 How Can We Use Digital IDs for Better Development?

There are about 1.5 billion people living without any form of recognized identification - individuals who may not receive crucial services or benefits, or be actively discriminated against, because of this omission. 

It's a pressing issue now with over one million Syrian refugees seeking refuge with little, if any documentation, and a long-term SDG goal to provide legal identity for all, including birth registration by 2030.
 
This growing need for digital identity presents its own unique sets of interesting questions around ethics, policies, and the potential furthering of the digital divide. What role can development actors play in solving this problem with government counterparts to mitigate risk and maximize the benefits?
 
Fortunately there are many examples to draw from where countries are leading the way and generating not only excellent use cases but  excellent questions as well.
