Dear UNAHA membership;

I hope that you are having a nice spring and enjoying the warmer weather.  Here in western Montana we are having a nice spring with plenty of sunshine.

I continue to watch the activities taking place in Washington DC as our senators and congressman finally set our funding levels for NAHASDA for FY 2017.  As I am sure you are aware the initial estimates sent out from HUD was at an estimated funding level of $700 million for the national appropriation for NAHASDA.  The continuing resolution that was approved for the FY 2017 NAHASDA funding level was $650 million, so you will need to be aware that your final figures with be less than the estimates.  With the funding level for NAHASDA being flat lined again, that is over 17 years that we have had to deal with trying to operate and maintain our housing programs with the same funding levels.  As many of you are well aware nothing costs the same today that it did 17 years ago.  We need to continue to fight and help our elected officials know the effect of flat lined funding.

Then, when you think things cannot get any worse for our NAHASDA funding levels we get a look at the President’s Budget Request for FY 2018.  It is hard to fathom how this administration would propose to decrease funding for NAHASDA and zero out funding for ICDBG but that is what is being proposed.  It is time for you to be calling your senators and congressman and letting them know that a decrease of $50 million in the President’s Budget Request for FY 2018 for NAHASDA and zero funding for ICDBG is unacceptable.  We must make our voices heard and not allow this request to become reality.  

Moving to a more positive note, the 32nd Annual All-West Native American 100 Basketball Classic was a huge success.  It was good to hear that most of the awards given out from this year’s 102 team tournament went to teams from the UNAHA region.  The committee that works all year long to put the tournament together needs to be commended for another successful tournament, thank you Dave, Dom, Mike and Pat.

The UNAHA summer meeting has been set, please make your travel arrangements soon and plan to come and enjoy the August weather and beauty of the Flathead Indian Reservation.  Our summer meeting will be August 21, 22 and one half day on 23, 2017 in Polson, MT at the KwaTaqNuk Resort on Flathead Lake.  I hope to see many of you here as you come to visit the home of the Confederated Salish and Kootenai Tribes.If you have any questions please don’t hesitate to contact me, your board members or our staff.

This is a busy time in Polson.  Please don’t wait to make room reservations!  This is a very nice facility on Flathead Lake with Casino, Restaurant and bar. I have attached other hotels in area.  Some are cheaper but are not on the Lake.

This should be a good family trip with A Lake Cruise planned as well as out UNAHA summer meeting on Monday August 21st.  Glacier National Park is an hour North and National Bison Range is 30 Minutes South.  We will have our Summer UNAHA meeting on Monday August 21st. HUD Deputy Assistant Secretary Heidi Frechette will be in attendance as well as other key speakers.  

We will have a detailed meeting and activity agenda soon that will be emailed out and posted on the website and on Facebook.  Plan to come now!

I wanted to thank each of you that participated in the annual meeting and Methamphetamine summit held in Denver last month. We had a tremendous turn out for the annual All-West tournament, annual meeting and banquet, and the two day training.  Presentations from the Meth Summit are on our web site: unaha.org.

We are planning for an exciting and informative summer meeting on Flathead Lake in Montana.  Chairman Adams and his staff are hosting a two and one half day meeting at the Tribe’s Resort on the Lake.  Please make you reservations today at KwaTaqNuk  resort and Casino. Myrna sent out a meeting notice for the host hotel and other area hotels. The dates are August 20-23. We will be soon sending out a detailed agenda.  Deputy Assistant Secretary Heidi Frechette will be in attendance as well as other invited speakers. It is an important time for Indian Housing.  Please plan to attend.  We are currently finishing plans for training but will have at least one half day as a follow up to the Meth Training in Denver.

We are getting very close to accepting and assigning Training Assignments through the HUD Community Compass training grant.  We plan to present the process at the Polson Montana meeting in August.  It has been quite a process to get the systems up to speed and ready to go.

NPONAP Updates:

On April 11-12, the Northern Plains Office of Native American Programs supported the United Native American Housing Association (UNAHA)’s Methamphetamine Summit.  Approximately 130 people attended the two-day summit including tribal leaders; Tribally Designated Housing Entity (TDHE) Directors, Board members, and staff members; and federal, state, and local partners.  In Indian Country there is a prevalence of meth in fifty to eighty percent (50% - 80%) of assisted housing stock.  The issue is overwhelming the operation, maintenance, and rehabilitation budgets of the TDHEs.  There is not a standard or universal “safe” level of meth occurring in a unit; however, many states have set levels that apply within the states and some tribes have chosen to adopt these standards.  The tribes and TDHEs are looking to the federal government to set universal standards, like lead and RADON levels, which may be applied to all assisted housing units and public buildings.  Presenters at the summit held discussions about the levels of meth in housing units; TDHEs discussed polices to counter the effects of meth use in the housing units; and personal stories of drug and alcohol abuse survivors were shared. 
 
During the conference, Bob mentioned UNAHA would pull together a conference call to discuss possible follow-up actions by the various stakeholders.  NPONAP intends to support the follow-up actions where appropriate and if feasible.  However, at this time, we do not have any specific follow-up actions to provide.

FoundationSearch is an online database of fundraising information for non-profits and charities. The website includes more than 120,000 foundations, representing billions of dollars in annual granting, and includes tools to locate grants by type, value, year, recipient, donor and historical giving trends, and much more. Along with BIG Online - a grant writing support site - FoundationSearch is an excellent resource for the nonprofit sector.
 
Since becoming a 501(C)(3) organization, UNAHA is eligible to participate in FoundationSeach and The Board recently approved our membership. We can now gain access to the database and apply for grants through various foundations so we can better serve UNAHA members and their needs.
 
As individual entities, you also have access to the information in the database and we can help narrow down foundations that are likely to fund you based on specific projects you are working on. Say, for example, you are trying to find funding for a playground in a housing development. We can input data such as amount needed, projected date of completion, etc. and FoundationSearch will produce a list of foundations that are likely to fund your project. At that point, your grant writing team would reach out to these foundations and follow their application procedures.

Associate Membership is an important aspect of UNAHA. It is a convenient way for Members to share resources that others might find useful.  For example, have you worked with an honest, hard working contractor in your area? Have you found a banker that is confident working with the HUD184 loan? Would you like to recommend him or her to other members in our region? How about accountants, painters, attorneys, maintenance companies, etc.?  We would love the opportunity to reach out and offer them an Associate Membership which includes an invitation to our three annual meetings, advertising space in our quarterly newsletter and company information listed on our website.  If you or your housing authority has any referrals for Associate Membership, feel free to send us their contact information at admin@unaha.org.
