Code SMTX Process Update

Code SMTX, the project to update the City’s land development code, continues to make progress and has moved into the approval stage. After two joint workshops and eleven joint work sessions, the Planning Commission and City Council are considering amendments this summer to be included in the final draft of Code SMTX which is scheduled for adoption this Fall.  Some of the issues being discussed are included below and the full report can be found here.

Guiding Growth

The City's Comprehensive Plan Vision San Marcos was adopted in 2013. The plan included a new land use map to direct growth to appropriate areas where:
  • Infrastructure is available;
  • Environmental impacts are minimized; and
  • Impacts on existing residents are minimized.
This new map was adopted during a time when a number of large student housing complexes were locating in existing neighborhoods.  During the five years prior to the adoption of the Comprehensive Plan over 7,000 new multi-family bedrooms were either approved or constructed in areas that the preferred scenario map identified as Existing Neighborhoods.  Since the adoption of the Comprehensive Plan, all new multi-family bedrooms have been located in Intensity Zones, which are areas specifically identified as appropriate for new and re-development.

Downtown

Downtown is the only Intensity Zone with development standards and zoning already in place to accommodate the growth that was anticipated during the Comprehensive Plan. Code SMTX is creating new zoning districts and development standards that can be applied in other Intensity Zones to help distribute the growth and relieve some of the pressure on Downtown.

What's Next for Code SMTX

In the months ahead, the community will have the opportunity to continue to review and respond to the revised draft during upcoming public hearings or by sending written comments or questions to PlanningInfo@sanmarcostx.gov.  Following is the proposed schedule for upcoming meetings.  All dates are subject to change and the most current agendas may be found on the City's Website Here.
