Accident on Quinton Road
Roger received this from a resident:
Roger,
Yet again this morning we have had another road accident on Quinton Road. There were 2 vehicles involved judging by the state of them it was head on.
This is about the fourth or fifth this year alone, all the others were caused by speed, I cannot say what caused this one but when one sees the damage to the 2 cars, speed cannot be ruled out. There were 2 police cars in attendance plus 1 ambulance.
I often see cars coming over the railway bridge on Quinton Road either way going way above 30mph.
Before someone gets killed (probably a pedestrian) can something be done about speeding motorists, ideally speed cameras.

Hi Councillor Bailey,
I have just checked with our traffic control to see if anything was reported to them regarding a collision, as they are notified so as to update twitter etc, and nothing has been recorded so I have no details at present. If the emergency services had been in attendance they would record the information and send it off to the joint data team in Birmingham which is then put onto a west midlands database. We can call on this information, however dependant on the nature of the accident, any possible prosecutions or investigations this can take up to 3 months to be made available.
 
Speed cameras are not currently utilised in Coventry, however I understand both Birmingham and Solihull are currently trialling a number of new average speed cameras to determine their efficiency and if they can be brought back into use in the future.
 
With regards to the accident, whilst speed could possibly be a contributing factor, the causation factors identified by the Police would need to be reviewed to see if there was anything else that needs to be considered including things such as direction of travel, line of impact etc.

 
Cuppa with a Copper - Apologies
Alana, one of our PCSO, wishes to apologise to any resident who turned up last week for “their cuppa”. Unfortunately she arrived to find the Community Centre locked and after talking with the centre manager she returned to her office. As a consequence to this Pauline contacted her and received information with respect to a few subjects that are reported below.
 
Quad and Scrambler Bikes
Residents continue to inform us that quad and scrambler bikes are racing up and down residential roads and also on Whitley Common.
With respect to reporting this problem our local PCSO advised that you should call the police non-emergency 101 number and obtain a police log number.
Another option is to call the Cheylesmore & Earlsdon PCSO mobile number 07722 820 617. This phone will only be on when the PCSOs are on duty which is Monday – Thursday 7am to 11pm, Friday and Saturday 7am to midnight. Not operational on Sundays.

Broken Fence at Whitley Common
When reporting the broken fence at Whitley Common, Roger also stated that he felt that the "leftover old road" was encouraging the quad bikers & scramblers to come to this area and that it was a shame that it wasn’t covered over with soil?
Roger received this response from Ian Lewis, Senior Programme Manager
This is not something that I have been made aware of. The issue of the broken fence I will report to the Street scene officers and see if they have any comments. Unfortunately the issue of off-road motor biking is on the increase across the local regions and it is a Police matter.
The road was left in place as the original intention was to use the space as a designated bus lane/cycle lane for egress from the Whitley Business Park, although at the moment it does not support this with the growth of development it may be required. It also costs a lot of money to remove and take to tip the road materials so it is best left in place.

 
Calling 101 – Patience is Required
A resident told us that he’d called the police non-emergency 101 number but got tired of waiting so hung up.

When people call 101 the response time depends on a matter of urgency, meaning if police officers are committed with jobs that are deemed to be of more urgency then you will need to be expected to wait until an officer is available.
 
Which I know can be very frustrating but an operator should update you when someone is on the way or even if an officer isn’t available because we are low on resources.
 
Our mobile phone (07722 820 617)
is on when we are on duty and off when we aren’t. If people would like to leave a voice message an officer will call back when next on duty.

So we advise people if it's urgent please call 101 or 999 in an emergency.

 
Problem Drinkers at Quinton Pools
A resident sent us this:
I was wondering if there is anything that could be done to address the issue of drinking alcohol and being under the influence in Quinton Pools??
 
It’s a popular thoroughfare for the school run to Manor Park and many children pass along the path alongside the benches where the guys often sit during the day drinking fairly heavily.

 
Pauline received this response from Alana, one of our PCSOs: 
  • it is an alcohol free zone
  • they have attended people there recently who were drinking
  • the best course of action is for residents to call 101 and report the issue so that it's logged.
  • the mobile number for the police in our ward is 07722 820 617. However this phone is only switched on when they are on duty
  • if this is a regular issue & we can give the time that the drinkers are there then perhaps the area can be patrolled. 
As a result of this information our resident scoured the Quinton pools area for "alcohol free zone" signs and found none. Roger is checking if the area is in fact an alcohol free zone
 
Cheylesmore Parking Permits
Good morning Roger, we are emailing you in regards to the new system regarding parking permits. We have had numerous cars parking along the side our property. Every time we suspect a car has no permit as we see the owner going off to work we have to email the parking enforcement team to make them aware, 9 times out of 10 nobody turns up to put a ticket on the vehicle and the cycle carries on for the rest of the week.
This is very frustrating as we have to pay for our permits and we feel it is very unfair people are STILL using our roads to park in.
Also I am sure there is misuse of permits in our street as two cars keep appearing early morning, placing permits on their dashboards and leaving several hours later, they are never seen during weekends and haven't been seen around our area any other time or parked in nearby streets. We work full time and certainly have better things to do than be emailing the council everyday as we haven't seen a traffic warden in weeks.


Roger contacted the parking enforcement team & received this response from Adrian Williams, Service Supervisor, Parking Services Team
 
Hi Councillor Bailey, I am on the case already .I have emailed the resident and he is aware of what our process is regarding permit misuse. We attended yesterday and a pcn was issued and the data is now logged. We have also returned this afternoon and checked for vehicles with no permits. This location has been added to the daily brief so all of the staff are aware.
The resident has my direct number and knows he can contact me anytime.  

 
Cheylesmore Library - Volunteers Required
There are now 7 residents who have expressed an interest in volunteering at Cheylesmore Library, to help keep it open.
Under draft proposals, Cheylesmore Library can now only stay open if run by volunteers from May 2017.
If you are interested in volunteering to help run the library then please contact the Community Centre or email cheylesmore.ward@gmail.com.
On facebook there is a group called “Save Coventry Libraries”.

Note – the A46 Kenilworth bypass Northbound closures between Stoneleigh and Stivichall junction are needed to complete electrical works on three overhead gantries on this stretch of the road.
 
Low Carbon Technology Centre
At the planning meeting on Thursday, Coventry University was granted permission to construct a Low Carbon Technology Centre on the corner of Quarryfield Lane directly opposite the cemetery.
Ian Woolley, chair of London Road Cemetery and a local resident, spoke at the meeting about the overpowering nature that the height of this structure would have upon the cemetery.
We were assured that the landscaping around the site would mask it from view, eventually.

Contraception Survey for Young People
Coventry University have been commissioned by Coventry City Council to do some research around contraception, contraception services and pregnancy. Their findings will inform the commissioning of services.
