NIH Operates under a Continuing Resolution
DHHS operates under the Public Law 114-254 signed by President Obama on December 10, 2016. This CR continues government operations through April 28 at 99.8099% of the FY16 enacted level. Consistent with practices during CRs 2006-2016 and in accordance with procedures identified in previous notices, NIH will issue non-competing research grant awards at a level below that indicated on the most recent NOGA (generally up to 90% of the previously committed level).

All legislative mandates that were in effect in FY16 remain in effect under this CR. The salary limitation set at Executive Level II was increased from $186,100 to $187,000, effective January 8, 2017. NRSA postdoctoral stipend levels and tuition/fees for FY16 are described in this notice. Undergraduate and predoctoral stipends and tuition/fees will remain at the levels announced in January 2016, until further notice.


Interim guidance on salary limitations for grants and cooperative agreements
On January 28, Executive Level II salary limitation was increased to $187,000. For awards issued in those years that were restricted to Executive Level II (see Salary Cap Summary, FY 1990 – FY 2016), including competing awards already issued in FY2017, if adequate funds are available in active awards, and if the salary cap increase is consistent with the institutional base salary, grantees may rebudget to accommodate the current Executive Level II salary level. No additional funds will be provided to these grant awards.


Eunice Kennedy Shriver NICHD announces withdrawal from participating in Parent R21
Effective September 8, 2017, the NICHD will no longer participate in the NIH Exploratory Developmental Research Grant Program (Parent R21) and will not accept any applications (new or resubmission) in response to the Parent R21 FOA PA-16-161. The last application due dates that NICHD will accept an application under the Parent R21 FOA will be June 16, 2017, for non-AIDS new applications; July 17, 2017, for non-AIDS resubmission applications; and September 7, 2017, for AIDS and AIDS-related applications.

NCI to support training in patient-oriented research through K08
NCI announced today that its K08 career development awards will support training in basic, translational, and patient-oriente67yd cancer research, as well as any combination thereof. Salary support will be provided up to the legislative salary cap and the research development support will be increased up to $50,000/yr.

Salary and research development costs for currently active K08 awards and K08 applications submitted for due dates prior to June 12, 2017, remain unchanged.


NIAID restricts Career Development Awards (K01) to three areas
Earlier this week, a notice issued by NIAID outlined that Mentored Research Scientist Awards under PA-16-190 and its reissues will support only areas of epidemiology, computational modeling, and outcomes research in infectious, immunologic, and/or allergic diseases.

HMS Recruiting for OBI Financial Reporting Pilot Users

The Office of Finance is seeking pilot users to test the new OBI dashboards. This would require a few hours a month and involve running the new dashboards, comparing them to CREW results and providing feedback on data issues. Training Opportunities


3/27 - GMAS Basics and Requests Training
This course is intended for individuals in departments who have responsibility for creating or reviewing proposals for routing to central sponsored submitting offices or staff who have responsibility for entering or reviewing proposal data in GMAS. An introduction to Harvard’s Grants Management Application Suite (GMAS) and how it is used to manage sponsored projects. The following topics will be covered: Basic system navigation; Overview of the content housed within the system; How to access different project data elements; Project creation using the request guided steps; How to route proposals for review and sign off; Review of all the request types available and guidance on when they should be used; Project security; and Portfolio management tools. 3/30 - REACH Advanced: Preparing for a Site Visit
Site visits by a donor or external party can be a stressful experience. This session explores strategies for pre-site visit planning; managing the entrance meeting, visit and information requests; and for follow-up post-visit. Participants will walk away with a toolbox and techniques for anticipating what information is required, visit preparation, communicating with the site visitor, and issue management and resolution.

4/13 – Oracle Business Intelligence (OBI) Tools Training (Longwood)
Oracle Business Intelligence, also referred to as OBI, is an interactive data analysis tool that allows users to navigate, drill down, slice and dice, and aggregate data within a web browser.  In the course, learners are provided an overview of the tools navigation and functionally through demonstrations and try it exercises.  This course is required to get access to OBI. Register at Harvard Training Portal.
