The What:
Commonly referred to as the “Safe Harbor Bill,” this amendment and its supporting legislation:
- Establish a “Safe Harbor” provision that protects children under the age of 18 who have been trafficked for prostitution
- Designate up to $2 million in funding for services for sexually exploited/trafficked children, primarily in the realm of child welfare, family support, crisis intervention, counseling, and emergency housing
- Add fines on convicted traffickers and business fees on adult entertainment establishments to pay for services for victims
