Alexander Avenue Open After Mudslide Cleanup

The Golden Gate Bridge, Highway and Transportation District reopened Alexander Avenue to all traffic at 2:00 p.m. on Thursday, March 2. The roadway had been closed to motor vehicles since Monday, February 20, due to a series of mudslides near the Sausalito city limit. Alexander Avenue offers the only route to Highway 101 and the Golden Gate Bridge from the southern end of Sausalito.

The Bridge District reports that approximately 1,200 cubic yards of soil and vegetation were cleared from the site, with much of the soil recycled by the National Park Service. The District is currently developing a plan for a permanent fix to the slide area. The additional work on the site is expected to begin in the latter part of 2017.
 

City Council Disbands Short Term Rental Task Force

At the February 28 meeting of the Sausalito City Council, the Council received the following recommendations from its Short Term Rental Task Force:
  • Establish a pilot program to allow Sausalito residents to offer short-term rentals, provided the homeowner has received a permit from the City of Sausalito.
  • Contract with the firm Host Compliance to assist the City in tracking short-term rental properties operating in Sausalito.
After reviewing the recommendations, the Council voted 3-2 to reject the recommendations and disband the task force. The majority opinion was that short-term rentals are a neighborhood land use issue that can be addressed as part of the General Plan Update. The General Plan Update process gets underway within the next two months and will be a three-year process.

The City Council created the Short Term Rental Task Force in September 2016. The task force consisted of a councilmember, a planning commissioner, a member of the Historic Landmarks Board, and two community representatives. The Council charged the task force with the following mission:
  • Explore methods to improve code enforcement.
  • Devise a plan to work with host platforms like Airbnb and VRBO to get reporting data on short-term rental activity occurring in Sausalito.
  • Discuss the possible impact of short-term rentals on accessory dwelling units (ADUs).
  • Consider establishing a program that regulates or restricts short-term rentals.
  • Discuss any other related issues and report back to the City Council with recommendations.
Sausalito's existing zoning laws that govern short-term rentals remain unchanged. These laws forbid short-term rentals in residential districts. A short-term rental is a "transient occupancy" use defined as the occupancy of a home, room or rooms in a home, or the attached or detached dwelling unit of a home for a period of less than thirty days. Violations may be subject to penalty fines starting at $1,000 for the first violation, $2,000 for the second violation, and $5,000 for the third and subsequent violations.

Police Chief Reports Data on Tourist Bicycles

Sausalito Police Chief John Rohrbacher provided a variety of statistics on tourist bicycles during a presentation to the City Council on Tuesday, February 28. Among the figures included in his 2016 End of Season Financial Report and 2017 Bicycle Congestion Management Plan were the following:
  • SausalitoPlus, the City's provider of bicycle management services, counted 282,455 rental bicycles coming into Sausalito during its 2016 operations, which covered the period March through October, 2016.
  • 107,333 bicycles were parked at the City's valet parking area on Tracy Way during the 2016 season.
  • SausalitoPlus operated at a loss in 2016, with $289,808.51 in expenses and $255,339.75 in revenue. The difference was made up by the City of Sausalito.
  • The Sausalito Police impounded 517 illegally parked bicycles between June 24 and October 4, 2016, generating $6,250 in impound release revenue. The City's part-time parking enforcement officer (PEO) wrote approximately four hundred bicycle parking citations during that time, generating approximately $20,000 in revenue. The PEO was paid approximately $12,000 in wages.
  • For the period July to September 2016, Golden Gate Ferry reported 76,300 southbound passengers with bicycles. That figure is a 12% increase over the same period in 2015, but slightly lower than 2014, when 77,143 bicycles were counted.
  • The City of Sausalito began taking an active role in bicycle management in 2009. The Pedestrian and Bicycle Advisory Committee was created in 2013, the bicycle ambassador program launched in 2014, and valet bicycle parking began in 2015.
Preparations are underway for the 2017 tourist bicycle season. At the February 28 meeting of the Sausalito City Council, the Council took the following actions:
  • Directed City staff to close Tracy Way and install bicycle racks no later than March 10, 2017. Tracy Way bike parking will be free until an agreement for parking operations is approved no later than April 1.
  • Gave the authority to the Chief of Police to use the area in front of Bank of America for overflow bicycle parking, in the event of an urgent situation. This authority was also granted in 2016, but never exercised.
  • Directed staff to return to Council for consideration of an agreement with SausalitoPlus and/or other interested stakeholders to operate ambassador and bike parking services for the 2017 season, with costs not to exceed $250,000.

