Update on Baildon Library
As stated in the last newsletter, a few weeks ago we had our first meeting with Bradford Council about their proposals for Baildon Library. This was a first meeting to explore in more detail what is proposed.

As is well known, as a result of our local campaign in Baildon (thanks for all your support!), Bradford revised its proposal for Baildon from a Community Managed Library (which would have had no paid staff) to a 'hybrid model'.

Many details of this are still unclear, but it certainly includes 1 paid staff member (it will be more than one employee) throughout the 45 hours a week the library is open, employed by Bradford Library, and the library building will remain the responsibility of Bradford Council. The library will retain all the features of being within the library service including new books and being part of the District library service. Bradford is reorganising all its library staff and the Town Council has no role at all in relation to current and future library staff. Our main role will be to organise the very many volunteers needed to work alongside the library staff.

We will be meeting again soon to clarify further some of the details, and we are working towards a decision possibly at the Town Council meeting in October as to whether to decide to work in partnership with Bradford to secure Baildon library under these new arrangements. I hope we can say more in our next newsletter.  

Baildon Reservoir
Well, the good news is that the Planning application has been refused by Bradford Council. However, the Enforcement Notice which should finally have come into effect at midnight on Friday 26th August, is now subject to a formal appeal by the site owner. I am told by Bradford's enforcement team that "the requirements of the enforcement notice do not bite until the outcome of the appeal hearing when we receive a decision notice."

I am further advised that we should have no expectation of a speedy resolution of the appeal given "the current resources of the Planning Inspectorate."

This is very bad news, as at the time of writing, there appears to be little change in the amount of tipping going on at the site. Together with your District ward councillors, we are doing everything we can to try and put a stop to this activity, but the processes available to us do not suggest we will be successful. As any more information becomes available, we will post to our website at baildontowncouncil.gov.uk

Harley rideout
Another successful Harley Weekend in Baildon

Baildon once again hosted hundreds of Harley Davidson riders over the bank holiday. You can view a video of Sunday's ride out by clicking the image above, or find it in this article in the T&A

Around 400 Harley Davidson bikes roared round Baildon and residents came out in force to enjoy the spectacle: watching the ride out, enjoying the fine weather in local pubs, and at the official Harley Festival at Baildon Rugby Club. Riders came from as far away as Germany and the Netherlands to take part. 

Councillor John Turner owns a Harley and took part in the ride out. He said: “It was a fantastic atmosphere. There were more people in the village this year than I’ve ever seen before - it was almost like the whole of Baildon turned out."
Caring for our streets
Baildon Town Council’s Environment Committee is investing in a number of enhancements to public spaces around the town. 

The condition of rights of way for walkers and cyclists is important for improving options for sustainable travel. With the exception of Otley Road itself, there is a continuous off-main-road route from the canal to the village centre and the moors, via the railway station. The Town Council recently funded the upgrade of a poorly-surfaced section of Buck Lane, which was a “missing link” in this route. Footpath improvements will continue this year.  Please get in touch to nominate a path.

Residents have expressed concern about the dark approach to Baildon Station on the footpath which links Kirklands Road with Ridgewood Close.  Following discussions with Bradford Council, it was agreed that an additional lamp-post could be afforded, with a modest contribution from the Town Council. The new light is now in place. The Town Council is keen to hear from residents about other places where a small investment like this could make a big difference.

Following a comprehensive review of litter-bin provision, the Town Council has made a further contributions to replacing the bins in the worst state of repair. A scheme to replace the bins in the village centre with heritage designs means that the new furniture is more in-keeping with the historic conservation area and is also made out of plastic so will last a long time without further maintenance. Please get in touch if you know of a litter-bin in need of repair or replacement.
Events in September
Saturday 10th September: WACKY SCARECROW WALK

Baildon's Scarecrow Walk is back, and better than ever! This year the theme is 'Nursery Rhymes' and businesses and community groups across Baildon are busy preparing their entries.

Follow the trail through Baildon and pick your favourite. Be sure to visit the Community Garden on Hallcliffe  for stalls and games, with a tuck shop, face painting, chocolate tombola and a performance by the 'All Together Now' choir.
 
The event lasts all day and is guaranteed to be great fun for the whole family. The event is organised by Baildon in Bloom.
Carnival AGM
Monday 19th September: CARNIVAL AGM

Baildon Carnival Association holds its AGM on 19th September at 7.30pm in the Copper Beech Club.

Issues to be discussed include possible charitable donations from surplus funds and the possibility of holding a parade ahead of the July 2017 event.

Anyone who is interested in helping to organise the event next year, and particularly anybody who could contribute to the holding of a parade, is very welcome to attend the meeting. There are numerous tasks to complete and more contributors are always needed.

Expressions of interest are invited from any local environmental, community or charitable organisation which feels it would benefit from a grant of up to £500. Please email the Secretary with details of the organisation’s aims and constitution, the level of grant required and the purpose it would be put to.
Saturday 24th September: BAILDON FARMERS MARKET

Thanks to everyone for supporting the August market - it can often be a quiet month so we were delighted to see so many of you out in the fine weather.

September sees the 4th birthday of the market, which started in 2012. We've seen many other local markets come and go in that time, so we're proud that the market in Baildon continues to be a success. We're very grateful to Market Manager Julie Bower and the hard-working volunteers, committed stallholders and enthusiastic shoppers who all contribute to its success.
Saltaire Festival
9th to 18th September: SALTAIRE FESTIVAL

Saltaire Festival takes place again this year and incudes events across Saltaire and in Roberts Park.

For the first time since both organisations were started, Baildon Town Council has made a grant of £3,000 towards the costs of Saltaire Festival, which is enjoyed by many Baildon residents and increases visitor footfall in the area. The festival takes place on both sides of the river from 9th to 18th September 2016, with Roberts Park and Shipley Glen Tramway featuring prominently in the programme, as well as venues in Saltaire Village. Many of the events and attractions are free. 

The main theme for this year is 'water' and will reflect on the Boxing Day flooding which greatly affected the neighbourhoods and businesses alongside the river in Baildon and Shipley. A special exhibition of photographs taken during the flooding, entitled 'The Power of Water', will be held at Salts Mill. The full programme, which is an eclectic mix of arts and community events, can be viewed on the Saltaire Festival website. Hard copies can also be obtained on request from the Town Council office.

As part of Saltaire Festival, there'll be fun and educational activities for children in Roberts Park from 11am.

The 'Children of Kenya' will perform in Roberts Park at 2pm. This fantastic children’s choir is touring Brtiain and it is fortunate that their time in Bradford coincides with Saltaire Festival.

No need to book - just turn up and enjoy the singing and dancing.

Roberts Park hosts this two day event as part of Saltaire Festival.

There'll be live music in the park as well as bars and food stalls, including curries from local Indian food specialist Aagrah. Find out more here.
