and later as the Food and Nutrition Services supervisor for the U.S. Army – Child Youth and School Services in Fort Rucker, Alabama.   In her free time, Jessica likes to camp, hike and explore the outdoors with her husband and two dogs, Nittany and Reese.  Jessica says, “I am a huge foodie and love everything about outdoor adventure, so please share your favorite Colorado restaurant or hiking destination with me if you get the chance.  I look forward to meeting you all."

Annual Civil Rights Compliance Information


In accordance with the USDA-FNS Civil Rights Instruction 113-1, the CDPHE-CACFP is responsible for training institutions that hold an agreement with the CDPHE-CACFP. Likewise, institutions are required to provide annual Civil Rights training to affiliated and unaffiliated sites and their staff with CACFP responsibilities who interact with CACFP applicants and participants.

Annual Civil Rights training offered must include, but is not limited to:
  • Annual collection and use of civil rights data (reported race and ethnicity);
  • The institution’s method of informing participants of CACFP availability, nondiscrimination statement, rights and responsibilities and the procedures for filling a discrimination complaint;
  • The prominent display of the And Justice for All poster;
  • Procedures to submit a discrimination complaint;
  • Compliance with Civil Rights requirements;
  • Resolution of noncompliance with Civil Rights;
  • Required reasonable accommodation of persons with disabilities;
  • The institution’s methods of providing language assistance when needed by applicants or participants to access the benefits of the program;
  • Conflict resolution; and
  • Customer service.
The CDPHE-CACFP developed training resources which institutions may use to conduct the annual required Civil Rights staff training. The Civil Rights materials and training resources are available at the CDPHE-CACFP website at https://www.colorado.gov/cdphe/cacfp-materials-and-forms.

Latest policies on Civil Rights
The CDPHE-CACFP released Procedure Memo #15-10 regarding the prohibition of separation by gender during the Child Nutrition Programs meal and snack service and Procedure Memo Centers #16-04, ADC #16-03 and FDCH #16-04 regarding the new nondiscrimination statement.  To find more details on these policies, please visit the CACFP website at https://www.colorado.gov/cdphe/cacfp-manuals-and-policies.

The USDA is printing new And Justice for All posters which contain the new nondiscrimination statement and procedures for filing a discrimination complaint.  Once received from the USDA, the revised posters will be available for request from the CACFP office and on the CACFP website.
                      

Recipe Corner

Black Bean Dip with Baby Carrots Recipe
Easy and Healthy Snack 
 
Black Bean Salsa Dip
Adapted by Brittney Rodgers, MS, RD, CLC
Ingredients 25 servings         50 servings
     
Black Beans, canned, low sodium                  
and rinsed  
4 1/4 cups         8 1/2 cups
Salsa, mild, low sodium 2 cups                          4 cups
Lime Juice 1/2 cup         1 cup
     

Directions
Combine black beans, salsa and lime juice in a food processor or blender.  
Process until smooth. 
Season with salt and pepper.

Serving size:  1/4 Cup

Beans are more than just a meat alternative.  They are high in fiber, keep kids fuller longer, add flavor to any recipe and are loaded with protein.  Drain and rinse the canned beans to reduce the sodium content by almost 40%.

Each serving meets the meat/meat alternative requirement at snack for 3-5 year old children. 

Miss Brittney's serving suggestion:
Dip carrots or celery sticks in the salsa.  Yummy!
