Dear Proud Texan,

This week, I had two committee meetings for Senate State Affairs where we heard numerous bills which included hours of public testimony. On the Senate Floor, I worked with my fellow colleagues to push my legislative priorities and listen to theirs as well. As a result, I signed on as a co-author to several conservative bills this week. I also enjoyed visiting with many constituents of Senate District 4. Below are a few more highlights from the week. Please feel free to share this update. Keeping you informed is extremely important to me. 





State Senator, District 4

Texas Senators fight for protection and dignity of life

Senate Bill 8 continues the fight to protect the dignity and sanctity of life. This bill will increase penalties for any physician that performs a partial birth abortion, ban the sale of human fetal tissue and creates a Class C misdemeanor penalty for the donation of human fetal tissue from an elective abortion. Senator Creighton is a co-author of this important legislation and we all remember the horrific news stories over the last year that led to the necessity of taking action now.

Senate District 4 - A Day at the Capitol


Teachers -
 Humble, Kingwood, Willis and Beaumont teachers visited with Senator Creighton after the Senate State Affairs hearing on Monday.

Orange & Maroon Legislative Day brings together a statewide, grassroots network of alumni of both the University of Texas at Austin and Texas A&M University. "I was pleased to Hook 'Em with fellow Longhorns and Aggies at the Capitol and enjoyed visiting with alumni from both universities," said Creighton.


Port Arthur Mayor Derrick Freeman stopped by and visited with Senator Creighton regarding updates from the district and priorities for the City of Port Arthur for the session.

Senate Bills

  • Senate Bill 8 (Pro Life) by Schwertner - Senator Creighton is a co-author of this legislation that was heard in the Senate Heath & Human Services Committee. The bill is one of Lieutenant Governor Dan Patrick's priority bills and would ban partial birth abortions and donation of fetal tissue from any elected abortion. It would also prohibit the sale of fetal tissue. This law would make Texas concurrent with Federal laws that already ban this type of late-term abortion. 
  • Senate Bill 22 (Career & Technology) by Larry Taylor - Senator Creighton signed on as a co-author of this legislation this week. This is also one of the Lieutenant Governor's priority bills. The legislation builds a partnership between school districts, higher education institutions and business employers to ensure students have a pathway to working in the industry. This bill is also known as the Pathways in Technology Early College High School (P-TECH) bill.
  • Senate Bill 12 (Police Protection) by West - Senator Creighton is one of 26 co-authors of this priority bill. This legislation will ensure that police our protected with vests capable of stopping high-caliber bullets. Unfortunately some of the officers killed in the deadly shooting last year in Dallas had vests that were ineffective against high-caliber rounds.

Local Issue: Creighton Focuses on Local Groundwater District

  • Creighton will introduce legislation to change the selection of board members of the Lone Star Groundwater Conservation District from appointed to elected. The entire Montgomery County delegation agrees that there is a need to give the public a voice on the board who makes decisions for how to govern groundwater. The bill is in the final stages and should be filed soon. Creighton is committed to working with the stakeholders and delegation through the process to get this bill passed this session.