Update on 2016 Street Resurfacing Project

On Tuesday, February 28, the Sausalito City Council accepted as complete the City of Sausalito 2016 Street Resurfacing Project. The project consisted of microsurfacing approximately 345,600 square feet of Sausalito's streets and roads, as well as crack sealing forty streets and constructing fourteen curb ramps. The City's contractor was Ghilotti Brothers, Inc. of San Rafael.

Microsurfacing and crack sealing are road surface treatments used to extend the life of pavement. Microsurfacing involves spreading a mixture of asphalt, polymers, and other materials in an even layer across an existing road surface. It is a low-cost way to reinforce existing pavement and results in a smooth, blacktop surface. Crack sealing involves the use of a rubberized asphalt to seal major cracks in pavement, preventing water intrusion that could lead to more extensive damage.

Rodeo Avenue from Nevada Street to Highway 101 was reconstructed by Maggiora & Ghilotti as a separate project. Rodeo Avenue was reconstructed because of pavement cracking and downslope soil movement.

The Sausalito Public Works Department extends its thanks to everyone who endured the detours, parking restrictions, road closures, and noise caused by all of this work.

Prevent Coyotes from Being Attracted to Your Home

Coyotes have become an increasingly familiar presence in Sausalito. Project Coyote, a Larkspur-based nonprofit dedicated to promoting coexistence with coyotes, offers the following tips to prevent coyotes from being attracted to your home.
  • Don't feed or attempt to tame coyotes. Most coyotes fear people. However, coyotes that associate people with food may become habituated to our presence, thereby increasing the likelihood of coyote/human conflict.
  • Clean community areas after outdoor events like barbecues.
  • Never leave or store pet food outside.
  • Tightly secure garbage, recycling, and green bins. 
  • When composting, use well-secured bins. Don't add meat, dairy, or eggs.
  • Keep fallen fruit off the ground. Coyotes eat fruit.
  • Keep birdseed off the ground; seeds attract rodents, which then attract coyotes. Remove feeders if coyotes are seen in your yard.
  • Trim under bushes so that a coyote can't find easy shelter.
  • Close off crawl spaces under porches and sheds.
  • Remove water sources, especially in times of drought.
  • If you frequently see a coyote in your yard, make loud noises with pots, pans, or air horns. Consider installing motion-activated lights or sprinklers, a rolling PVC top to your fence, and/or a nighttime animal deterrent system.

A regular meeting of the Sausalito City Council was held on Tuesday, February 28, 2017. The following, in red italics, is a brief summary of actions taken at the meeting (for a full report, watch the video from the meeting):

Consent Calendar: Watch the recording from this portion of the meeting. The Council Adopted Resolution No. 5627 to Approve an Encroachment Agreement for Improvements within the Public Right-of-Way of Woodward Avenue at 33 Filbert Avenue. The Council Adopted Resolution No. 5628 Amending Parking Regulations to Establish "No Parking Tow Away" for One Space Fronting 47 Sunshine Avenue. The Council Adopted Resolution No. 5629 Accepting 2016 Streets Project as Complete and Adopted Resolution No. 5630 Awarding Design Contract with BKF Engineers for Professional Services-2016-2019 Streets Design.

Business Items: The Council accepted the Park Rehabilitation feasibility analysis report as presented by Landscape Architectural firm RHAA; directed Staff to continue working with RHAA to prepare a Design Review Application and Adopted Resolution No. 5631 authorizing a Professional Services Contract Amendment to RHAA for those Services

  1. Adopted Resolution No. 5632 authorizing the City Manager to Execute the Professional Services Agreement with the Metropolitan Planning Group (M-Group) in the amount of $749,874 for preparation the General Plan Update. 
  2. Formed an initial core group of four members of a General Plan Advisory Task Force comprised of the Mayor, a Councilmember appointed by the Mayor, Planning Commissioner Bill Werner and one Planning Commissioner to be decided by the Planning Commission whose first tasks will be to (1) make recommendations, in consultation with staff and the consultant, regarding the other composition of the members of the General Plan Advisory Committee and (2) work on and initialize the public outreach program.
  3. The Mayor appointed Vice Mayor Joan Cox to serve on the Task Force.

