eGov strategy and National ID Scheme use case model for Africa

Meet our speaker, Dr Dulce Chilundo, General Director at National Institute of Information and Communication Technologies (INTIC) of Mozambique, who is going to address the eID Conference on the eGov Mozambican strategy to have a single common citizen database, the challenges encountered in the African continent regarding citizen registration and ID and the commitment of the Mozambique Government to the ICT initiatives.

Mozambique took a firm step in 1998 when the Commission for the ICT Policy was established, through a Presidential Decree, which demonstrated that at the highest level, ICTs are considered one of the driving forces for social-economic development. As a result of the work of the Commission, in the year 2000 the ICT Policy was approved and subsequently in 2002 its Implementation Strategy.

These guiding documents have led to the ICT development in the country, especially the computerization of public sector institutions as well as the development in telecommunications.

The approval of the eGovernment Strategy in 2006 was a “special case” of the computerization of public administration, aimed at administrative modernization and provision of services to citizens with increasing levels of efficiency, effectiveness, transparency and accountability.

This strategy has identified six priority areas, each one with a specific project – the anchor projects of the eGovernment Strategy – especially the Civil Registry and Identification System that includes the following subsystems:

  • Civil Registry System
  • Criminal Record System
  • Identity Card System
  • Passport System
  • Driving License System

Five of these systems are developed and in production, issuing different documents for national and foreign citizens.

The Civil Registration System continues to be a challenge for our country, as well as for Africa and other parts of the world. However, there are initiatives that have been tried, such as the Unique Citizen Identification Number System and Civil Registration and Vital Statistics System that the incumbent Ministry is developing.

Currently there is a discussion about the best model and approach that the country should take in the materialization of a single national database, which is a basic principle for eGovernment.

About Dr Dulce Chilundo

Dr Dulce Chilundo has been working as civil servant in different governmental institutions in the past 27 years. She is currently the General Director of the National Institute of Information Technology and Communication (INTIC), within the Ministry of Science and Technology (MCT). Dr Chilundo has taken this position from July 2013 on ward. Before that, she was the director of National Emergency Operation Centre (CENOE) within National Institute for Disaster Management (INGC). She joined the INGC as Information Analyst Advisor in 2007, after working more than 15 years at the Ministry of Agriculture (MINAG).

While in MINAG, Dr Chilundo coordinated and implemented various projects such as MIS, TIA’s and later, was in charge of the Monitoring and Evaluation Unit. Also worked as advisor of the Organizational Change within the Reforms Unit as well as the Information Advisor at Statistics Units for Annual Agricultural Surveys (TIA´s).

Within Ministry of State Administration (MAE), besides working in INGC until 2013, worked in STAE, as System/Information analyst and capacity building for Computerization of ballot data, of Municipality Elections of 1998. While in education, her contributions were made in late 1980 to early 1990, when she worked as a mathematics and physics teacher at the senior high school.

Along these years, Dr Chilundo became a member of Advisory Group (AG), such as Environment Emergencies (AGEE), Dam Synchronization for Flood Releases, DARA/OCHA in Humanitarian Issues, SCRAM, ICT and Knowledge Management within SADC Region, UN ISDR and others.

She has participated in various professionals seminars, workshops and short courses, be international, regional and national, as well as in various projects of capacity building.
