1)  Letter to the EPA Victoria Independent Inquiry 

Community participants of the July 2015 BCRG meeting discussed the Independent Inquiry into EPA Victoria and requested that Jen Lilburn (Convenor) write to the inquiry on their behalf. The opinions expressed in the document are views commonly expressed by a variety of BCRG members (particularly residents), but are not necessarily the views of all who attend.

Key points address the need to:
  • Remove the onus on residents and provide more resources for compliance
  • Improve feedback to the community
  • Ensure that legislation and/or current process do not limit what is possible

2)  Amendment C177 planning controls_Brimbank CC update

The following has been provided by Susan Fitton, Strategic Sites Officer, Brimbank CC

Following enquiries from the community below is an update that hopefully clarifies the changes proposed to the Brooklyn Evolution and the proposed planning controls (Amendment C177).
As part of proposed Amendment C177 to the Brimbank Planning Scheme it was proposed to make two wording changes to the Brooklyn Evolution as follows (see text in bold and red):
 
  • Page 29: Precinct 4: Core Area: Role and function of precinct: “Precinct 4 will continue to phase out heavy industrial uses such as materials recycling and waste transfer that cannot achieve best practice”.
The above change is deleting the reference to an example of a heavy industry as Brooklyn has more than one type of heavy industry.  The intent remains the same and its clearer that best practice is a key expectation for all heavy industries.  
 
The second change to the document is at:
  • Page 47: Image and Identity: Landscape Design: Guidelines: No. 8: “Landscaping areas shall have a minimum width of 3 5m along street frontages and 2m in width for side streets”.
The above change is to a guideline to encourage more landscaping along the frontages of sites.
 
Apart from the above, no other changes are being proposed to the Brooklyn Evolution strategy.
 
Amendment C177, also proposed changes to the Municipal Strategic Statement, a new Design and Development Overlay and rezoning of land along Geelong Road. During the exhibition period submissions were received and considered.  As a result a few changes to the wording of the controls has been recommended.  The changes were reported to Council on the 28 July 2015, click link:  Brimbank City Council - 2015 Council Meeting Agendas and Minutes and open Report 2 of 28 July 2015 meeting. An independent planning panel will consider the matters raised by the submitters that were not able to be resolved at a hearing on the week commencing 5 October 2015.

5) Rolling Action list
The updated BCRG rolling list of actions that have been identified during the community forums is now available on the Brooklynip website. Click here.
6) BCRG Advertising and ongoing publicity and posters
We have produced a promotional poster for BCRG and put a few up in community centres in Yarraville and south of the freeway but it would be great to get them posted in more places. If you would like to put a poster up the document is available on the Brooklynip website.
  • Other ways you can help is to use this text and the links to the website and Facebook in your promotional material/social media.
