Deadlines Approaching for NACo Committee and Presidential Appointment Applications
The National Association of Counties offers many opportunities for commissioners and other county leaders to get involved. The NCACC encourages involvement in NACo as it provides an avenue to affect change on issues that matter to counties. The deadline to apply to participate in steering committees is June 16th and for presidential appointments is June 2nd.
Steering Committee Nomination:
Click here to access the steering committee nomination form. Please return the completed form to Julie Totten at julie.totten@ncacc.org by Friday, June 16th. NACo will notify you of your appointment in September.
Presidential Appointment Application:
To be considered for a presidential appointment to any of the committees below or as an at-large director for the NACo Board of Directors, you must complete the application online before June 2, 2017. It is submitted directly to NACo. Appointments will be announced after NACo's Annual Conference in July. Please note that committee leaders and members must cover their own travel and conference expenses.

Stepping Up Summit Presentations Available Online
Counties across North Carolina and throughout the nation are working on the Stepping Up Initiative - diverting people with mental illnesses from the prison system so that they can access the care that they need. Representatives from over 40 North Carolina counties held a Stepping Up Summit on May 9, 2017 to jumpstart their efforts through education and networking.

County Assembly Day Brings County and State Leaders Together
The NCACC hosted its annual County Assembly Day on May 10, which provided an opportunity for county leaders from across the state to meet with their legislators and advocate on behalf of counties. Among other topics, counties discussed the need for public school facility funding, fast and reliable internet access for underserved areas of North Carolina, and providing flexibility to publish required public notices through electronic means.
County Assembly Day featured remarks from Governor Roy Cooper including the importance of empowering local leaders to make decisions, his goals to bring more jobs to the state, and to expand broadband access. Attendees also heard from House Majority Leader John Bell, as well as political strategists Morgan Jackson and Paul Shumaker. View photos of the event at this link.

Free Workshop to Address Annual Audit, Fund Balance Responsibilities
The “Financial Fiduciary Responsibilities for Elected Officials” workshop will be held on June 14 at 9 a.m. in Moore County.
This workshop will focus on the financial fiduciary responsibilities that elected officials have regarding the annual audit, the oversight of fund balance, and reporting requirements of the Local Government Commission. Specifically, there will be a focus on two of the most frequently challenging arenas: what an audit is (and, more importantly, what it is not) and the limitations and flexibility that a governing board has regarding the use of fund balance.
There is no charge to attend, and attendees will receive 3 credits in the “Workshops and Programs” category toward Local Elected Leaders Academy (LELA) recognition.

Upcoming Steering Committee Meetings - How to Get Involved
Over the next three weeks, three of the Association's seven steering committees will meet to discuss issues that ultimately drive guidance and recommendations for the NCACC Board of Directors on policy decisions. Steering committees provide the greatest opportunity for individual county commissioners to get more involved within the association, and membership is open to all county commissioners as well as county staff.
The dates for upcoming committee meetings are:
General Government - June 8 - Raleigh/Wake County
Environment - June 13 - Raleigh/Wake County
Public Education - June 20 - Raleigh/Wake County

Training Classes for Grant Writing Available
Two opportunities for insight on the grant writing and receiving process will be hosted by Grant Writing USA in June and September in Raleigh at the Wake County Sheriff's Office.

Conference of Southern County Associations Hosted by the NCACC
The NCACC was proud to welcome the Conference of Southern County Associations (CSCA) to North Carolina in May. CSCA holds a conference each year in one of the fifteen southern member states, and this year's event was held in Buncombe County.
This meeting provides an opportunity for staffs of southern county associations to meet and share best practices, legislative trends, and opportunities for collaboration. NACo Executive Director, Matt Chase, attended and provided a federal update. In addition, North Carolina Emergency Management Director, Mike Sprayberry, presented information about the State-County partnership and working together in the aftermath of Hurricane Matthew. The CSCA Annual Conference provided an excellent opportunity for networking with other county associations.

NCACC Welcomes Summer Interns
|
|
|
Victoria Dounoucos
Victoria is a Ph.D. Candidate in Political Science at Duke University. She studies American Political Behavior and Survey Methodology. With only one year left in her program, Victoria is working on finishing up her dissertation which focuses on political persuasion.
This summer, Victoria will work on preparing a status report on the Stepping Up Initiative in North Carolina. She is contacting all counties to gauge where they are in the process of implementing programs, to hear about challenges they are facing, and to understand what more is needed as they move forward. For those counties that have not yet undertaken the initiative, she seeks to better understand any challenges counties are facing in getting started. This report will help facilitate discussion and collaboration among counties as they continue to work toward their Stepping Up goals.

Samuel Mills
Samuel will graduate from East Carolina University in December, 2017 with his Bachelor’s degree in Applied Geography. He is also pursuing a certificate in GIS and minor in Urban and Regional Planning.
During his summer with NCACC, Samuel will update the Association's "Between the Lines” publication which highlights demographic, economic, and educational indicators for North Carolina’s counties. Samuel will find updated data for each indicator map and analyze it using ArcGIS, as well as update the interactive online data maps located on the NCACC website.

County commissioners can now find their individual LELA “Passport to Learning” reports online at www.ncaccevents.org/LELA! Reports include each commissioner’s current level of recognition (Practitioner, Master, or Mentor), credits needed to move up to the next level, links to upcoming LELA events and attendance records. This is a searchable database that will be updated regularly.
