On March 7th, CalMutuals directors & staff traveled to Sacramento to meet with various legislators to discuss legislative and regulatory issues impacting mutual water companies.

The Association, through the support of the Legislative Committee, outlined specific bills addressing the following issues:
  1. Conservation
  2. Safe Drinking Water Funding
  3. Water Bond Proposals
  4. Water Rights
  5. Implementation of the Sustainable Groundwater Management Act

The Association's visit to Sacramento ensures that mutual water companies are considered in the implementation of legislation and regulatory matters.

CalMutuals submitted formal comments and recommendations for improving AB 577 (Disadvantaged Communities) which expands the definition of disadvantaged communities to include annual per capita income.

In the comment letter, CalMutuals requests that Section 1 of the bill amend the Water Code (Section 79505.5) to read: "Disadvantaged community means a community within a public water system with an annual median household income that is less than 80  percent of the statewide annual median household income or a community with an annual per capita income that is less than 80 percent of the statewide annual per capita income."

AB 577 is a two-year bill. We will continue to keep our members updated on the status of this legislation. CalMutuals' comment letter is available by
