According to a new book written by ESPN reporters Schlabach and Lavigne, the culture surrounding Baylor FB during the period for which it is being investigated for the handling of sexual assault allegations also included a lack of random drug testing for student-athletes. Regent Gray is quoted in the book as saying it was the first indication to him "that this was not likely to end up well." The athletic department's position, according to the book was that since the university's strict campuswide code of conduct could potentially result in a suspension or expulsion, it wasn't fair to subject student-athletes to random testing. One regent observes: "What was really happening was the underlying message to them was, 'Hey, the rules don't apply to you.' You know, and they've been hearing that since seventh grade anyway. Some rules do apply to everybody, and telling them they don't apply is not calculated to make them productive citizens." (link)
The News & Observer's Carter writes on what North Carolina can expect at tomorrow's NCAA Committee on Infractions meeting in Nashville. "Gene Marsh and Tom Yeager, two former infractions committee chairmen, recently described the set-up like this: imagine a large conference room with three long, rectangular tables set up to form an open square." Both parties deliver opening remarks, then dive into discussion on the first allegation. Carter calls the introduction of new issues "unlikely," penalties will be discussed & the Tar Heels may have a grasp of potential sanctions by the time the meeting concludes on Thursday. Kent State has parted ways with strength & conditioning coach Bowsher after determining Bowsher falsified information about certification pertinent to the position. The announcement comes after a report into the passing of a FB student-athlete during earlier this summer called Bowsher's credentials into question. A statement from the university indicates that qualified personnel were overseeing the workouts on the day in question and asserts that student-athlete safety continues to be paramount. In the original report's immediate aftermath, officials from the National Strength and Conditioning Association (NSCA) and Collegiate Strength and Conditioning Coaches Association (CSCCa), the major certifying bodies for strength and conditioning professionals, reached out to CBS to indicate Bowsher was not a member their respective organizations. California AD Williams pens a letter to the Daily Californian student newspaper in response to an article which posited that the university's FB program "treated players poorly." Williams notes that in a college athletics landscape beset by constantly evolving complexities, Cal has enacted a number of measures for student-athletes over the years, including the addition of cost of attendance to the value of a scholarship, expanded medical coverage and required off-time to allow for the pursuits of non-athletic interests. "Yes, we can always strive to be better. But to say we treat student-athletes poorly is simply not true." (link); Meanwhile, Cal is faced with closing a $22M budget deficit by 2020 and it plans to begin closing that gap in part through a "cut in scope," according to the Daily Cal, which includes the potential elimination of one of the university's 30 athletic programs. According to the 2018 budget, plans include relocating the track and soccer teams to allow for residential housing to be built on the Edwards Stadium site, selling naming rights to Memorial Stadium (for a goal of $4M annually), and selling alcohol at FB and BB games. Williams says that all options remain on the table and that no decisions have yet been made. (link)

Last year at this time the Big 12 presidents voted not to expand and schools like Cincinnati, among others, learned they would remain in their respective non-Power 5 conferences. Bearcats AD Bohn didn't think his department needed a morale boost after the decision: "It was the opposite. They recognized that sometimes things are out of our control. But we're going to support these young men and women who represent us and our city and our community and our institution and everybody's going to keep working their tail off knowing that we want to be the class of the league and play at the highest level." Since then, FB HC Fickell has come on board, FB season tix are up 1,100 year-over-year, the $87M renovation of Fifth Third Arena continues and MBB HC Cronin has his squad poised for an eighth consecutive trip to the NCAA Tourney. More Bohn: "I could go on and on. We're in the top 3 percent in the nation with our Academic Progress Rate for the entire program, all 19 sports. That's what our focus is. Our vision is to be the class of the league. We believe as we continue to do that, those other things are going to take care of themselves." (link)