The Council provided direction to Staff to incorporate the short-term rental issue as a part of the General Plan process and thank and disband the Short Term Rental Task Force (see the companion article in this edition of the Currents for more information).

  1. Took action to close Tracy way and install bicycle racks no later than March 10 and agree that Tracy way bike parking will be free until an agreement for parking operations is approved no later than April 1.
  2. Gave the authority to the Chief of Police to use in an urgent situation the area in front of Bank of America for overflow bicycle Parking and authorize the Chief of Police to make changes in the plan as he determines necessary given the many moving pieces to this operation to manage congestion and parking with the requirement that the Chief of Police report back to the City Council as needed.
  3. Directed staff to return to Council for consideration of an agreement with SausalitoPlus and/or other interested stakeholders to operate Ambassador and bike parking services for the 2017 season with a not to exceed amount of $250,000 and to take into account the suggestions of the Pedestrian and Bicycle Advisory Committee and other speakers heard at the February 28, 2017 meeting, with the inclusion of the following: include business(es) that removing bicycles out of downtown area in ways other than the ferry and indicate that safety be a top priority in putting together the plan.

Public Hearing Items The Council read the Ordinance by title only, continued the second reading to March 14, 2017 and authorized a summary of the Ordinance to be published five days in advance of the second reading and 15 days after its adoption.

Updates from Boards and Commissions

Each week, on a rotating schedule, this section will provide highlights of the recent activities of two of the boards and commissions representing the City of Sausalito. Follow this link for more information on all of our boards and commissions.
Planning Commission. The following actions were taken at the joint meeting of the Planning Commission and Historic Landmarks Board on February 22:
  • Approved a project for a façade remodel and new signage for a new visitor-serving store, "Only in Sausalito," at 676-686 Bridgeway, located in the historic downtown district.
  • Approved a project to incorporate three of the four proposed interpretive elements to the plaza enhancement project surrounding the Ice House building located at the corner of Bridgeway and Bay Street at 780 Bridgeway. The Phil Frank sculpture was not approved.
The next Planning Commission meeting will be held on Wednesday, March 8 at 6:30 p.m. in the Council Chambers. The following items are on the agenda:
  1. A project to demolish an existing 1,310-square-foot residence and construct a 4,261-square-foot residence at 2 Crecienta Drive; the applicant is requesting a continuance in order to install story poles at least ten days in advance of the Planning Commission's review of the proposed project.
  2. A project to construct a 2,471-square-foot residence and attached 441-square-foot garage at 168 Santa Rosa Avenue.
  3. A project to demolish an existing residence and construct a 3,314-square-foot residence at 33 Wray Avenue.

Sustainability Commission. The Sustainability Commission met for its monthly meeting on Thursday, February 9. As part of the Commission's 2017 focus on sea level rise, Public Works Director Jonathon Goldman was invited to speak about Sausalito-specific initiatives and concerns. The results of the Terrain Elevation Difference Analysis were discussed, a 2009 study that examined changes in coastal terrain elevation levels since 1968. The study found significant land mass subsidence, with some areas sinking as much as four feet in the coastal area of Sausalito north of the ferry terminal. This subsidence exacerbates the potential threat of sea level rise.

The next meeting of the Sustainability Commission will be held on Thursday, March 9 at 6:00 p.m. in the City Hall Conference Room. The focus of the meeting will be disaster preparedness and resiliency. Sergeant Brandon Rodgers, the Sausalito Police Department's Disaster Preparedness Coordinator, and Lieutenant Bill Fraass will speak on the topic. All members of the public are invited to attend.

News from City Departments

Police. The Sausalito Police Department reminds residents to be on the lookout for Internal Revenue Service scams during tax season. Criminals pose as the IRS to trick victims out of their money or personal information. Many phone scams use threats to intimidate and bully a victim into paying. Scammers may even threaten to arrest, deport, or revoke the license of their victim if they don't get the money. Scammers will also often alter caller ID to make it look like the IRS or another agency is calling. Callers sometimes use IRS titles and fake badge numbers to appear legitimate.

Library. The Sausalito Public Library is launching a new children's services email newsletter. The e-newsletter will be sent every other week and will include information about upcoming children's programs, as well as recommended book lists and news from the world of children's literacy.

