Price Index News - October 2017 out now

The October issue of Price Index News is out now. Read our quarterly newsletter for information about new developments and creative ways of exploring price indexes.

Our atmosphere and climate 2017

On 19 October, Stats NZ and the Ministry for the Environment (MfE) will publish Our atmosphere and climate 2017. This is the latest in the Environmental Reporting Series delivered by Stats NZ and MfE.
 
This report is the first in the series to focus specifically on atmosphere and climate, with the aim of tracking change over time.
 
The report covers:

  • New Zealand’s emissions profile and changes in greenhouse gas sources over time
  • changes to the marine environment from greenhouse gas emissions
  • the state of our ozone layer and how it relates to UV levels
  • trends in New Zealand’s climate and the future social and economic effects these may have
  • climate change projections for New Zealand.

Alongside the report will be a poster, raw data accessible from MfE’s data service, and indicator pages with dynamic maps and graphs on Stats NZ’s website.

Experimental population and income estimates


Watch out for new experimental population and income estimates on Stats NZ’s Innovation site. Both series have been derived from linked administrative data in the Integrated Data Infrastructure (IDI).
 
Experimental population estimates from linked administrative data updates a series of experimental population estimates (referred to as the IDI-ERP) released in 2016. Estimates for subnational areas have also been included for the first time.
 
These population estimates serve as the basis to describe other characteristics of the population. Experimental estimates of income from linked administrative data provides income estimates for those individuals identified as being in the IDI-ERP. The income information can be broken down by age, sex, territorial authority, and income source.
 
We will release another experimental series including population estimates by ethnic group later in 2017.
 
These experimental estimates are NOT official statistics. Each series is accompanied by technical reports, detailing the method and results. We encourage you to send your feedback on both initiatives through the Innovation site.

Stats NZ updates iwi statistical standard

Stats NZ, together with an advisory group of Māori and government agency members, has released a new iwi statistical standard. This marks a key milestone in the review of the iwi standard.
 
The standard provides guidelines on how to collect, organise, and describe iwi information. It is used to produce iwi statistics, which helps iwi, government, and other organisations in planning and decision-making.
 
The standard was updated after a carefully considered process that included two stages of public consultation. Key changes include new conditions for including iwi in the classification (list), an updated purpose, and new approaches for reporting iwi information. The standard also includes an updated and more inclusive iwi and iwi-related groups classification (list). This classification will be used in the 2018 Census and by other government agencies collecting iwi information.

Tourism Satellite Account: 2017 postponed to December 2017

We will release Tourism Satellite Account: 2017 on 13 December 2017, rather than 25 October 2017 as previously planned.
 
This change will enable Stats NZ to provide much more up-to-date and detailed information as part of the report. This information includes two full years' worth of additional industry insights in the detailed tables section, as well as the introduction of cruise expenditure estimates by regional port covering the past three seasons.

Building consents seasonal adjustment and trend changes

We are improving the way we calculate the seasonally adjusted and trend series for building consents issued. We’ll introduce these changes in Building consents issued: September 2017 (published on 31 October 2017).
 
All seasonally adjusted series will now include an adjustment for the timing of Easter. This will account for when Easter moves between March and April. This change will affect the entire time series. The following graph shows the expected effect, but please note that seasonally adjusted series are revised every month.



We are also updating the way we treat outliers in the trend for the value of non-residential building consents. Currently, we exclude consents with a value of $50 million or more from the calculation of the trend. We’ll increase this threshold to $100 million, backdated to 2006. Currently, these outliers are only excluded from the monthly trend. For consistency, we will now also exclude these outliers from the quarterly trend.
