Burley Matters

Burley Parish Council’s e-newsletter sharing Council discussions and decisions and bringing news about work underway with our many partners in the village.

Queens Hall & Library Public Consultation
The Council considered the possible options for the future of the library site back in September and agreed to defer a decision until full development and running costings were available for both for the library and Queens Hall development. Together with the Save Our Library Site community group, the Parish Council also wanted to arrange a joint consultation with residents.
 
There is a small additional charge that each household pays on their Council Tax to cover the running of the village. The Parish Council has the power to increase this, but needs to take views about the size of such an increase that residents feel is acceptable.  The Parish Council are therefore looking to organise a joint consultative exhibition with the Save Our Library Site group in early January 2018. Before that, to help inform residents on the options, the Parish Council will produce a special edition of the quarterly paper newsletter, which is hand delivered to all residents, to seek community views on the costs and benefits of the refurbishment of both buildings.
Have your say on Airspace Changes around Leeds Bradford Airport
 
Consultations continue on proposed changes to the airspace around Leeds Bradford Airport. This is being done to outline amendments to the routes aircraft fly when arriving and departing from the airport because the airport needs to update flight procedures and airspace.
 
The changes to routes flown by departing jet aircraft could affect people differently depending on where you live. For people living close to the airport and in locations close to aircraft flight paths, the changes could affect the number of aircraft that are observed.
 
The proposed expansion of the airport to a doubling of passengers by 2030 will increase the total number of flights in future years.
 
There should be no difference in the route or noise over Burley for aircraft landing over the River Wharfe. The effect of the change is only relevant to those aircraft taking off, and the effect of that change, from the routes that are actually being flown now, is to take them further south of Burley village and further south over Burley Woodhead.
 
After pressure from the Parish Council, Leeds Bradford Airport are now holding a drop in event:
 
Thursday 2nd November 2017 at Salem Church Hall between 3pm and 8pm

Iron Row Allotments
Although the waiting list for allotments has come down from over 100 in 2013 to 69 currently, the average waiting time is 7 years! The Parish Council considered allotments in the field off Iron Row back in July, at which stage there was consultation with the residents on Iron Row and Spring Gardens to seek views on the change of use of part of the field. At that time 11 people contacted the clerk, all of whom were concerned about the possibility of increased traffic on Iron Row, but who were generally supportive. Indeed there were no objections to the idea of additional allotments in principle.
 
Subject to planning permission, the Parish Council have therefore decided to move ahead and create a number of half size allotments, including footpaths between allotments, water to site, and a gravel based car park for offloading. While the allotment holders will be expected to walk or cycle to the site, there will be provision for a small parking area for the delivery of equipment and supplies to support the allotments, but deliberately not large enough for allotment holders to drive to the site and park up while tending their allotment. 
Grange Park Play Area
 
Replacement of the original play equipment in the main play area was completed back in May. In addition to the replacement, there has been further work linked to drainage, replacement of park furniture, removal of the bark pit, turfing over all the grassed area, and placing a cartwheel sign at the entrance to the play area.
 
The Parish Council has now agreed the purchase of additional play equipment for older children just outside the main play area. This will include a leg stretcher, combined fitness bike, tai chi pinner and a steel table tennis table.
Youth Service
A limited outreach programme started on the 23rd October to engage with youngsters in the public areas of the village. At the same time, Bradford have made it clear that from  April next year they will no longer hold the Duke of Edinburgh Award licence or deliver the Duke of Edinburgh Award expeditions as they currently do. Reductions in funding have meant Bradford Council can no longer afford to meet the costs of running the award within the Youth Service.
 
It might be possible for Burley Parish Council to agree to the running of this and ensure that the Queens Hall could remain as a Duke of Edinburgh Award venue for young people from Wharfedale. With the learnings from the outreach programme, the Parish Council are currently exploring the options to provide for improved Youth Service in the village.
Apples and Pumpkins
We hope you enjoyed celebrating National Apple Day with us at the library on 21st October, where children were encouraged to bring their own apples for use in our press to make fresh apple juice, while parents and child alike enjoyed a few homemade apple cakes and buns. 
A week later we also held a pumpkin carving competition at the library where clearly a lot of thought and creative energies had gone in to some really good designs from the children.
...and finally
Meetings of the Full Parish Council take place on the second Thursday of the month at 7.30pm. Community and Environment Committee meetings take place six weekly on Monday nights at 7pm and Planning meetings 3 weekly on Monday evenings at 7.30pm or when Community and Environment Committee ends. Residents are welcome to attend any of these meetings and hear how these and other matters are being progressed. In addition, each Wednesday from 09.30-11.00am the Parish Office is open for anyone who wants to drop in and discuss a matter of concern or find out more about a point of interest.
