Council Approves Plan to Advertise Bids for Dunphy Park Project

At the City Council meeting on Tuesday, July 25, the Council approved a plan to begin advertising for bids on the Dunphy Park Improvement Project. Prospective contractors will be asked to bid on a base project with an engineer's estimate of $1.9 million. Contractors will also be asked to provide bids on two alternative scenarios for the project that include the base project plus the cost of additional improvements. The alternative scenarios are estimated to cost $2.1 million and $2.4 million.

The thirty-day bid period will likely open in August, assuming that regulatory agency permits for the project are forthcoming. The City Council is expected to make a decision on awarding the project at one of its regular meetings in September. At that time, or a later date, the Council will consider funding for some or all of the additional park improvements.

The bulk of funding for Dunphy Park improvements comes from the 2016 Certificates of Participation, approved by the City Council after Measure F was passed by Sausalito voters at a special election on November 3, 2015. Additional funding for the base project is available from Galilee Harbor, the City's ADA budget, and City funds for storm drain and sewer improvements that are also necessary for the project. Possible sources of funding for additional improvements include the City's Parking and Tidelands funds and grants from CalRecycle, the Audubon Society, and other grant providers.

Police Department to Host Block Party on Tuesday, August 1

The Sausalito Police Department will be hosting a block party in front of our public safety buildings on Tuesday, August 1 from 5:00 p.m. until 8:00 p.m. Adults and children of all ages are invited drop by anytime during the event to play games, hang out with public safety officers, and munch on food sold by the Volunteers In Public Safety (VIPS). Free Sausalito Police spinners will be handed out to kids, along with other goodies. The entire block of Caledonia Street from Johnson Street to Bridgeway/San Carlos will be closed to vehicle traffic. 

The block party is part of National Night Out, an annual event created by the National Association of Town Watch to make a statement against crime in the United States. Millions of neighbors take part, across thousands of communities, on the first Tuesday in August. 

Activities scheduled for the block party in Sausalito include a bouncy house for children donated by Mt. Tam Adventures, the traditional schoolyard game of four square, a cornhole bean bag toss, and the opportunity to take fun photographs with Sausalito Police officers and props like a cardboard police car. The Fire Department will also have a fire safety house set up to help teach children about fire prevention.

Food sold at the event by the Police Department's Volunteers in Public Safety (VIPS) will include hot dogs, chicken apple sausage, bratwurst, salad, chips, cookies, soda, and water.

Bicycle Traffic Continues Decline from 2016

Bicycle traffic in Sausalito declined by 19% in June of 2017, compared to June of last year, according to statistics presented by the Sausalito Police Department at the July 25 meeting of the City Council.

The data was collected by SausalitoPlus at our southern city limits during peak bicycle hours. The 19% decline follows steeper declines of 32% in April and 23% in May of this year.

The figures from SausalitoPlus support data from the Golden Gate Ferry, which show a 19% decline in passengers with bicycles in June 2017, compared to 2016. Looking at the 2017 bicycle season as a whole, the bicycle count on Golden Gate Ferry from April to June of this year was 38,743, down from 45,279 in 2016. Golden Gate Ferry's peak year was 2014, with 50,804 bicycles between April and June.

A portion of the decrease in the number of bikes on the ferry can be attributed to the success of Sausalito Bike Return, which reported returning 663 bicycles to San Francisco by truck in June 2016.

Street Repair Projects to Begin in August

Two street improvement projects in Sausalito will get underway during the week of August 7, the 2017 Street Rehabilitation Project and the Santa Rosa Avenue Roadway and Sewer Improvements Project.

Ghilotti Bros. Inc., the successful bidder for the 2017 Street Rehabilitation Project, will be working on the following streets: For the Third Street and Main Street sections of the project, work will consist of the following:
  • Installation of curb ramps at the intersections of Third and Valley streets, Third and Main streets, and Fourth and Main streets
  • Replacement of storm drains and replacement of the existing concrete pavement with new asphalt pavement
On South Street, the asphalt pavement of the westbound lane (i.e. the lane heading to downtown Sausalito) will be removed and replaced. On Bridgeway, base repair and crack sealing will be performed where cracking and pavement failure is evident.
 
The project is scheduled to start the week of August 7 and is expected to be completed by mid-October. Work will proceed in the following order:
  1. Curb ramp work on Third, Main, and South streets
  2. Pavement replacement on Third, Main, and South streets
  3. Base repair on Bridgeway
The Santa Rosa Avenue Roadway and Sewer Improvements Project will also begin during the week of August 7. The project is expected to be completed by mid-September.

The project area starts at Santa Rosa's intersection with San Carlos Avenue and extends downhill approximately 200 feet. Maggiora and Ghilotti, the successful bidder for the project, will be removing and reconstructing a curb ramp and replacing the concrete pavement and sanitary sewer.

