With nearly half the undergraduate population of Maryland enrolled at 16 colleges, on 23 campuses and 1000+ locations, it can be challenging to capture and share all that’s happening at Maryland’s community colleges.
-- However, with In A Crab Shell, we are going to try. --

COLLECTIVE BARGAINING
SB 623 and HB 871

POSITION - COST PROHIBITIVE
No Funding Source Identified to Cover Staggering Costs

SB 623 and HB 871 
would establish collective bargaining rights for
certain community college employees. 
  • MACC's Position - Oppose
  • Why? - Bills fail to provide sufficient state aid to compensate for steeply increased costs.
  • MACC does NOT oppose collective bargaining rights.

FY18 - New State Aid - $1.2 Million - Total
  • 8 colleges received 0 new dollars
  • 7 colleges split $1.2 Million
Costs associated with bills:
  • Implementation:  ...........  + $6 - $10 Million
  • Adjunct Faculty contract request:
    • Pay Parity:    ..............................   + $86.4 Million
    • Per course payment of $15,000:  + $366 Million
The bills and financial analyses fail to recognize the monumental costs their passage would impose.

WHO WILL PICK UP THE TAB?

  • The State? - It has never met its 1/3 tuition funding obligation per Cade formula in the  21 years since Cade passed.
  • The Counties? - They already provide 43% - 68% of governmental support.
  • The Students?  ...YES! Students would endure significantly increased tuition to pay for adjunct faculty collective bargaining costs, without appropriate state funding.
