Historic High Level of Engagement Civil Society by CARICOM and PAHO at the WHA70
The HCC is pleased to announce that in recognition of the importance of the multi-sectoral approach to NCD prevention and control, civil society was for the first time formally invited to attend the CARICOM Caucus of Health Ministers, chaired by Hon. John Boyce, Minister of Heath, Barbados and the PAHO Meeting with the CARICOM Delegation hosted by the PAHO Director - Dr. Carissa Etienne, to contribute to the discussion on NCD prevention and control.
|
|
HCC noted the significance of the presence of civil society at these high level meetings against the background of the broad commitment to a whole of society response to NCDs at the highest levels; and applauded both the CARICOM Secretariat and the PAHO Director for their leadership. The President and the Executive Director took the opportunity to reinforce their priority focus in the area of childhood obesity and to underscore priority asks which were shared with the Ministers by the HCC in the lead up to the WHA. The Ministers of Health were urged to support action in the following priority areas:
- Agenda item 15.1 Preparation for the third High-level Meeting of the General Assembly on the Prevention and Control of Non-communicable Diseases, to be held in 2018. We urge you to:
- Support accelerated progress in implementing the four national, time-bound targets
- Support the preparatory process for a successful 2018 UN High-Level Meeting
- Welcome the WHO Global Conference on NCDs hosted by the President of Uruguay in October 2017 as a crucial preparatory meeting for the 2018 HLM
- Updated Appendix 3. We urge you to:
- Endorse the updated Appendix 3 of Global NCD Action Plan.
- Agenda item 15.5: Report of the Commission on Ending Childhood Obesity.
- Endorse the implementation plan and support the development of a robust monitoring and evaluation framework, with a clear timeline.

The Eastern Caribbean Health Outcomes Research Network (ECHORN)
|
|
The Eastern Caribbean Health Outcomes Research Network (ECHORN) is a collaborative research study that examines the lifestyles, eating habits, and health behaviors associated with cancer, diabetes and heart disease in adult men and women living in the Eastern Caribbean. It is a collaboration between the Yale School of Medicine, University of the West Indies (Cave Hill and St. Augustine campuses), University of the Virgin Islands and the University of Puerto Rico. ECHORN was funded by the National Institute on Minority Health and Health Disparities (NIMHD) in 2011. It is an infrastructure to support research, policy and capacity strengthening, in partnership with a range of stakeholders, to improve the health of people of Eastern Caribbean descent.
The ECHORN Cohort study (ECS) recruits and follows a community-dwelling adult cohort to identify novel risk and protective factors for cancer, diabetes and cardiovascular disease. ECS has now empaneled almost 3000 participants from four island sites: Puerto Rico, the US Virgin Islands, Trinidad & Tobago and Barbados. Preliminary data analysis confirms the overwhelming burden of non-communicable diseases in the region. ECS will launch Wave 2 follow up in the late summer of 2017.
ECHORN has built a strong research collaboration in the region that includes the 5 academic institutions listed above, as well as community advisory boards and policy delegations from each island site. These delegations came together at a Global Health Leadership Institute Forum for Change in 2015 that identified diabetes and hypertension as ECHORN’s priority areas of focus. Next week’s HCC Roundup will discuss ECHORN’s current research emphasis on the early detection and primary prevention of hypertension and diabetes. Stay tuned!
