Results from Survey on Building Permit Review Process

The City of Sausalito Community Development Department (CDD) recently conducted a survey on the City's building permit review process. The goal of the survey was to gather feedback from recent applicants (building contractors, homeowners and architects) on their satisfaction with the permit review process, the length of time the process takes, City staff's responsiveness, and ways to improve the process. 
 
Sausalito's building permit review process ensures that building plans meet City and State requirements related to public health, the environment, and safety to life and property. The process is also referred to as "plan check review." The plan check review is done concurrently by various divisions of City staff – Planning, Fire, Public Works, Engineering, and Sewer. Any comments and corrections to the plans are returned to the applicant, then the applicant makes the corrections and resubmits plans for a subsequent round of plan check review. Once the project plans meet all standards and are deemed complete, a building permit can be issued for construction.
 
The survey found that 48% of the respondents were either "very satisfied" or "somewhat satisfied" with the time it takes to complete the plan check review to obtain a building permit; 28% of respondents were "very dissatisfied." The results also showed good marks on City staff responsiveness, with 62% of respondents saying that staff is "very responsive" to "extremely responsive." The overall experience with the building permit review process showed that 59% of respondents rated their experience ranging from "somewhat positive" to "very positive"; 20% of respondents rated their experience as "very negative."
 
At the City Council meeting on October 13, the Council created a task force that will use the survey as a guide in evaluating the building permit review process, looking for ways to improve it, and maintaining good customer service. The task force will consist of a City Council representative; Community Development Director Danny Castro; staff representatives from the CDD Building Division, Public Works and Fire; and three design professionals or contractors who frequently submit projects in Sausalito. The task force will report its recommendations to the City Council by February 2017.

Sausalito Village Art Show and Reception

The 4th Annual Sausalito Village Art Show will be bigger than ever. Held in the past in the City's Council Chambers, this year's show will be mounted in the Sausalito Library, a much larger and more accessible space, starting on October 23 and running through December 4. The work of twenty-three artists will be on hand, including paintings, sculptures and photographs. The exhibit will available for viewing during regular Library hours. 
 
The opening reception of the Sausalito Village Art Show will take place at the Library on Sunday, October 30 from 6:00 to 8:00 p.m. The event will also include authors' tables, where Sausalito Village members will be displaying and selling their books. Food and wine will be provided. Live music will be presented by classical guitarist John Imholz. All are welcome to attend.

Bridgeway Traffic Advisory

Beginning on Monday, October 24, the installation of a new cable conduit will cause a lane closure on the northbound side of Bridgeway between Spring Street and Nevada Street. The construction is expected to last two days. The work will close the sidewalk, parking spaces, bike lane and the outside lane of northbound Bridgeway. Vehicles and bicycles will be merged to a single lane. Pedestrian traffic between Nevada and Spring streets will be diverted to the west side of Bridgeway. Comcast has been instructed to commence operations between 8:30 a.m. and 4:30 p.m., so as not to affect rush hour traffic.

Follow the Money with the City's Financial Transparency Tool

The City of Sausalito subscribes to OpenGov, an online application designed to increase the transparency of government finances. All of the City's financial information is publicly available online.

As the name OpenGov suggests, this fiscal transparency tool allows anyone to see how Sausalito receives and spends money. It presents the information in interactive, customizable graphs and charts that users can download, email, or share through social media.

Deployment Analysis Released by Southern Marin Fire District

The Southern Marin Fire District recently completed a deployment analysis, one of the primary elements required for fire agency accreditation.
 
A deployment analysis reviews incident data and information about the community, the agency, and its resources. This data is used to explore threats and risks within the jurisdiction, as well as resource distribution and how the jurisdiction adheres to industry standards.
 
The District's analysis recognizes the challenges of limited fiscal resources, competing needs, growing and aging populations, uncertainty about future development, and a complex topography. The analysis concluded that the Fire District is meeting some, but not all of its needs with existing resources and details twelve key findings and five specific recommendations for the District to consider.
 
The report is a valuable resource for the District when making strategic decisions for the agency and community. It also helps area residents understand how their agency is performing.