Final week of the Library's Summer Reading Program

It's hard to believe, but the Sausalito Library's Summer Reading Program is almost over. The final week features some of the best programs of the summer, including: 
  • A scavenger Hunt for kids 10-12 years old on Monday, July 31 at 3:30 p.m. in the Edgewater Room. Kids should get ready to use their detective skills and eagle eyes to solve clues throughout City Hall.
  • Creative Movement for Preschoolers on Monday, July 31 from 2:30 to 3:30 p.m. in the Exercise Room. Led by professional dancer Jenna Valez, this program will involve movement, dance, and storytelling. The program is for preschoolers and their caregivers. No advance sign-up is necessary.
  • A performance by Musical Robot on Tuesday, August 1 at 3:30 p.m. on the Robin Sweeny Patio. Combining catchy tunes, out-of-this-world dance moves, and tons of jokes, this musical duo (ukulele and drum) will help us finish the summer with a shake and a giggle. 
The Summer Reading Challenge is still underway. Participants sign up at the Library, then come to the Library to get a prize after every three hours they read, until they have read for twelve hours. All kids 12 and younger are eligible to enter – whether they are reading to themselves or being read to. Kids can sign up for the Challenge through August 4, and bring in their reading logs to collect prizes through September 1.

Business Items: The Council received an update from the Sausalito Marin City School District Superintendent Will McCoy, Sausalito Marin City School District Board Member Joshua Barrow, and Willow Creek Academy Board Member Jeff Knowles. The Council received an update from the Police Department and PBAC Chair Ed Fotsch. The Council invited the PBAC to review the staff's proposed expanded scope of the PBAC and provide recommendations. Watch this portion of the meeting here.  The Council directed staff to go out to bid on the Dunphy Park renovation project, with separate bids for the minimum base bid and two alternative scenarios for the project. Updates from Boards and Commissions

Historic Landmarks Board. On July 11, the City Council appointed Nastassya Saad to the Historic Landmarks Board (HLB). Nastassya joins Ben Brown, Melinda Sesto, and David Neuman on the Board. The HLB is currently seeking one additional member for this five-person board responsible for reviewing applications for exterior renovation of historic or noteworthy structures, historic sites, and landmarks located throughout Sausalito. The HLB meets once per month to review prospective projects. With the City's ongoing update to the General Plan, the HLB will also serve an important role in reinforcing the identity and beauty of Sausalito and helping to maintain the unique character of our City. Parks and Recreation. For the 39th consecutive year, the City of Sausalito is hosting its legendary Chili Cook-Off. This year's cook-off will take place on Saturday, September 23 and features live music and all the chili you can eat for $10. Chefs will duke it out in three contest categories: Judges' Choice, People's Choice, and Best Booth. It doesn't cost a thing to enter, but you will need to make at least ten gallons of chili. To sign up to be a chef, please download and follow the instructions on the registration form available on the City of Sausalito website.

Administration. Monday, July 17, marked the opening of the nomination period for prospective candidates for the vacant seat on the Sausalito City Council, to be decided by voters at a special election on Tuesday, November 7, 2017. Nomination papers may be obtained by making an appointment with the Office of the City Clerk at 420 Litho Street. To schedule an appointment, please call (415) 289-4134 or (415) 289-4165, or visit the Administration window in City Hall on weekdays between 9:00 a.m. and 5:00 p.m. Appointments are available Monday through Thursday.

The filing period for nomination papers closes on Friday, August 11 at 5:00 pm. As required by law, the City Clerk's Office will remain open until 5:00 p.m. on the last day of filing. Candidates are encouraged to file as early as possible in the nomination period so that the Marin County Registrar of Voters can begin the verification process. Marinship - World's Most Amazing Shipyard. Sausalito Village invites you to celebrate Marinship's 75th anniversary with a screening of Marinship - World's Most Amazing Shipyard (2017, 60 minutes), a new documentary by local filmmaker Eric Torney. The film will be presented on Tuesday, August 8 at 3:00 p.m. in the Edgewater Room of City Hall. Built at the onset of World War II, Marinship launched ninety-three Liberty ships and tankers before the end of the war. Eric Torney will be on hand to answer questions about the film.

Caregiver Support Group. Are you or someone you know caring for a loved one who is suffering from some form of cognitive impairment? Consider joining the new Sausalito-based Caregiver Support Group. Anyone caring for a loved one with a dementia-related illness – whether Alzheimer's, Parkinson's, or another cognitive impairment – is invited to attend. The first meeting will be held on Saturday, August 12 from 10:00 a.m. until noon at Campbell Hall, next to Christ Episcopal Church at 70 Santa Rosa Avenue. The group's organizers have also begun the process of affiliating with the Alzheimer’s Association of Northern California. Participants and their situations are assured complete confidentiality. Concert for Kids & Tot Art in the Park. Presented by Sausalito Parks and Recreation and sponsored by the Sausalito Lions Club, the next monthly "Concert for Kids & Tot Art in the Park" event will be held on Saturday, August 12 at 10:30 a.m. in Robin Sweeny Park. The music performer for July is Tim Cain. Guitar in hand, Tim provides an opportunity for children, as well as parents, to participate in a positive group experience with singing and movement. His warmth, good humor, and spontaneity make his shows engaging and accessible to all. Bring a blanket to sit on the lawn. Music starts at 10:30 a.m. We will provide tables, chairs, and art supplies for the children's art project starting at 11:15 a.m.
