755 people turned out to vote in the middle of the worst blizzard of the year on Town Meeting Day.

That was 100 more than last year!

No matter how you voted, we should all be proud of the dramatic participation in the voting this year.

Remember that there are many boards and commissions in government that conduct a lot of important business. Most meetings are on our community calendar. Usually they are open to the public. You are always welcome to attend, ask questions and make comments.

The Selectmen meet the first and third Tuesdays of the month at 6 PM. During all months but July and August they meet in the conference room in the basement of the library, During July and August, they meet at the Meeting House.

WIND ENERGY SYSTEMS SUBCOMMITTEE

of the Planning Board


Statement of Purpose: 
The Wind Energy Systems Subcommittee of the Canaan Planning Board was created to develop an ordinance to regulate site review, construction, operation, and decommissioning of any large wind energy system proposed within the Town of Canaan, for which the State of New Hampshire does not assume jurisdiction. The purpose of the ordinance is to protect the Town and its residents from unreasonable impacts on our environment, economy, property values, and quality of life. The current situation allows corporations to construct large wind energy turbines (aka windmills) anywhere in Canaan without any regulatory controls if the State “Site Evaluation Committee” (SEC) chooses not to take jurisdiction of a project. The proposed ordinance will be presented at a public hearing before being included as a Warrant Article for voter approval at the 2018 Town Meeting.

New England K-9 Search & Rescue

During the next few months, a group of people dedicated to using search dogs to locate missing people will be practicing their work at the Canaan Transfer Station. These events will be held when the Transfer Station is not open and at least one event will be in the evening. They have the Town's permission.


Search Skills:

New England K-9 SAR is a full-service airscent K-9 unit with over 35 years of search experience. At most wilderness search calls, we provide 5-10 dog/handler teams with field navigator/medical support from the Upper Valley Wilderness Response Team  In addition to dog/handler teams, we provide our own radio communications and computer support, mapping software, printed maps, and GPS technology.  Each dog/handler/field assistant team (2 humans & one dog) will efficiently and effectively search a minimum of 80-160 acres in their first shift of 3-4 hours.  The combined landmass for the first shift response is up to the first ½ mile surrounding the Point Last Seen (PLS).  These teams are all managed under an “Operational Leader” through our own communications base run by 1-2 radio operators.  Our base is linked directly to search management and is under their overall command. All personnel are also trained in crime scene preservation.

Our wilderness-certified dog teams are trained to find the subject whether they are alive or deceased. We have successfully recovered human remains missing from a few days up to 6 years.  We also have teams trained to locate subjects who may be  under water, in debris or buried in snow.

If you have trouble paying your property taxes because you have low income, you may be eligible for an Elderly (over 65) or Handicapped (Total) Exemption.


Income levels must be under $24,000 if single and $36,000 if married.

An exemption is a reduction in the tax value of your home. It may be as much as an $85,000 reduction.

You must apply before April 15 at the Town Office - Call 523-4501 ext 3 for information.

Study Committee Coming this Year to Look at School Taxes

    The voters of the Mascoma Valley Regional School District approved the creation of a study committee to look at whether the allocation formula for school costs should be modified. We will be following this process and will let you know how it is progressing. 74% of Canaan's voters supported the study committee. We anticipate that is likely that even with the default budget, the school tax rate will increase about 7% in Canaan this year based on average daily membership and the existing allocation formula.

ROAD POSTING:

 

Effective Monday February 22, 2017; all Town Roads in the Town of Canaan will be posted temporarily prohibiting all vehicles weighing in excess of (6) six tons from traveling on these roads until further notice.

Pursuant to RSA 231:191 any person who violates the maximum weight limits shall be required to restore the highway if the Town has reason to believe that the highway damage or disturbance is attributable to vehicles or activities under such person’s control or responsibility.

As per RSA 231:191, Paragraph III, written permission to drive a vehicle on Town roads may be granted subject to imposition of reasonable regulations such as bonding and restoring the highway, or other limitations. Such permission may be granted on a case-by-case basis by the Road Agent, depending upon such factors as weather and road conditions.

The weight limit will be lifted as soon as the roads sufficiently dry in the springtime to allow normal traffic without causing pavement and shoulder breakup.

Furnace, Gas, Electrical and Plumbing rules and the State Building Code and Canaan Building Permits

 

NEW BUILDING PERMIT FORMS AND RULES APPROVED BUT FEES ARE THE SAME

To take effect in May.

 

All commercial buildings require permits to do electrical, plumbing, gas and furnace work. This includes replacements as well as initial construction. 

Code compliance is not Zoning where someone is told what they can do or not do on their property. It is a set of NH State rules that say if you are doing construction, you have to do it safely.


State law and regulations require that new construction in homes must be in accordance with the State Building Code which for the most part is the International Building Code.

Failure to meet code can be dangerous, may impact insurance, may prevent occupancy and may prevent property sales and financing. All of these requirements are becoming more important.

Canaan is looking at a way to let all builders, including home owners, know what the requirements are and to allow State Permitting by Notification and Certification. Under this plan, applicants for a Canaan Building Permit for major construction including major repair or replacement work would have to have a plumber or electrician or a gas technician or the homeowner themselves (single family homeowners only) certify that the work was done in accordance with code. Specific plans are not required. What is required is that someone takes responsibility for the work being done to code.
