Traffic Monitoring on Abbey Road
Whitley residents Doug & Sara feel strongly that allowing a nursery to be built at Whitley Primary without designated drop off/ pickup points would be very dangerous for the children (see planning application FUL/2017/0422). So they decided to conduct their own survey and spent 3 mornings monitoring the traffic & pedestrian movement at the suggested nursery entrance, which is located on the brow of a hill.
 
Here are their averaged findings for the 40 minute time period from 8.20am to 9am: -
  • Vehicles (4-wheeled) = 128
  • Pedestrians = 120
  • Cyclists = 26
They also witnessed: excessive speed, dangerous manoeuvres, wheelies and mothers with young children, walking on the road between moving vehicles.
 
Doug has sent his finding to several council officers and he states that it is believed that, with amendments, this scheme could go ahead without threatening children’s lives. Click here to read Doug’s full report.
 
Roger attended on Wednesday to observe the situation for himself.

Update on Bins Behind the Shops on Quinton Park
After months of work Roger was successful in having the small household bins replaced by larger bins behind Quinton Park shops.

Both bins nearly full. Perhaps one extra bin required? Overall it's a vast improvement on what we had before.

Cllr Bailey,
Looking at the image the recycling bin looks to have reasonable quality material within it. I will ask the crew for some additional feedback after collection. If it is good quality material it will be worth keeping.
It does look little some additional capacity would help; we will have a look for a couple of additional metal bins for residual waste, one to be placed at either end.

 
Island at Daventry Road Shops
A resident asked Roger for the statistics regarding the number of accidents at the new island at Daventry Road Shops compared to the previous T-junction.
 
Response from Caron Archer, Senior Engineer Traffic Management:
Dear Councillor Bailey,
 
Colin Knight has requested I forward the injury collision data for the above junction, which was installed in 2014. I have taken 3 years before the changes were introduced (01/01/2011 – 31/12/2013) which showed there had been 5 recorded injury collisions, 2 of which related to the zebra crossing.
 
Unfortunately, we do not yet have 3 years of data post implementation.  However, looking at 2 years 5 months (from 01.08.2014 to 31.12.2016) it shows that no personal injury collisions have been recorded.
 
I hope this information is of assistance.

 
Residents’ Parking Scheme - Possible Additional Roads to be Included
A message from Roger for residents living in Glover Street, Lichfield Road and Benedictine Road:
Please remember to fill in your surveys and send them to Coventry City Council, using the freepost envelopes supplied, by 21st April 2017. We urge you to send them back no matter what your thoughts.
This will be your last chance to have a say on whether you want your street to be a part or not of the Cheylesmore Residents Parking Scheme. This needs to be a democratic decision made by everyone.
If it’s easier, or you have lost your envelope, Roger is willing to pick them up from you and deliver them to Coventry City Council.
With the help of local residents, he has already done this for people living in Glover Street.

 
Enforcement Team on Patrol on Saturday
Roger is frequently asked if the enforcement team ever patrol our residents' parking area.
On Saturday he witnessed it for himself, whilst delivering leaflets. The enforcement team were checking for illegally parked cars on Stoney Road, Humphrey Burton Road, Asthill Grove and Orchard Crescent. They had booked several vehicles and it’s good to know that they were out on a Saturday.

New Tiverton School Update - Friday 7th April 2017
From the "New Tiverton Delivery Team" for Coventry City Council which consists of Council Officers, the designers and also the builders:
The construction is going well.  Over the school’s Easter holiday period the site will be very active. 
The surface water drainage underground storage area will be constructed. This is sometimes referred to as attenuation tanks. It requires a large underground space where water can collect to help prevent rapid flash flooding in heavy down pours.  The water is then released slowly into the drainage system.  The construction of this area will require the spoil to be taken off site and this will require heavy vehicles to and from the site.  This work has been programmed to coincide with the school holidays for the safety of pupils and visitors to the school. During the school closure, works will be carried out throughout the whole day. 
Steel work will also be commencing over the Easter period, now that the foundations and floor slab is complete.
All drivers will be fully briefed of the designated route.


Cheylesmore Library Volunteers
Another resident as expressed an interest in joining our volunteers group, which is great news.
At our meeting last week the 113 logos designed by the children of Howes Primary were voted upon. We had an outright winner. The presentation & logo will be featured in a future update.
Next week there is a meeting with Library Services when we hope to find out when training can start.
The library has to be solely run by volunteers by September.

Upcoming Works or Road Closures in our Area
Gregory Hood Road , 12th April, 7.30am to 6pm - Road Closure for Surface Dressing, which will seal the road surface to form a protective barrier against rain and frost. After the road has been treated it will be swept of excess chippings at intervals of 24 hours, 1 week and 6 weeks.
 
Candidates for West Midlands Mayoral Elections
Residents have been asking Roger where they can find information about the West Midlands Mayor elections, that are taking place on 4th May.