Beware of Financial Scams Targeting Seniors

Cyber-attacks and financial scams are rampant and, unfortunately, often target senior citizens. Below, you'll find tips that may help in defending yourself against these types of schemes:
  • Don't keep large amounts of cash on hand.
  • Keep your checkbook and spare checks in a safe place.
  • Don't withdraw money from your bank account just because someone tells you to.
  • Don't agree to send money at the request of a telephone solicitor.
  • Never give out personal details such as your bank account number, Social Security number or credit card number to any person over the telephone.
  • Don't be afraid to hang up on telemarketers and other unsolicited callers.
  • Check your bank statement carefully each month for suspicious activity and, if you have a trusted adult child, consider asking your bank to send her or him a copy of the statement to review as well.
  • Ask your bank to call you if any check over a certain amount is ever presented for payment.
  • Buy a shredder and shred all unused credit card applications.
  • Purchase a mailbox with a lock on it to help prevent mail theft.
  • Beware of family members, family friends or caretakers who try to persuade you to sign deeds or assets over to them.
  • Stay away from deals that sound "too good to be true."
  • Beware of deals that ask for a lot of money up front and promise sure success.

Updates from Boards and Commissions

Each week, on a rotating schedule, this section will provide highlights of the recent activities of one or more of the Boards and Commissions representing the City of Sausalito. Follow this link for more information on all of our Boards and Commissions.
Trees and Views Committee. The Trees and Views Committee (TVC) is seeking applicants to fill upcoming vacancies on the committee. As a committee member appointed by the City Council, you will help serve the Sausalito community along with four other TVC members. Meetings are held monthly, and the next meeting is scheduled for Monday, November 14 at 6:30 p.m. in the Council Chambers at City Hall. The TVC is responsible for reviewing tree removal and alteration permit applications regarding protected trees on privately owned developed property. In addition, the Committee is responsible for conducting arbitration of view claims and for conducting fact-finding meetings and rendering advisory decisions.
 
At the October meeting of the Trees and Views Committee, the committee discussed and approved a Tree Removal Permit application for the removal of a dead coast live oak tree at 94 San Carlos Avenue. Agendas and minutes for past meetings are available on the City website.

News from City Departments

Administration/City Clerk. The last day to register to vote for the November 8 Election is Monday, October 24. If you are not currently registered to vote, you can register online via the California Online Voter Registration website.
 
Election Day is only a few weeks away, and residents who vote by mail should already have received their absentee ballots. If you are voting by mail, your ballot must be postmarked on or before Election Day, Tuesday, November 8. Your ballot may also be dropped off at any polling place in the county on Election Day. 
 
To request a vote-by-mail ballot, visit the county's voting by mail webpage or call (415) 473-6456. Applications for a vote-by-mail ballot must be received by the County of Marin Elections Department by November 1 in order to fulfill the request by mail. After this date, voters wishing to vote by mail must obtain a ballot in person at the Elections Department.
 
Sausalito residents voting in the November 8 Election will be casting votes for President/Vice President, U.S. Senator, U.S. Representative, State Assembly, Superior Court Judge, Sausalito-Marin City School Board (2 seats), City Council (3 seats), State Propositions and one County Measure.
 
Running in the Sausalito City Council race are Ray Withy, Sam Ruben, Joan Cox and Joe Burns. (Please note that although Sam Ruben has publicly withdrawn from the race, any votes cast for him will be counted.)

Public Works. During the week of October 17, PG&E crews worked to install new gas mains on Bridgeway between Locust and Turney streets and on Locust between Bridgeway and Richardson Bay. They exposed various utilities and used "trenchless technology" to drill for the new gas mains. Looking ahead to the week of October 24, PG&E plans to trench across the intersection of Bridgeway at Locust Street to tie together the three new segments of gas main (Bridgeway between Locust and Turney, Locust east of Bridgeway, and Locust west of Bridgeway). When the gas main crossing Bridgeway is completed, PG&E will begin installing gas services to businesses and residences. The upcoming work on Bridgeway will require strict traffic control; please be careful when driving in the area, as automobiles and bicycles will be sharing the street.

