THE FINANCIAL SUPPORT FOR TOMATO GROWERS - IN PAYMENT
During 19-21 of June, the Ministry of Agriculture and Rural Development (MARD) received 906 requests for the settlement of expenditures corresponding to the program for tomatoes grown in protected areas, requests to be processed to enter payment.
At this date, the amount approved by the MARD is of 39.985.832,40 lei, out of which were paid 27.003.244 lei to 2003 beneficiaries of the Program for tomatoes grown in protected areas.
MARD continues to receive the requests from Agricultural Departments, payment to the beneficiaries following the procedural steps.
Up to now, the total number of producers registered within the program is of 7.337 from all the counties, most of the registrations being from Olt, Giurgiu, Galați, Dolj, Buzău, Teleorman.
We're reminding that in order to be eligible for the de minimis support scheme granting 3,000 euro/year for tomatoes, the beneficiaries, amongst other conditions, have to:
- own a surface cultivated with tomatoes of minimum 1,000 square feet – protected areas,
- obtain a production of at least 2 kg tomatoes/m2,
- capitalized an amount of 2.000 kg tomatoes proven with documents
Through the scheme are supported Romanian:
- agricultural producers, certified,
- authorized natural persons,
- individual businesses
- family businesses
- agricultural producers legal persons

ACCESS TO WATER FOR IRRIGATION
Once with the publishing of Law no. 133/2017 amending and completing the Law of land improvements and the activities for land improvements, into force starting with the 12th of June 2017, farmers are receiving water to irrigate crops. According to the norms, for the programming period 2016-2020, the Ministry of Agriculture and Rural Development will receive 1.015 billion Euro necessary to restore the main irrigation infrastructure.
The minister of agriculture and rural development, Petre Daea, declared that putting into operation the irrigation system represents the largest investment managed by MARD and given to which until 2020 Romania shall have restored 1.3 million irrigation hectares.
Still, one issue is putting into operation the irrigation system in the South of the country. The Ministry of Agriculture and Rural Development recommends that farmers should use all the methods to draw water from the watering ditch, in order to ensure the best development of crops during the summer.
The National Irrigation Infrastructure Restoration Program aims to restore irrigations, criteria to prioritise and achieving targets, as well as suggestions to extend the irrigated areasfrom alternative water sources.

START TO FINANCING INVESTMENTS IN IRRIGATION INFRASTRUCTURE
On the 6th of June was launched the first call of 2017 for submeasures 4.3I - irrigations Rest of Territory component and 4.3I - irrigation Integrated Territorial Investments Danube Delta (ITI DD) , within the National Rural Development Program 2014-2020 (PNDR 2020).
The funds available for submeasure 4.3I - Rest of Territory amount to 150.000.000 Euro, those for 4.3I - ITI DD are of 7.000.000 Euro.

ROMANIAN TOMATOES, SAFE TO CONSUME
The National Phytosanitary Authority (ANF) informs that Romanian tomatoes are safe to consume.
Plant protection products have been applied in the dosage recommended by ANF inspectors.
Up to this date, were tested 325 samples of tomatoes obtained from agricultural producers supported through the Program for Romanian tomatoes, the lab results showing that consumers are not exposed to pesticide waste.

ENRD WORKSHOP ON REGIONAL AND LOCAL NETWORKING
ENRD Workshop on Approaches to Regional and Local Networking,2017 ENRD 2017
The representatives of the Network Support Unit attended on 31st of May, in Namur - Belgium, the ENRD Workshop on Approaches to Regional and Local Networking.
The event, organized by the European Network for Rural Development together with the Walloon Rural Network, had as main discussion themes:
- Present the results of the analytical work on regional/local delivery with presentations from participants from selected countries and regions;
- Examine how the two-way flow of networking can be facilitated (centre-periphery and vice versa);
- Explore the potential of local networking by promoting exchanges between the participants and to identify challenges and room for improvement.
Within the workshop were presented and analyzed the examples regarding the networking activity at local and regional level in states/regions like: Wallonia - Belgium, France, Poland, Italy, Romania and Slovakia.

The conclusions following the debates carried within the event, aimed:
- National Rural Networks - through tools and methods of communication must identify the stakeholders and support the active involvement of rural communities within rural development;
- Need to perform surveys among the stakeholders, in order to better identify the needs at local level;
- Clear definition of the stakeholders' and those involved in local rural development roles, by education regarding the rural potential, knowledge exchange, supporting diversification, encouraging participation.

OPPORTUNITIES AND FUTURE PERSPECTIVES FOR RESOURCE EFFICIENCY IN RURAL AREAS
Representatives of the Network Suppport Unit (NSU), of Managing Authority for RDP (MA RDP ) and of the Agency for Financing Rural Investments (AFIR), participated on the 13th of June, in Brussels, at the ENRD "Opportunities and future perspectives for resource efficiency in rural areas" seminar.
The event, focused on the following topics :
- Highlight the value of the resource efficiency agenda with respect to rural economies and its relationship with EU policy priorities;
- Identify the role that rural development policy can play in harnessing the opportunities for promoting resource efficiency in rural areas, with a focus on water and soils;
- Present and discuss the findings , lessons learned and good practice example from the ENRD Thematic Group on Resource Efficient Rural Economy and explore their applicability at European level;
- Consider the short and longer terms implications for rural development policy development, design and implementation.
Within the workshops were discussed technical aspects such as:
- benefits for farmers regarding the the long-term and responsible use of water and soil resources;
- improving knowledge exchange (M 1);
- fostering innovative systems and knowledge regarding efficient use of resources in agriculture;
- approaches and implementing within the RDP the efficient use of resources

