The Art of Care - Brought to you by the National Gallery of Art and LeadingAge DC
LeadingAge DC and the National Gallery of Art are pleased to present a four part series open to LeadingAge DC members.  By carefully examining and discussing original works of art at the National Gallery of Art, participants will build skills that support visual literacy, communication, and empathy.  Participants will also reflect on how they can apply these skills to their work to enhance relationships with those for whom they provide care, other members of medical teams, and colleagues.   This program has been approved for CE credit from the DC Board of Social Work and DC Board of LTC Administrators.  It is pending approval from the DC Board of Nursing.  Space is limited in this program and is only open to LeadingAge DC members until further notice.  Register here.  Please email Christy Kramer with any questions
 

District of Columbia Update

Renewable Portfolio Standard Expansion Act of 2016 (RPS) 
The RPS legislation is currently pending enactment awaiting congressional review however, the final version of the bill passed by the DC Council and signed by the Mayor does include language that would grandfather all supply contracts signed prior to the enactment date of the legislation for five years.  Once enacted, Pepco DC will be increasing the utility pricing $1.50/MWh in 2017, $2.50/MWh in 2018 and over $4.00/MWh in 2019.  These increases could be approved and take effect September 5th and since it is a regulatory change, the suppliers will pass through this additional charge at cost.  This is standard in a majority of the supplier contracts. 

 
Federal Update

Section 8 Reform Accomplished! Major Operational Changes Coming
Major Section 8 reform has finally been accomplished. In past years, it has gone by the acronyms of SEVRA, SESA, AHSSIA. But it was HOTMA that got it done, thanks to so many members getting HOT with their own advocacy efforts in support to help see it through to completion. For more on these changes, go here.


CMS Announces Five New Quality Measures
The federal Centers for Medicare & Medicaid Services (CMS) recently announced the addition of five new quality measures to its Five Star Quality Rating System for nursing facilities, effective August 10.


Programs of All-Inclusive Care for Elderly (PACE) Proposed CMS Rule
On August 11, 2016, the CMS issued a proposed rule (CMS-4168-P) to revise and update regulations from the 2006 Final rule for Programs of All-Inclusive Care for the Elderly (PACE). CMS states that the changes in the proposed rule will strengthen protections for beneficiaries and provide administrative flexibility and regulatory relief for PACE organizations. The proposed rule will also remove redundancies and outdated information, and codify existing practice. For more on these proposed rules, go here.

Assisted Living Quality Measures
The Center for Excellence in Assisted Living (CEAL), which includes representatives from LeadingAge and several other stakeholders, has released a report entitled "Measures and Instruments for Quality Improvement in Assisted Living." The report reviews a wide range of measures suitable for quality improvement in assisted living and develops a list of 96 potential measures


New Repairs Standard for REAC Inspection Processes
HUD REAC released a notice on their website in early July entitled "Industry Standard Repair”, which indicates a new standard that details all repairs made to properties must be "made in a good and workmanlike manner with materials that are suitable for the purpose and free from defects”. This new standard outlines a series of specific items and deficiencies that will be determined to be "good and workmanlike”.

This new standard adds the following standards to all items in the inspection item list:

  • Ensure that all components, as repaired, perform its intended purpose and function; and
  • That all repairs are finished in manner reasonably compatible in design and quality with the original and adjoining decorative materials

EHR Resource
The LeadingAge Center for Aging Services Technologies (CAST) has updated its electronic health record (EHR) portfolio with a new CAST 7-stage EHR Adoption Model, as well as a new interactive online guide and a new case study. These free tools, designed to help long-term and post-acute care (LTPAC) provider organizations understand, plan for, identify and select the EHR system that best fit their needs, include a white paper and a product selection matrix among other items.
