Mexico City Policy Protecting Life in Global Health Assistance

On January 23, 2017, the U.S. Government reinstated and expanded the provisions of the Mexico City Policy.  Pursuant to the Presidential Memorandum Regarding the Mexico City Policy, on May 15. 2017 the U.S. State Department issued a new standard provision for health assistance awards - Protecting Life In Global Health Assistance (May 2017).  This new standard provision reflects changes needed to extend the Mexico City Policy to all global health assistance.  Currently, JHURA is seeing this clause in all new and modified USAID awards.  In the near future, we can expect to see this in other federally sponsored awards for global health assistance.

For more information, please see the explanatory memorandum that sets out both the federal requirements and the university procedures; a certification to be completed by a prospective foreign NGO collaborator, and a worksheet to be used to assist you during the proposal stage to analyze whether a potential collaborator will be eligible to participate in a federally funded project..

USAID has also just released a course on this new policy, which can be found at:
https://www.globalhealthlearning.org/course/protecting-life-global-health-assistance-and-statutory.

Please review and distribute to any of your department’s faculty and staff who may not otherwise receive this information.  If you have any questions, please feel free to contact any of your staff contacts at JHURA.

Receipt of Payment from Sponsors

JHURA has noticed an increase in the number of sponsored projects payments being delivered to our office.  Please note that JHURA does not process these payments, and otherwise should not be receiving them.  Instead, departments are urged to reference the appropriate Accounts Receivable – Billings Policies and Procedures as outlined on the University’s website