GOOGLE ARTS&CULTURE: EXHIBIT OF THE ROMANIAN BODY-COAT COLLECTION

Google presents the largest virtual exhibit dedicated to fashion and style, bringing together 3000 years of clothing culture. The We wear culture project, launched by Google Arts&Culture is the result of the collaboration with the National Museum of the Romanian Peasant (MNȚR), to which were added over 180 cultural institutions from New York, Paris, London, Tokyo and many others.
The Romanian body-coat collection presented by MNȚR within the „We wear culture” project, is dedicated to the traditional Romanian clothing. The virtual exhibition comprises 27 clothing artefacts which add to the MNTR existing collections within the Google Arts&Culture platform.
The pieces shown within the MNȚR expo are accompanied by the „Ethnophonie” soundtrack collection of the National Museum of Romanian Peasant: doine, hore (round-dances), învârtite (spin-dances), brâuri.

DIGITAL INNOVATION HUBS IN RURAL AREAS

During the 1-2 of June, in Kilkenny - Ireland, was held the EIP-AGRI seminar dedicated to Digital Innovation Hubs (DIH), within which was discussed and clarified the concept of such hubs and their role in agriculture.
Within rural development, digitization and its corresponding technologies can contribute to mobilize rural communities and knowledge transfer, revitalize rural areas by promoting local specificity (landscapes, history, resources), increase attractivity and potential of rural areas.
Digitization facilitates communication and experience exchange from a distance, as well as developing technologies that can be accessed from anywhere and which may ease farmers’ work.
In a nutshell, Digital Innovation Hubs are support for businesses and companies in order to increase competitivity by improving production processes, but also by offering products and services of digital technology.
Through the services granted, DIH facilitates access to expertise, training and direct communication between producers and consumers/clients at regional and local level.

In agriculture, DIH encourages direct contact (without middlemen) between producers and consumers via internet, development of precision agriculture, access to information, knowledge and training without forcing the farmers to leave their works within the farm. Also it encourages collaboration and experience exchange from distance or comparative analysis and updates of data with information gathered directly from the field.
Furthermore, within DIH and by involving farmers, research institutes, economic agents and IT service providers from the area, can be developed smartphone/mobile applications – which may provide information regarding the crop or locating equipment through GPS or for remembering the deadlines for submitting forms at the Agency for Payments and Interventions for Agriculture .
In Romania, up til now, have been developed two apps for innovation in agriculture,by:
- AgriSo –who developed an app with the help of which lands can be viewed directly for the smartphone, equipments can be located by GPS and reminding the farmers to submit the forms at the Agency for Payments and Interventions for Agriculture;
- Azomureș in collaboration with the University of Agricultural Sciences and Veterinary Medicine Cluj-Napoca: Fertassist app, with the help of which farmers can calculate the dosage of fertilizers depending on the crops, level of production that is foreseen to be achieved and other crop related elements.

RNDR INFORMATION CAMPAIGN IN TULCEA AND CONSTANȚA
The National Rural Network (RNDR) is carrying on an information campaign addressed to farmers, Territorial Administrative Units, LAGs, associations etc , regarding the opportunities for financing offered by NRDP 2014-2020 measures.
The campaign aims to raise awareness of the public involved in activities in agriculture and rural development, regarding the drafting and submission of projects within the calls for projects opened in 2017, and also to gather the problems faced during the implementation of projects, in order to identify possible solutions.
The first two meetings of the campaign have been held at Tulcea and Constanța.
Within the events, were presented opportunities and the experts of the Managing Authority for NRDP and of the Agency for Financing Rural Investments answered the questions addressed by the audience.

ASSOCIATION AND ACCESSING OF EUROPEAN FUNDS IN BUZĂU
On 9 of June, the experts of the Ministry of Agriculture and Rural Development (Directorate General of Agricultural Policies, Directorate General of Rural Development), as well as of the Agency for Financing Rural Investments (Paying Agency), the Agency for Payments and Interventions for Agriculture, the Directorate for Agriculture of Buzău county, of the Research – Development Station for Vegetables – Buzău and of the Guarantee Fund for Rural Credit - IFN-S.A, participated at a meeting with the farmers involved in the vegetable sector and/or fruit-growing, set-up in various legal forms or interested about associative forms and about accessing European funds within Buzău county.
The aim of the meeting was to identify solutions which might contribute to integrated projects about the production/capitalization/processing vegetable and fruit productions, by farmers from fruit-growing and vegetable stations in Buzău county, under National Rural Development Program 2014-2020.
Furthermore, within the meeting was highlighted the importance and encouraged the association between agricultural producers and setting-up agricultural cooperatives, producers groups, producers’ organizations, in order to capitalize more efficiently the production obtained and more easily access the European funds, as well as supporting the setting-up and functioning of storing, processing and cooling centers in the vegetable and fruit stations.
Being part of an associative form brings advantages such as:
- Capitalization of larger amounts of products
- Better and high quality at a better price in a short period of time
- Contracts with the hypermarket chains.

DAY OF THE FIELD
On the 8 of June, at Secuienii Noi - Neamț county, took place the 9th edition of the "Day of the field " rural celebration.
The event represented a good opportunity for exchange of experience between farmers regarding modern agri-techniques, efficient capitalization of production, as well as about financing opportunities.
Representatives of seed, pesticide, manure companies, banks, insurance companies, as well as advisory and public institutions within the North-East region, also attended the event.
At the NRN stand, the representatives of County Rural Development Units of Neamț and Iași provided information and materials regarding the National Rural Development Program 2014-2020.
