Alternative Route Phase 3 & 4

Welcome to the first bulletin from Buckinghamshire County Council regarding the Alternative Route Highways Scheme Phases 3 & 4.

The purpose of this bulletin is to provide everyone who has subscribed to our bulletin list with details of the works due to take place later this year. The bulletin will be issued monthly until August and then weekly from September as works commence. In future bulletins you can expect to see updates on the following:
  • Information regarding road closures and changes to car parking
  • Advanced warning of roadworks and diversion plans
  • Updates on the new link road and housing development on the former Gas Works Site
  • Photos and plans
  • Links to Social Media updates
About the project
The Alternative Route/Gas Works Link is a key component to the High Wycombe Town Centre Masterplan, which aims to improve transport links between the A404 Marlow Hill and the A40 West Wycombe Road. Creating the new route is part of an ambitious, long term project – a ‘Masterplan’ which is set to transform the town centre with major improvements for the future. Currently we are working with several partners on the two remaining phases that make up the Alternative Route through High Wycombe.

Phase 4 will be delivered by Buckinghamshire County Council, Wycombe District Council and Buckinghamshire Thames Valley Local Enterprise Partnership, and will involve improvement works primarily on Queen Alexandra Road from this Autumn.

Phase 3 is a separate scheme and comprises works on Lily's Walk, Suffield Road and the construction of the new link road (named Suffield Hill) which will be delivered by the developer Inland Homes plc, This road is expected to commence by late 2018 and once underway will seek to update stakeholders regularly on its progress.

What's happening next?
Phase 4 works are due to start on site this Autumn running into Spring 2018. We are now in the process of procuring the contractor to undertake the works on our behalf.

At this point we want to reassure people that we will be seeking to undertake the highways works with an ethos of minimal road closures as we look to ensure that traffic can continue to access the local hospital and schools throughout the works. We will be putting together a phased programme of works that looks to achieve the scheme in dedicated sections and this will involve lane closures only managed by 2 way traffic signals. Unfortunately this will increase queues on this route at peak times both east and westbound.
 
During construction we will have teams of workers active daily along this route, although not at weekends unless essential weekend work is required. Night time work may also be required over short periods to achieve key items such as road resurfacing and junctions, and we will seek to advise people of these dates in advance via this bulletin and also local flyers. The project team will also be adding a scheme board near the Loakes Road crossing and Hospital entrances to inform the local community of the works in progress. For drivers coming into the area we will use our mobile Variable Message Signs (VMS) to communicate updates.

Regarding the delivery of Phase 3 the project team will continue to work with Inland Homes plc to provide information on the new development and link road as they progress. The first stages of the residential development will involve the creation of some new entrances into the site, creation of the works compound and piling works within the site from July 2017.  

Delivery of the link road itself will not commence until Autumn 2018 following on from other activities within the site. Again we will share a programme with you in due course and to keep the local community updated.
Further information
A consultation period for the Alternative Route Phases 3 & 4 ran from 20 January to 17 February 2017.  During this time we listened to key stakeholders and members of the public to fine tune the elements of the final design prior to construction later this year.

The Alternative Route scheme is a partnership project between Buckinghamshire County Council, Wycombe District Council and Buckinghamshire Thames Valley Local Enterprise Partnership with funding secured from the Local Growth Fund. It is part of the wider High Wycombe Town Centre Masterplan.

We have a dedicated mailbox for this project at hitmailbox@buckscc.gov.uk  and we welcome emails and queries about the scheme. We shall seek to respond to all queries directly within a 48 hour period during normal working hours.

Latest new and plans for the scheme will be available at www.buckscc.gov.uk/hwmasterplan which will be kept up to date as the project progresses. Any future road closures will be communicated at the earliest possible convenience.
