This is the monthly Internal Newsletter for Earlall Members. It is released at the middle of each month to inform members on major activities and projects other members are undertaking and initiatives and developments of fields of interest. EDITORIAL

Dear Colleagues,

I would like to thank you for your active participation at the GA and Seminar held at the Committee of the Regions last 11th of March. Our discussion was really fruitful and busy and intense time is approaching.

May I remind you that at the GA we approved – among others –the new statute and the work plan for 2011. Both documents have already been uploaded on the website which I recommend you to visit. Furthermore the day before the GA, 2 working groups were held: one was focused on trans-nationality in ESF and the attending colleagues discussed the relative document – which is open for amendments till the 11th of April; the other workshop was dedicated to training measures in crisis time. This group suggested also having the next Earlall seminar on this subject and the proposal was warmly welcomed by the Assembly.
I would finally like to tell all Regions that couldn’t attend the 2 days in Brussels, that next General Assembly will be held in Florence on the 30th of September.

Further information regarding the above and further activities will be given in due course; in the meantime I would kindly ask you to refer to Ms Buiarelli for any other concern.

Public Consultation on Europe 2020 Project Bond Initiative
The purpose of the consultation is to obtain market participants' and decision makers' feedback on the chosen mechanism and its essential terms and conditions, to gauge demand for the initiative in terms of market volumes and the depth of the investor base.

Public Consultation on the establishment of a European Voluntary Humanitarian Aid Corps
The Lisbon Treaty foresees the establishment of a European Voluntary Humanitarian Aid Corps (EVHAC), Art 214.5 TFEU. A Communication presenting the main principles and options has been adopted on the 23rd of November COM(2010)683 final. Deadline for submitting the questionnaire is the 3rd of May. Earlall GA and Seminar
Last 11th of March Earlall members met for the General Assembly followed by a seminar open to representatives of Regional Offices in Brussels, European Institutions, and relevant stakeholders. During the Seminar participants had the chance to listen views on the future programmes dedicated to development of human capital, such ESF and LLP, from the European Commission and Regional Governments. Members of Earlall presented their experience in transnationality in the current ESF planning period. The presentations of the speakers will be soon uploaded in the website: few of them are already in the session What’s New/Earlall GA and Seminar. EU Youth Conference in Budapest, 4th of March 2011
During the Youth Conference, youth delegates and Directors General jointly agreed on a document consisting of 8 concrete policy recommendations and proposals of actions to improve youth employment policy in Europe. The recommendations are focusing on different aspects of youth employment, including the transition between education and employment, social protection and the recognition of competences, for example, the key role of youth organisations as major providers of non-formal education, informal learning and wider mobility opportunities outside the formal education context.
In the conclusions, the participants in the Structured Dialogue asked for sustainable long-term support for their activities in order to equip young people with skills and competences to become active citizens and ease their access to the labour market, which is an important step in achieving the aims of the Europe 2020 strategy and building a competitive, knowledge-based and sustainable Europe. The Conclusions will form part of a Council Resolution on the Structured Dialogue, to be adopted by all EU Member States in the May Council of Youth Ministers. Adult learning is a central task for the 21st century – conference discusses results of EU action plan
Over three days experts from the world of adult education discussed the EU's Adult Learning Action Plan, at a conference in Budapest, 7-9 March. The conference underlined the need for adult learning, more than ever before, to contribute to smart, sustainable and inclusive growth in Europe, as part of its economic recovery, and in response to its ageing, multicultural and constantly changing societies. Participants agreed that future priorities should concentrate on enabling adults cope with change and transitions in their lives and jobs. One of the main issues highlighted was how to achieve efficient expansion of the sector at a time of economic austerity.

A Community-base approach to delivering diverse learning opportunities
Dacorum CVS will be hosting a Transversal Study Visit in November 2011 entitled “A Community-base approach to delivering diverse learning opportunities”. This will provide an insight into how we approach learning in the community and provide an opportunity for like minded professionals to share and exchange good practice. More detail on the visit can be seen in the CEDEFOP directory just published www.studyvisits.cedefop.europa.eu and our entry is on Page 62. 
Please check rules and regulations with your National Agency before applying as every country has their own requirements. If you are planning on attending the Study Visit then applications for funding need to be submitted by 31st of March.  You can also visit www.transversal.org.uk website to learn more about how to participate in the study visit.

Regional Learning Partnership for South West Wales (RLPSWW)
The concept, first explored in September 2007, was a direct response to a number of strategies and reviews emerging from the Welsh Assembly Government (WAG), which identified a need for a collaborative working to improve the effectiveness and efficiencies of public services and in particular the 'Making the Connections' strategy. Its main overarching aim is to ensure that publicly-funded learning providers and associated organisations work collaboratively, effectively and efficiently to meet the needs of the learners and the regional economy in south west Wales.
Partnership members include - local authorities, higher education and further education institutions, the third sector, work-based learning providers, with private sector representation through the South Wales Chamber of Commerce and key stakeholders such as Career Service organisations and Central Government Employment agencies.
Funding for the RLPSWW has been secured from the European Social Fund and other domestic funding sources. The Partnership's work is supported by an Action Plan which is based on three key pillars: the Partnership Brokerage and Development, the Regional Learning Skills Observatory (RLSO) and the E-Portal.

MEMBERS CORNER

The last GA in Brussels approved the application of IDI to become Earlall Observer. Please read a short presentation of the new Observer:

IDI – Istituzione dei Distretti Industriali della Provincia di Arezzo was founded in 2001 as a public body
IDI acts as a key link between public and private institutions in order to support the programmes of local development and to guarantee the governance of industrial and entrepreneurial dynamics.
With the aim of guarantee and support the efforts and resources which sustain the SME’s system, IDI integrates the local development plans with E.U. programmes and it cooperates, on local, regional and national level, with adult education centres, trade unions and public authorities related to training, recruitment, innovation and internationalisation.
Since 2006, IDI has promoted mobility projects for under graduates and graduates obtaining funds for a total amount of 1.650 thousand euro. To date IDI has enabled 400 young people to do an internship abroad. The average length of experience abroad was 13 weeks. The destinations countries were Spain (Andalusia and La Coruna), Portugal (Viseu), Malta, Poland (Warsaw), Romania (Bucharest) and the United Kingdom (London).
