Know Your RightsThe American Civil Liberties Union (ACLU) has provided two resources covering both law enforcement and immigration issues. The cards and videos are available in both English and Spanish, and discuss what to do if you're stopped by police, immigration agents or the FBI.

Authorization Agreement for a Non-parent Relative or Voluntary Caregiver 


CaregiverIn these uncertain times, many families are concerned about what will happen to their children if the parents get deported. An authorization agreement is available for use by parents and certain relatives in order to permit others to take specified actions and obtain services on behalf of a child.

The form doesn’t require attorney’s fees and people can complete it at their own pace somewhere safe. This document is a power of attorney and does not require court filing. It is not “guardianship” – that is a much more complicated proceeding that has to be filed in court. People also would need a more formal court document to appoint guardianship to someone who is not a family member.

Ongoing Immigration and Customs Enforcement: A Guide for Austin-Area Employers 


McGinnis LochridgeLocal law firm McGinnis Lochridge has distributed a document to help companies regarding immigration issues at the workplace. While there have been no reports of workplace “raids” as of Monday, February 13, 2017, there have been anecdotal reports of Immigration and Customs Enforcement (ICE) officers questioning employees at their places of employment.

McGinnis Lochridge states that they cannot predict how long these ICE operations will continue or whether employers will be targeted, but because of the ongoing ICE enforcement, they recommend that employers review and update their immigration documents and policies.

A recent article written by Naya Armendarez Jones from Food For Black Thought offers reflections on wellness during this time when we are being called to participate in many activist activities. As she points out, “in the context of so much national and global trauma, these olympics are very much alive at the moment.”

Monthly Membership Meeting Summary
At the meeting held on February 16th, Lindsay Cruthers shared Atchley and Associates’ presentation on new procurement policies, new audit uniform guidance, and their impact on leasing. The presentation covered a tax form overview and the most recent changes, the account standards, and uniform guidance for One Voice members. For the full presentation click here. Later in the meeting, members discussed how changes in Washington & the Texas Legislature, specifically immigration policies, are impacting members, how members are responding to client and staff fear and concerns, and how One Voice can respond and engage the public. Attendees discussed the steps their organizations have taken to address the issue, what they have done personally, and what they would like One Voice to do to deal with the issue. One Voice is working to facilitate a meeting with community leaders to discuss concerns that were raised in the meeting and opportunities to work together, specifically regarding the current immigration climate. Our goal is to hold this meeting prior to the next One Voice membership meeting. Stay tuned for details.

All elections promote and suppress ideas about how the world works – but the 2016 presidential campaign was stunning in its toll on ideas central to the mission of nonprofits. The mission-driven sector has inherited problems that go far deeper than partisan outcomes. For instance, the “two Americas“ narrative currently in play has serious – and negative – implications for social issues and cause communications.

According to FrameWorks Institute, “the call to action for advocates is clear. It's up to the mission-driven sector to communicate in ways that strengthen these recessive models to build support for systemic solutions to social problems.” Advocates, they say, “should 'forget slogans' and take time to explain how social problems work and how to solve them.”

2017 Fact Book


The Texas Health and Human Services Commission (HHSC) has put together an updated Fact Book on its operation, which includes a variety of statistics and information on the HHSC budget, the population it serves and the programs it provides.

It is broken into sections with data on budgets, state population, and information related to state spending on programs including SNAP, Medicaid, and CHIP.

Health and Human Services Presentation on House Bill 1 


Presentation on HB1A Health and Human Services Commission presentation to the House Appropriations Committee on House Bill 1 (HB1) was given in February by Charles Smith, Executive Commissioner. HB1 is the “budget bill” that relates to state appropriations and funding.

As Mr. Smith stated in the Executive Summary, “In light of the Comptroller's biennial revenue estimate and the respective budgets filed by both the Texas House of Representatives and Texas Senate, [HHS is] fully aware of the budgetary projections that our state faces and realizes that cuts to programs and services will be necessary as a result. The HHS revised exceptional item list [of 24 items] has been winnowed and updated to reflect this current circumstance.”
