Dear Friends,

Welcome to the sixth week of the legislative session! We are now five days from the first cut-off of session. By this Friday, February 17th at 5pm, all bills must pass out of their house of origin policy committees or they will be considered dead. The exception to this are bills that are deemed ‘Necessary to Implement the Budget’ or NTIB. If a bill is NTIB then it is not subject to the cutoff calendar. The next cutoff date is just one week later – February 24th. By this date all bills referred to fiscal committees must pass out of their house of origin fiscal committee (Appropriations in the House and Ways & Means in the Senate). It is a stressful time for all parties trying to move legislation through the process.

I had multiple requests from HPN readers this week to bring back some of their favorite resources to help understand the legislative process including: How a Bill Becomes Law, The Course of a Bill, and Glossary of Legislative Terms. For fun, I’ve added School House Rock’s “I’m Just a Bill” video under the resource section.

If you want to weigh in on an issue you can contact all three of your legislators with one quick, easy phone call: 1‐800‐562‐6000. Don't worry if you don't know your legislative district or legislators, just give the operator your home address and she or he will take care of it for you! Once the operator has helped find your district you can tell them which bill you are speaking to and let them know if you support or oppose it. This is an easy way to voice your opinion!

The WA State Liquor and Cannabis Board requests your input on potential revisions to the rules regarding marijuana labeling and packaging.
