The Osborne Association's New York Initiative for Children of Incarcerated Parents (NYCIP) celebrate children of incarcerated parents’ strength, resilience, promise, and their capacity for love. Over decades, our collective organizations and agencies have witnessed children overcome significant obstacles and grow up to be lawyers, teachers, journalists, filmmakers, legislators, healers, advocates, and more.

While separation from a parent is a serious risk factor, children can be stigmatized by the narrative that they are at risk for many negative outcomes, including becoming incarcerated themselves. Children live into the future they see for themselves. Predicting negative future outcomes can be internalized by children and can become self-fulfilling prophecies. Children are better served by a narrative and research that highlights what helps children succeed, including examples of success and overcoming barriers.

Seventeen-year-old Luna shares how she navigated the challenge of being separated from her incarcerated father throughout her childhood. Luna’s story illustrates how stigma can affect how well children do in school and Luna's perservance despite it.
 
Seven Out of Ten? Not Even Close
Read Jim Conway’s “Seven Out of Ten? Not Even Close” to learn more about undocumented claims of risk that have been used to justify public policy, but ultimately results in the further stigmatization of these children. This analysis finds that a large majority of children of incarcerated parents do not become justice involved.  
   
The Osborne Association established the New York Initiative for Children of Incarcerated Parents in 2006, following the creation of the Children of Incarcerated Parents Bill of Rights in San Francisco. The NY Initiative is a statewide partnership of individuals, public agencies, and community and faith-based organizations dedicated to making and supporting policies and practices that meet the needs and respect the rights of children and youth whose parents are involved in the criminal justice system.