Library. The week of October 24 to 31, 2016, is Fine Amnesty Week at the Sausalito Library. If you have any late fees for Sausalito Library-owned items on your record, please visit the Library during Amnesty Week and we will remove those charges from your account. Can't find your library card? No problem, just bring your picture ID with you and we will issue you a new card for free. And if you come to the Library wearing a costume during Amnesty Week, you will receive a $5 coupon toward future fines on Sausalito Library-owned items. This coupon is valid for fines up to $5 and over – no change or credit will be issued. Coupons cannot be used for replacement charges, and they must be presented in person to be applied to your account. Coupon expires 12/31/16.
VIEW LENDING POLICIES FOR THE SAUSALITO LIBRARY
Community Development. The Initial Study/Draft Mitigated Negative Declaration document prepared for the proposed Bridgeway Commons Residential Condominiums Project will be presented to the Sausalito Planning Commission Meeting on November 2, 2016. This document, required to be prepared in accordance with the California Environmental Quality Act (CEQA), is an analysis of the proposed project to determine the extent that environmental impacts of the project can be adequately addressed. The Planning Commission meeting begins at 6:30 p.m. and will be held in the City of Sausalito Council Chambers. The meeting is open to the public.

The presentation will provide an opportunity for the public to learn more about the project and to comment on the CEQA document. The document will be released for public review prior to the meeting. No action will be taken on this project by the Planning Commission at this meeting. The public will have additional opportunities to comment on the document during a twenty-day public review period and at subsequent public meetings. The next meeting before the Planning Commission is anticipated to be in December 2016. Project updates will be included in future editions of Sausalito Currents.

Parks & Recreation. Preregistration for the December 3 "Breakfast with Santa" at the Sausalito Yacht Club begins on Tuesday, November 1. It will be a magical morning where kids will make holiday crafts and visit with Santa while elves prepare a delicious breakfast of pancakes and sausage. There are two seatings to choose from: the 8:30 a.m. seating sees Santa arrive, the 9:45 a.m. seating gets to see him return to the North Pole! Things Happening in our Community

Vintage Guitar Dealer Michael Indelicato. Sausalito resident Michael "Guitar Man" Indelicato has spent over twenty years and covered more than a million miles in his search for vintage guitars. Michael has bought (and sold) thousands of them, including many of the most valuable and iconic guitars in existence. Along the way, he has put guitars into the hands of many of the world's best known musical artists. In this special program at the Sausalito Library on Friday, October 21 at 7:00 p.m., Michael will share some of his favorite stories and photos from a lifetime with vintage guitars. Michael will also screen a clip from the upcoming film Guitar Man, which he helped produce, and bring a few vintage instruments to share with the audience.

Beautification Day. Beautification Day 2016 will be held on Saturday, October 22 from 9:00 a.m. to noon. National Prescription Take-Back Day. National Prescription Take-Back Day will be held this year on Saturday, October 22 from 10:00 a.m. until 2:00 p.m. On that day, Sausalito residents are encouraged to come to the Sausalito Fire Station, located at 333 Johnson Street, to drop off unwanted or expired prescription and over-the-counter drugs and vitamins. This is an important step in the fight against the epidemic of prescription drug abuse. When citizens properly discard their unwanted or expired pharmaceuticals, it keeps them out of the hands of anyone who may take them for recreational use.

Red Cross Certified CPR/AED Training. The Sausalito Woman's Club will offer a Red Cross Certified CPR/AED Training on Saturday, October 22 from 1:00 p.m. to 5:00 p.m. at 120 Central Avenue. Bay Model Visitor Center Park Manager Chris Gallagher will conduct the course, which teaches participants how to respond to breathing and cardiac emergencies for victims twelve years and older. The training is free of charge, and those who successfully complete the course will receive a certificate valid for two years. Highs and Lows on the John Muir Trail. Former Sausalito resident Inga Aksamit will share stories from her award-winning book, Highs and Lows on the John Muir Trail, in the Council Chambers on Thursday, October 27 at 7:00 p.m. in this special program sponsored by the Sausalito Library. Highs and Lows on the John Muir Trail recounts the twenty-three day, 210-mile journey that Inga and her husband spent backpacking in the Sierra Nevada mountain range of California. Inga's talk will be accompanied by photographs of the stunning beauty of the High Sierra. Inga Aksamit is an avid backpacker, Sierra Club guide and California State Park volunteer. Her publications include "Bear Encounters on the Chilkoot Trail" in Travel Stories from Around the Globe and "Rolling Down the River" in Coast and Kayak Magazine.