Roger & Pauline have met candidate Andy Street (ex-managing director of John Lewis) on many occasions. Andy even came to Cheylesmore Community Centre in February to answer residents’ questions and he’s been out delivering leaflets in Cheylesmore Ward. Roger & Pauline are supporting Andy Street.
 
If you’re registered to vote then you should already have received your polling card.
If you need to register then this must be done by Thursday 13th April otherwise you won’t be able to take part in the Mayoral election. Click here to register
 
New Electricity Supply for JLR – Proposed Cable Route
At a Cabinet Meeting on 11th April at 2pm a proposal is being considered to accept Wayleave agreements to allow Western Power Distribution to cross common land to supply JLR with more power.

Excerpts from the public cabinet report:
JLR need more electric power to further expand their research unit and to enable this Western Power Distribution (WPD) have devised a route for new electric cables to be laid which runs from Hearsall Common Sub-Station to Whitley Substation.
WPD would like to enter into Wayleave agreements with the Council where the proposed route crosses land at Hearsall Common, Stivichall Common Highland Road, Beechwood Avenue, War Memorial Park, Stivichall Croft woodland and open space and land at Leaf Lane.

Landscaping Whitley Common/ JLR Bridge
Hazel Hill continues to keep Roger updated with respect to her campaign for ensuring that the council landscape the Whitley Common/ JLR Bridge as promised 2 years ago.
 
From Ian Lewis, Consultant:
I understand from colleagues that they are due to undertake exploratory works in the fields on Wednesday and Thursday next week, along with identifying the local utilities along Fenside Avenue, such as water, gas, communications which may follow shortly after.
 
The original proposal was to undertake all landscaping, remedial and necessary works as part of one contract, with one contractor thus allowing for costs savings and combined works. Ideally this would of included works to the verges, Leaf Lane boundary fence, footpath and Whitley Common. As it now stands we will need to commission at least two separate contracts to complete the works. The element to complete the reinstatement of the common will be priority followed by the remainder of the items.

 
Report Vehicles on Double Yellow Lines
Roger recently helped a resident with respect to a van parking on double yellow lines and blocking the view of oncoming traffic.
 
Response from Gillian Crowley, Service Supervisor Parking Services:
Our Civil Enforcement Officers have been made aware of this problem and have been increasing their patrols during the evenings this past week to tackle the problem. We will continue with these patrols on an on-going basis.
Residents can also call 024 7683 4367 to report vehicles on double yellow lines to us directly, we will then deploy a Civil Enforcement Officer as soon as possible.

 
Residents’ Parking Permit Misuse
Roger is continually reporting to officers that residents’ parking permits are being misused. He is awaiting responses from Parking Enforcement Officers with respect to several vehicles
 
Whitley Residents and Neighbourhood Watch Meeting
The next meeting of the Whitley Residents and Neighbourhood Watch group will be held on Wednesday 12th April at 7pm at Whitley Community Centre, The Avenue.

Zoe’s Place Fund Raiser
Last week, the musical evening at Quinton Park Baptist Church raised £765 for Zoe’s Place.
It was a fantastic evening of entertainment which Roger & Pauline really enjoyed and were pleased at the amount raised.

Bridge Link between Council House & Civic Centre
The bridge link between the Old Council House and Civic Centre 3 is being removed today (Sunday 7th April).
Earl Street will be closed to traffic while the work is carried out.

Last year the Council sold Civic Centres 1 - 4 to Coventry University who plan to transform the site into a new headquarters and facilities for postgraduate work and international engagement.

The Council House will be restored to how it looked before the bridge link was installed in the 1970s and will be retained by the council.

One Month Left to Spend Fry Fivers
The Bank of England will be withdrawing legal tender status of the paper £5 note, featuring Elizabeth Fry, on 5 May 2017 and is encouraging anyone who still has a paper £5 note, to spend them over the next month.
Over 50% of all Fry fivers have already been returned to the Bank to be destroyed but there are still around 160 million notes left in circulation.
 
In September this year, the Bank will issue a new £10 polymer note featuring Jane Austen. The note will recognise her universal appeal and enduring contribution to English literature.

Fraudsters are sending out a high volume of phishing emails to personal and business email addresses, pretending to come from various email addresses, which have been compromised.
 
The subject line contains the recipient’s name, and the main body of text is as below:
 
“Hi, [name]!
 
I am disturbing you for a very serious reason. Although we are not familiar, but I have significant amount of individual info concerning you. The thing is that, most likely mistakenly, the data of your account has been emailed to me.

HMRC Warns of Scam Tax Rebate Emails
HM Revenue & Customs reports a 47% increase in 'phishing' emails sent to customers.
A local resident sent us her copy of an email:

The “From Email Address” was - council.hmrc.gov.uk <ID-27527@nextra.sk>
If you receive an email claiming to be from HMRC which offers a tax rebate, please send it to phishing@hmrc.gsi.gov.uk and then delete it permanently.