Parks and Recreation. The City of Sausalito's semiannual City Wide Yard Sale features over ninety seller booths at the MLK parking lot at 610 Coloma Street. Seller booths for the spring City Wide Yard Sale will go on sale at 9:00 a.m. on Monday, March 6. The prices for seller booths range from $15 to $28. Booths are available to both residents and non-residents. If you would like a booth, please register on March 6 by visiting or calling the Parks and Recreation office in Sausalito City Hall at 420 Litho Street. Marinship - World's Most Amazing Shipyard (2017, 60 minutes). The Sausalito Public Library's third annual Sausalito Documentary Film Series continues on Friday, March 3 at 7:00 p.m. with the screening of Marinship - World's Most Amazing Shipyard. The film is a new documentary created by local filmmaker Eric Torney to mark the seventy-fifth anniversary of Sausalito's Marinship shipyard. Built at the onset of WWII, Marinship launched ninety-three Liberty ships and tankers before the end of the war. The Sausalito Historical Society will host a reception after the screening.

Met Opera Preview: La Traviata. The Sausalito Public Library's Met Opera Preview series for 2016-17 continues on Tuesday, March 7 at 7:00 p.m. in the Edgewater Room of City Hall with a preview of the upcoming Metropolitan Opera performance of Verdi's La Traviata. Host Tom Wilhite will present background information about the composer and opera and a selection of audio and video clips from past performances. Tom's preview takes place on the Tuesday before the Saturday morning Live in HD simulcast from the Met.

Lia Ditton's World Record Attempt. In early 2018, Lia Ditton will depart from Tokyo to row 5,500 miles solo across the North Pacific to San Francisco. Eighteen people have attempted this route. Only two were successful. Both were men. On Wednesday, March 8 at 7:00 p.m. at the Spaulding Marine Center, Lia will speak about her training regimen, past racing experiences, why she is taking on this challenge and how she is preparing to break the record. Lia Ditton is an artist and professional sailor who is passionate about sharing her extraordinary experiences at sea. Now 36, Lia has over 150,000 nautical miles of experience. She has eaten two years' worth of freeze-dried food, gone a month without a shower, and raced a sailboat at over 40 knots! The Spaulding Marine Center is located at 600 Gate Five Road in Sausalito. Tanker (1945, 47 minutes). The Sausalito Public Library's third annual Sausalito Documentary Film Series comes to an end on Friday, March 10 at 7:00 p.m. with a screening of Tanker. Originally a 16mm film, Tanker was produced by the Marinship Corporation in 1945 to document Sausalito's WWII shipyard and recognize the thousands of workers who built cargo vessels and tankers for the war effort. The film was first shown at the Marin Theater on Caledonia Street. We'll be watching a restored digital version. Representatives from the Sausalito Historical Society will be on hand to answer questions after the screening.

Alan Watts Discussion Circle. Everyone is welcome to attend the gathering of the Alan Watts Discussion Circle at 5:00 p.m. on Sunday, March 19 inside the Sausalito Library. Alan Watts was a philosopher, writer, and speaker, best known as an interpreter and popularizer of Eastern Philosophy for Western audiences. The Alan Watts Discussion Circle was created to study and discuss the ideas of Watts and the philosophers and Far East perceptions that influenced him. This is a new group that meets monthly at the Sausalito Library.

An Evening with Hank Easom. The Spaulding Marine Center is pleased to present an evening with Bay Area sailing legend Hank Easom on Wednesday, March 22 at 7:00 p.m. Hank has over seventy years of experience racing on the Bay. Awarded Yachtsman of the Year in 1971 and again in 2014, this local icon is still out there racing and winning! Featured will be a screening of the film Portrait of a Legend by Oleg Harencar. Hank will be available after the film to answer questions about racing on the Bay and his friendship with Myron Spaulding. The Spaulding Marine Center is located at 600 Gate Five Road in Sausalito. The ability to read body language and know what your body language is saying is key in networking, connecting, interacting and finding success in business and life. Learn how at Body Language 101, a free Sausalito Library program presented by Sally Bonkrude on Thursday, March 23 at 7:00 p.m. in the City Hall Council Chambers. A new resident of Sausalito, Sally has been a professional speaker for many years, including presenting workshops, seminars and webinars. Besides Sally's love for public speaking, she has been in private practice as a Board Certified Music Therapist and Licensed Professional Counselor for over fourteen years, helping clients with performance anxiety, depression and major trauma. This program was originally scheduled for January 26.

