COMMERCIAL LIGHTING DISCOUNT FACTOR TO TAKE EFFECT FROM 1/1/2018
Victorian Energy Upgrades (VEET) have issued a declaration of the intention to apply a discount factor to Commercial Lighting Building Based MH, MV &HPS Highbays & T8 Linear Flouresents from 1/1/2018. 

While this is in the consultation period, it appears more than likely to be implemented.

What?
The same highbay and/or tube job will get 20-30% less VEECs in 2018 than if it’s installed this year.

Why?
The stated reason for the discount is that LEDs have now become cheap enough that some replacement work may occur without the incentive, and as such the incentive need not be as great as previously.

What now?
1, There is now an opportunity to act now, or lose out on a potentially greater rebate.
2, The uncertainty around how this change will affect supply of certificates has increased the price by 72% since May.
This means that any jobs you have out there waiting for the go ahead should be recontacted, and informed that if the install is this year then they will get more VEECs than if they delay until next year. They may also benefit from the higher VEET price.

What then?
From 1 January 2018 there will a phased roll out of the discount factor, as per the table below.

* Where the Annual Operating Hours under Equation 3 of Schedule 34 Part B of the Regulations is determined by reference to subclauses (c) or (d) of the term as defined for Equation 3 of Schedule 34 Part B of the Regulations.

 
 NB: Secondary to this change, the ESC has asked for feedback on the possible introduction of a mandatory ‘customer contribution’ on VEET jobs. If introduced this will mean that there will no longer be ‘Free’ offerings under the scheme. More to follow.
