Colorado Hurricane Relief Matching Fund
The best way for Coloradoans to assist those impacted is to make a financial contribution to agencies already engaged in the disaster response. A number of Colorado organizations are assisting in the hurricane response and recovery efforts. At the national level, many voluntary-, faith-, and community-based organizations are trusted ways to donate to disaster survivors.
Local Foundation Offers $3 Million Match of Colorado Hurricane Recovery Fund Donations
One local option to make your donations go farther is to donate via Colorado’s Hurricane Recovery Fund. This fund, established by the Community Foundation of Northern Colorado, will help nonprofit organizations address intermediate and long-term hurricane recovery needs across U.S. states and territories. On Thursday, Sept. 28, the Bohemian Foundation announced that it will match dollar-for-dollar up to $3 million gifts made by Colorado individuals, businesses and foundations to Colorado’s Hurricane Recovery Fund.
Donations made to the fund by midnight on Nov. 1, 2017 are eligible for the match. The Community Foundation will not charge an administrative fee to this fund. To donate online, visit the Community Foundation’s website at NoCoFoundation.org/hurricane. Checks may be made payable to the Community Foundation of Northern Colorado, memo Hurricane Recovery, and sent to 4745 Wheaton Dr., Fort Collins, CO 80525. Donors also can text COLOGIVES to 41444, a text-to-give option provided by United Way of Larimer County for this fund.
Following Hurricane Harvey, Bohemian Foundation established a $2 million matching grant that challenged northern Colorado residents to donate to the Community Foundation’s Hurricane Harvey Recovery Fund. With the growing impact of the 2017 hurricane season, Bohemian Foundation has expanded the match from $2 million to $3 million and has opened the campaign to all Colorado residents and organizations, including foundations.
FEMA Fiscal Year 2018 Consumer Price Index Adjustments
FEMA is adjusting the following based on the Fiscal Year (FY) 2018 Consumer Price Index (CPI): statewide per capita indicator, the countywide per capita indicator, the maximum amount for small project grants, the minimum amount for project worksheets, and the maximum amount of assistance under the Individuals and Households Program. These adjustments will impact all disasters declared on or after October 1, 2017.
- Statewide Per Capita Impact Indicator: used to evaluate impact of disaster at state level -- $1.46
- Countywide Per Capita Indicator: Used to evaluate impact of disaster at county level -- $3.68
- Maximum amount for small project grants: Maximum grant made under Public Assistance Simplified Procedures -- $125,500
- Minimum amount for Project Worksheets: Minimum amount that will be approved for any Project Worksheet under the Public Assistance Program -- $3,140
- Maximum amount of assistance under the Individuals and Households Program: Maximum amount of financial assistance provided to an individual or household under the Individuals and Households Program -- $34,000

National Flood Insurance Program Rate Changes Effective April 2018
The National Flood Insurance Program (NFIP) provides the opportunity for homeowners, renters, and businesses to purchase flood insurance for financial protection against flooding. FEMA continues to take important steps to comply with flood insurance reform legislation outlined in the Biggert-Waters Flood Insurance Reform Act of 2012 (BW-12) (P.L. 112-141) and the Homeowner Flood Insurance Affordability Act of 2014 (HFIAA) (P.L. 113-89).
One way to comply is by implementing the incremental rate increases needed to bring rates to full risk. Presently, nearly 80 percent of NFIP policyholders are minimally impacted by either law because they already paid a full-risk rate prior to the passage of BW-12 or HFIAA.
The NFIP is working with the Write Your Own (WYO) insurance companies to inform insurance agents and other stakeholders on the changes that will take effect next year on April 1, 2018. A couple of key changes being made to the program include updated Insurance Policy Premium Increases conforming to the premium rate caps established by BW-12 (Section 100205) and HFIAA (Section 5).
Premiums will increase from an average of 8 percent beginning April 1, 2018. These amounts do not include the HFIAA surcharge or the Federal Policy Fee. DHSEM Volunteer of the Year Awards Nomination Period Open
It is time again to start the selection process for regional DHSEM Volunteer of the Year Awards. Volunteers are the backbone of Community Preparedness programs. They are invaluable to us during disaster response & recovery efforts as well. This year, we again have had numerous disasters and we have heard so many great examples of how our volunteers played an invaluable role in preparedness, response & recovery. These awards are a great way to show our appreciation to these outstanding individuals.
The process will be the same as last year.
- We are looking for one awardee from each of the nine all hazard regions.
- The selection is best made through your regional citizen corps council/committee and/or regional Board of Directors. Each region is organized differently so it is up to the region to decide which committee would be the best fit to make the awardee selection.
- A short narrative is required, explaining why the nominees should receive the award. The regional selection committee should review the narratives and vote to select one volunteer to receive the award.
- Regional Homeland Security Coordinators will e-mail me the selection and include: contact information for this individual (Name, e-mail, phone number), and a copy of the narrative to fran.santagata@state.co.us.
- The awards will be presented at the Emergency Management conference, dates and times TBD. We have not finalized the schedule yet so I will keep you posted as to which day the awards will occur. We will extend an invitation for lunch to each of the awardees. This communication will also go through the Region.
Regional Coordinators have been asked to provide me with their selection by February 12, 2018, so that I will have enough time to have the plaques made.