Biologist Discusses Lincoln/Butte Wildlife Preserve. Come learn about Sausalito's first wildlife preserve, Lincoln-Butte, at this fascinating free talk by Open Space Sausalito resident biologist Jennifer Berry on Thursday, October 27 from 7:30 to 9:00 p.m. at the Sausalito Woman's Club, 120 Central Avenue. Discover the secrets of this inland wetlands habitat as uncovered by Berry's motion-activated cameras. Learn about the local wildlife, including species of special concern, that call Lincoln-Butte home, and the preserve's fresh water spring, Rose Creek, so critical to wildlife survival. Learn the history of Lincoln-Butte's inland wetlands, which connect to the Marin Headlands and run all the way to Richardson Bay. Maritime Salvage. Recreational boaters, commercial mariners, and anyone interested in shipping and boating on the San Francisco Bay will enjoy a fascinating overview of maritime salvage on Friday, October 28 at 7:00 p.m. inside the Sausalito Library. Salvage is any voluntary and successful rescue of a boat, its cargo and/or its passengers from a peril at sea. Presented by Captain Tuuli Messer-Bookman, the program will cover what constitutes "pure salvage,” how it differs from towage, who is entitled to a salvage award and how a salvage award is determined. Captain Messer-Bookman is a full professor at the California Maritime Academy, where she teaches celestial navigation, bridge watch-standing assessments, and a senior seminar on maritime casualties. Is There a Water Crisis in the Western U.S.? All of the available water in the Western United States is allocated, and irrigation uses more than 80% of the water supply in most western states. If as a society we conclude that all of our current uses of water are important and must continue, then new users will have great difficulty obtaining water. The issue revolves around what is the impact of transferring water from irrigation to urban use. In this special presentation on Thursday, November 3 at 7:00 p.m., consulting geologist and Sausalito resident John Bredehoeft, Ph.D., will present an overview of the crisis and challenge attendees to make their own judgment concerning the crisis. David Gockley in Conversation. Considered one of the major innovators in American opera, Sausalito resident David Gockley retired as general director of San Francisco Opera in July of 2016. Under his leadership, San Francisco Opera commissioned eight world premieres, two West Coast premieres and a new production of Wagner's epic four-opera cycle, Der Ring des Nibelungen. In this special program on Friday, November 11 at 7:00 p.m. inside the Sausalito Library, David will appear in conversation with Tom Wilhite, the founder and host of the Sausalito Library's Metropolitan Opera Preview program series. In their discussion, David will reflect on his career and some of his favorite performers and performances. David Gockley in Conversation is co-sponsored by the Sausalito Woman's Club.

Arias in the Afternoon. Arias in the Afternoon with the San Francisco Opera singers returns to Sausalito on Sunday, November 13 from 2:00 p.m. to 4:00 p.m. This free program is sponsored by the Arques Charitable Education Trust and produced by the Sausalito Parks & Recreation Department. Come enjoy the San Francisco Opera in the beautiful and picturesque setting of Gabrielson Park. Reserved V.I.P. tables are on sale starting on Monday, October 3. Charles Van Damme Ferry 100th Birthday Bash. Help maintain one hundred years of waterfront history at a special fundraiser at the Sausalito Seahorse Restaurant on Friday, November 18, beginning at 7:00 p.m. The Charles Van Damme Ferry Birthday Bash is a celebration of many things, including the ferry's centennial, ten years of the Charles Van Damme ferry project to save the ferry's 100-year-old paddlewheel and steam stack from demolition, and county approval and permits for ferry artifacts to be restored and exhibited at Waldo Point Harbor. Cover charge is $20. Live music will be presented by Fiver Brown, Jerry Hannan, Pacifico Samonte and Harmonic Law, and the Hippy Voices featuring Joe Tate and Maggie Catfish.

Breakfast with Santa. Preregistration for the December 3 "Breakfast with Santa" at the Sausalito Yacht Club begins on Tuesday, November 1. It will be a magical morning where kids will make holiday crafts and visit with Santa while elves prepare a delicious breakfast of pancakes and sausage. There are two seatings to choose from: the 8:30 a.m. seating sees Santa arrive, the 9:45 a.m. seating gets to see him return to the North Pole!
