Dear Proud Texan,

This week, I participated in five committee hearings, heard Governor Greg Abbott's final emergency item on the Senate floor, and visited with hundreds of constituents, stakeholders, and visitors. 

Senate Bill 11 addresses a much needed overhaul of the foster care system and is backed by all 31 Senators. This legislation would provide long-sought fixes to how the Texas Department of Families and Protective Services takes care of abused and neglected children. Not only is this a priority bill of mine, but it is also for both the Governor and Lieutenant Governor Dan Patrick.

State Senator, District 4

Senate State Affairs passes Creighton's Pro Life Legislation

Senate Bill 25 maintains a patient's right to hold doctors responsible in any situation of negligence and protects doctors from the legal pressure to recommend abortion. SB 
25 does not change the standard of care and it does not relieve doctors from the claim of negligence. This legislation removes the legal precedent that doctors could be liable for monetary damages if they recognized abnormalities during pregnancy and yet fail to advocate for termination. Under Texas law, this situation is termed "wrongful birth." 

"I am grateful for the discussion on life," said Senator Creighton. "It is very important to me that doctors provide the utmost care for their patients and they should do so without fear of possible litigation through no fault of their care."

SB 25 was voted out of committee with a vote of 9-0. This bill will be eligible to be heard on the floor after the 60th day of Session.

Texas Independence Day


As I join my fellow Texans in recognizing Texas Independence Day, I'm proud to say I am a descendant of a gentleman who signed the Texas Declaration of Independence. Colonel Martin Parmer is my grandfather times five. His Christian name was Martin Parmer, but he was known as "the Ringtail Panther from the Fork in the Creek." Yesterday the original Texas Declaration of Independence was brought to the Senate Chamber and I had the opportunity to see his signature first hand. I also read aloud a letter he wrote from Washington-on-the-Brazos to his wife giving his perspective of the days following the massacre at the Alamo. Happy Independence Day and God Bless Texas!

 - Senator Creighton met with banking executives from Conroe and The Woodlands in town to discuss best lending practices for consumers.


Lake Houston Chamber of Commerce - 
Senator Creighton met with constituents from the Lake Houston Chamber who were in town participating in North Houston Day at the Capitol. "I appreciated the opportunity to listen to the Chamber's priorities for the session," said Creighton. "It is important I hear from my constituents so that I can best serve my district in the Texas Senate."

Senate Bills

  • Senate Bill 29 - Pro-Israel Bill - This bill will block discriminatory trade practices against Israel. The Boycott, Divestment and Sanctions (BDS) Movement is a concerted effort to isolate the Israeli economy from the rest of the world. Senate Bill 29 addresses this issue by restricting Texas state contracting and investing of certain pension and endowment funds in companies that boycott Israel. SB 29 will be heard in the Senate Business & Commerce committee next week. 
  • Senate Bill 132 - Incentive Program for State Agency Savings - This bill is an incentive program for agencies to reduce their annual spending. SB 132 will be heard in the Senate Finance Committee on Monday.
  • Senate Bill 594 - Agriculture & Timber Appraisal Manuals - This bill would allow the comptroller to revise the manuals with advice and input from the Agriculture Commissioner along with the Texas A&M AgriLife Extension Service and the Texas A&M Forest Service. Currently, the approval process requires the majority vote of the Governor, Comptroller, Attorney General, Agriculture Commissioner and the General Land Office Commissioner. SB 594 will also be heard in the Senate Finance Committee on Monday.