As Georgia Southern continues its absorption of the Armstrong State (formerly DII) athletics department, which includes honoring the scholarships of ASU student-athletes while offering immediate open-transfer status to avoid any loss of eligibility, Eagles AD Kleinlein offers a snapshot of where the process currently stands: "We needed to start with the student-athletes because they were the ones that were affected immediately. Next was the staff, which is the process we're in now. Moving forward, it's going to be 'What are we going to do with the facilities?'" Kleinlein has already hired former ASU AD Sweany, who will serve as Deputy AD, along with former ASU WTEN HC McCaffrey and Softball HC Dean to the same positions in Statesboro. Kleinlein also discussed his recent contract extension, which will pay him a reported $265K per year in base salary: "When your boss offers you a contract extension and is committed to having you here long-term, that gives you a sense that you’re going down the right path and what we’ve been trying to create here in this athletic department is the right direction in the eyes of the president, in the eyes of the athletic foundation and all the people that are involved in putting that contract together." Arkansas State AD Mohajir continues to press forward on the north end zone project at Centennial Bank Stadium that includes bar-type seating & a water feature. "We're just trying to differentiate ourselves from everybody else in the country. This will be the only place in college football that has a water feature inside." Timeline: "I wish I could tell you it's tomorrow, but I can't tell you that. We are going to do it as soon as we possibly can. I can tell you we are not resting until we uncover all the variables to get it going."  Current facility housing FB support areas will be turned into more office space for other programs, "We have coaches on top of each other, and we really need to expand our athletic department and give them more adequate facilities." (link)
The Pac-12 names sports media executive Shuken as president of the Pac-12 Networks, effective September 6. Shuken has overseen sports networks for Time Warner Cable, DirecTV, Liberty Media, and Fox Sports. Commish Scott: "In a rapidly changing media landscape, Pac-12 Networks is well positioned to take advantage of new technologies, platforms and consumer habits, and Mark’s creative leadership skills and expertise will enable us to continue to best serve our fans and University members." Swarbrick: "These things are always a Rubik's Cube when you're trying to figure out how to put them together. One piece of it moves, then you've got to go back and try and refigure it. We had to stick with it. In so many regards, it came together exactly as we wanted it." Alvarez: "We at Wisconsin are honored to have the privilege to play a program with the rich tradition of Notre Dame. CBS Sports writers Dodd, Patterson and Sallee questioned around 30 active FBS head coaches about a myriad of issues affecting student-athletes and athletic departments presently. 65% of the group said they would use a "zero tolerance/immediate dismissal" policy if a player is accused of and appears to have committed sexual assault or violence against a woman, while 35% would take the "wait for investigation/immediate suspension" approach. One response: "Turn it over to school, turn it over to police. We can't be the judge, the jury and everybody else." Another: "I tell our guys all the time, 'We're not going to turn our back on you. You're still ours no matter what.' They know anything sexual of any nature, anything domestic of any nature you're going to be in a position where it's going to be hard for me to help you." East Carolina is planning to start construction on its $55M renovation project at Dowdy-Ficklen Stadium once the Pirates wrap up their FB home schedule this season. The improvements are being made to cater to the modern fan and will feature a new press box, redesigned seating and viewing boxes, new premium parking, a new FB locker room, a new ticket office, and new vantage points of the field. AD Compher on the renovations: "It says, 'Look at the commitment they’ve made to further the game day experience for their fan base.' Some people say, 'I’d rather stay at home and watch it on TV.' This gives you the comforts of home but also provides you that social interaction that maybe you wouldn’t have at home. It’s going to be a very social environment." (link)
The group behind Nashville's push to be an MLS expansion city unveiled renderings of a new stadium that would sit on the outskirts of town. Important for our space as it could double as a new home for Vanderbilt FB. Investor Ingram is part of the team expected to get a strong look from the MLS & Ingram is also on Vandy's Board of Trustees. Ingram on the 30K size of the venue, "...is a combination of what we think about the future growth of MLS and if it works out that another tenant could use the facility." As the debate continues on how to shorten the length of FB games, one idea that's been tossed around is decreasing ad load & seeing the same sales results as a result of demand. However, some TV networks are already trying just that for programming & the jury is still out on the strategy. Turner Prez of Ad Sales Speciale notes how her team was going "to take a bit of a hit" as the market adjusted to the approach. However, Fox has booked 30% more revenue against 20% less inventory for the Teen Choice Awards. GroupM Managing Director of Media Investment Haljun says his clients would be happy to pay premiums if an increase in ratings points becomes a reality. That's a big & important "if." (link)

The family of former Arkansas FB HC and AD Broyles released a statement following his passing yesterday from complications related to Alzheimer's. The statement reads, in part: "For more than five decades, he served the University of Arkansas and all citizens of his adopted home state in his role as a coach, administrator and goodwill ambassador for his beloved Razorbacks. ... He was the very definition of a difference maker. It will be impossible to fill the void created by his passing. But even in our grief, our hearts are overflowing with the love, gratitude and treasured memories of the charmed life and lasting legacy of our beloved Coach." (link)