The Sausalito Woman's Club will be hosting a brown bag lunch with Dr. Sujoya Dey and Leni Felton on Friday, March 24, from noon to 1:30 p.m. Dr. Dey specializes in the diagnosis and treatment of complex cardiac arrhythmia. She graduated from the Stanford University School of Medicine and is affiliated with Marin General Hospital. Leni Felton is a Board Certified Clinical Nutritionist specializing in nutrition and natural therapies. She has been in practice since 1995. All are welcome to attend this brown bag lunch. Succulents. Discover succulents and their culture at this kick-off program for a new monthly series of talks by Master Gardeners presented by Sausalito Beautiful, in conjunction with the University of California Cooperative Extension Marin Master Gardeners. This free program will take place on Thursday, March 30, at 7:00 p.m. in the Council Chambers of Sausalito City Hall. During the program, we will learn about the growing habits of succulents and how to propagate and prune them. There will also be a demonstration on repotting succulents. Please come with your questions about succulents — you can also bring a printed photo or digital photo on your phone or tablet as illustration. The program will be presented by Gary Bartl, a Marin Master Gardener with over twenty-five years of experience in working with succulents and designing in-ground succulent gardens for commercial, public and residential sites.

Spring Dance. The Maligrad Contemporary Dance Company, directed by Sausalito resident Molly Fletcher Lynch, returns to the Sausalito Library on Friday, March 31 at 8:00 p.m. for another kinetic and evocative performance. Maligrad will be joined by dance companies from around the Bay Area, including Cali and Co. Dance Company, Alexandra Maricich, Jessica Houston, and Elizabeth Bressler. Maligrad's premier of Archival on October 1, 2016, was one on the highlights of the Library's 2016 program schedule. Live music and light refreshments will accompany the performance. Donations generously benefit the work of Maligrad.

Student Exchange to Sakaide, Japan. The Sausalito-Sakaide Sister City program is a student exchange program between Sausalito and Sakaide, Japan. Sister City student delegates participate in a program of activities organized by the hosting city and stay with local families. Sakaide students get the opportunity to learn about life in America, and Marin County students learn about life in Japan. Each year, long-term relationships are established between the students and the families they stay with. 2017 is Sausalito's year to send delegates to Sakaide for the ten-day program, traveling to Sakaide on July 28 and returning on August 9. In this program presented by Sausalito resident Nour Bahgat on Thursday, April 6 at 7:00 p.m. in the City Hall Council Chambers, we will learn how the drastic rise in chemical use in the past decade is affecting reactions in our immune systems. And, yes, there are many things we can do to reverse those allergies and enjoy a healthy lifestyle. Whether you have allergies or not, join us to get back in touch with nature. A Visit with Sportscaster Barry Tompkins. Barry Tompkins is one of the most celebrated play-by-play sports broadcasters in the United States. Barry was born and raised in San Francisco and began his career in local television at KPIX TV in 1968. Since then he has worked for NBC, HBO, ESPN, Fox Sports, and Showtime. His credits include the Super Bowl, the Rose Bowl, the NCAA Final Four, eight Olympic Games, the Tour de France, Wimbledon, horse racing's Triple Crown, World Cup Skiing, San Francisco Giants baseball, and over two-hundred World Championship fights. In this special program on Friday, April 7 at 7:00 p.m. inside the Sausalito Library, Barry will take questions from the audience and share photos and stories from his 47-year career. Barry moved back to Sausalito a few years ago. His first apartment — as a nineteen-year-old — was on Sausalito Boulevard.

Rotary Gala Benefiting Marinship 75. This year marks the 75th Anniversary of Sausalito's Marinship shipyards. The City of Sausalito has issued a proclamation honoring the anniversary, and the Sausalito Historical Society has asked various civic groups in town to participate in celebrating the event. The Rotary Club of Sausalito is dedicating its gala this year to the Marinship 75 celebration. The gala will be held on Saturday, April 8 at 6:30 p.m. at the Spinnaker Restaurant. The Rotary Club of Sausalito Charitable Foundation is a 501(c)(3) public benefit corporation; a portion of the proceeds will be dedicated to the Sausalito Historical Society.
