The EPA Clean Power Plan Was Finalized on August 3, 2015. Kansas Governor Brownback criticizes the plan.  

The Clean Power Plan is designed to reduce carbon dioxide emissions from power plants – the largest source of those emissions - by 30% compared to 2005 levels by the year 2030. The plan cuts harmful carbon pollutants that fuel climate change, harm our environment and jeopardize our health. President Obama also says the Clean Power Plan "will strengthen and grow our clean energy economy." See Final Rule.

Kansas Governor Brownback has a different perspective. "The EPA failed to adequately consider the negative impact this overreaching regulation has on Kansas rate payers, resulting in higher electricity rates and greater uncertainty in grid reliability. The final rule released is twice as bad for Kansas as the proposed rule release last summer and requires us to review not only the rule itself but reconsider the state's overall approach to the Clean Power Plan."

Customers of Westar may see additional rate hikes in October if approved by the Kansas City Commission. 

Public Hearings took place in Topeka and Wichita during the final weeks of July to air comments and concerns about Westar's current rate hike request. Some customers gathered to listen and some gathered to protest Westar Energy's proposed $152 million rate hike. If the request is approved, about $93 million would be raised from residential customers, amounting to a 12.1% rate increase, or about $9 per month for the average residential customer. The change also would include raising the customer charge for residential accounts by $3 for each of the next 5 years, for a total increase of $27 per month by October 2019.

The above proposed plan has three different rate designs. The Standard Plan hikes the fixed monthly service charge, the Sustainable Plan, calls for a $50 fixed monthly fee with a lower charge for usage, and the Demand Plan in which customers are charged based on the peak moment of energy usage in the month.

New solar customers would have to choose from the Sustainable Plan or the Demand Plan - both of which
result in increased charges and restrict homeowner's ability to lower energy bills through efficiency or renewable energy. Westar says the move to emphasize access fees over per-kilowatt hour usage fees is necessary to account for infrastructure and personnel investments that benefit everyone connected to Westar's grid, including those that have Solar Panels. Those homeowners that already have Solar by October 2015 would not be forced to pay the higher rates. 

The request for a customer rate increase would pay for environmental upgrades to the La Cygne coal-fired plant to meet federal emission standards**, repairs to the Wolfcreek nuclear power plant and efforts to reduce storm-related outages.

** Utility companies in Kansas will need to continue to make improvements to power plants in order to meet the Clean Power Plan requirements. One can only speculate that rates will go higher.

This grant funded project through Westar allows Pittsburg State University to generate solar energy and educate the community about the prevalence, availability of alternate energy sources. Two solar arrays included in the project are a 28 panel system on the roof of the Robert W. Plaster Center and a 12 panel ground mount system. See Drone Video.

An information Kiosk built in the lobby of the Plaster Center, much like the kiosk at the Prairie Park Nature Center, will allow students and visitors to see the amount of energy the panels are saving.
