Dr. Paula Stern


The Honorable Paula Stern is the Chairwoman and Founder of The Stern Group, Inc. which serves national and multi-national companies and organizations on business, political, and tech policy issues that affect competitiveness in a global economy. Dr. Stern was chairwoman of the United States International Trade Commission from 1984-1986 and a commissioner for a nine-year term.

Dr. Stern also served as a member of the President’s Advisory Committee on Trade Policy and Negotiations, co-chairperson of the International Competition Policy Advisory Committee, and chairwoman of the Advisory Committee of the U.S. Export-Import Bank. She was a Guest Scholar at the Brookings Institution, Senior International Affairs Fellow at the Council on Foreign Relations, Senior Associate at the Carnegie Endowment for International Peace, and Senior Fellow at the Progressive Policy Institute. Dr. Stern occupied the Alkire Chair in International Business at Hamline University.

Dr. Stern is a member of the International Advisory Board of LafargeHolcim and has served on the boards of fifteen other corporations. She serves on the Executive Committee of the Atlantic Council and the Committee for Economic Development.

Dr. Stern has a B.A. from Goucher College, an M.A. in Regional Studies from Harvard University, and a Ph.D. in International Affairs from Tufts University’s Fletcher School of Law and Diplomacy.

Catherine DeFilippo


Catherine DeFilippo is the Director of Operations at the United States International Trade Commission (USITC). Ms. DeFilippo directs the planning and conduct of the USITC’s operational activities by overseeing the investigative and research activities of the agency’s Offices of Investigations, Unfair Import Investigations, Industries, Economics, Tariff Affairs and Trade Agreements, and Analysis and Research Services. Ms. DeFilippo previously held numerous other positions at the USITC including Director, Office of Investigations, Chief of the Applied Economics Division, Senior Economist to Commissioner Deanna Okun, and International Economist.  Ms. DeFilippo holds a BA degree in economics from Boston College and an MBA degree from the University of Maryland.

Lynn Levine


Ms. Levine is the former Director of the USITC’s Office of Unfair Import Investigations (OUII).  During her 25-year tenure as Director of OUII, Ms. Levine oversaw the work of OUII’s attorneys on more than 500 Section 337 investigations, participated in various rule-making proceedings, and provided technical advice pertaining to 337-related legislative developments and policy issues.  In 2008, Ms. Levine received a Presidential Rank Award, an award given annually by the President to honor high-performing senior career employees for sustained extraordinary accomplishment.  Ms. Levine is currently Senior of Counsel with the law firm of Morrison & Foerster, where she specializes in litigation and counseling relating to Section 337 litigation and is an editor of the firm’s MoFo@ITC web blog.
