Dear Proud Texan,

At this point into the 85th Legislative Session, committee meetings and the floor schedules are extensive. I am doing my best to make the best decisions for Senate District 4 and I appreciate all feedback from my constituents.

Creighton Passes 10th Amendment Legislation



"SCR 3 is a strong and necessary assertion of Texas' sovereignty," said Senator Creighton. "We will not be silent and allow our rights to be infringed upon by the federal government."

The Tenth Amendment to the United States Constitution states, 'The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to he people.'

"Regardless of politics in Washington, D.C., Texas must fight to preserve its right as a state," concluded Creighton.

Senator Creighton has received national acclaim for Tenth Amendment issues during his legislative career. Last session, this legislation passed the Senate as SCR 1.

SCR 3 passed out of the Senate with a vote of 20-11. Next, it will be sent to the Texas House of Representatives.

A Few SD 4 Local Bills:

  • Jones State Forest (Senate Bill 1964)
    • Senator Creighton filed the initial language at the University's request.
    • The new, revised language will reflect Senator Creighton's commitment to protect 100% of Jones State Forest and therefore prevent any development.
    • This new language will replace the bill in its entirety (though it keeps the same bill number).
    • When the Chair of the Senate Committee on Higher Education sets the bill for a hearing, Senator Creighton will address the Committee with the revised, restricted (100% protected) language.
  • The Woodlands Township (Senate Bills 1014 & 1015)
    • These bills allow the people of the Woodlands to determine their future governance structure.
    • This legislation protects the citizens right to vote by public referendum should the decision ever be decided by the Township to advance towards incorporation. 
  • Lone Star Groundwater Conservation District (Senate Bill 2250)
    • This bill changes the makeup of LSGCD from appointed to elected board of directors; the mission and purpose of LSGCD will remain the same. 
    • These seven board members are made up of:
      • One elected to represent Montgomery County Commissioner Precinct 1
      • One elected to represent Montgomery County Commissioner Precinct 2
      • One elected to represent Montgomery County Commissioner Precinct 3
      • One elected to represent Montgomery County Commissioner Precinct 4
      • One elected to represent Montgomery County at-large
      • One elected to represent the City of Conroe
      • One elected to represent the Woodlands Township
  • American Steel (Senate Bill 1289)
    • This bill requires the state of Texas to use American made steel in projects.
    • Texas-based iron and steel manufacturers cannot compete with foreign countries who have a proven track record of environmental and human rights violations.
    • Until the U.S. aggressively enforces our federal trade laws, Texas must act to level the playing field or risk losing more iron and steel manufacturing jobs.
  • Texas Ports (Senate Bill 28)
    • This bill creates the Ship Channel Improvement Revolving Fund for navigation districts to secure loans for projects to improve ship channels.
    • "This is the first step for improving Texas Ports, which face an unprecedented competitive threat," said Senator Creighton. "Ports in neighboring states are beating Texas in the race to improve their depth and infrastructure to meet the opportunities created by the new, deeper Panama Canal."
